A. Call to Order
A meeting of the Commission was held in the City Hall council chambers and was
called to order at 7:03 p.m. by Chairperson Brandt.
Commissioner Yaya Diatta took the Oath of Office, administered by Karen Guilfoile,
Maplewood City Clerk.

Commissioner Fortin moved to approve the February 12, 2013 HRC Minutes, as
amended.

E. New Business
1. Introduction of Commissioner Yaya Diatta – No Report
Yaya Diatta introduced himself to the Committee and highlighted his reasons of
interest in becoming a member of the Human Rights Commission.
2. The Homeless in Maplewood – Presented by Commissioner Nate Danielson
Commissioner Danielson gave a brief overview of the statistics related to the
homeless in Maplewood.
3. YMCA Out reach Program – Presented by Alan Ostergaurd – No Report
Alan Ostergaurd and Regina Fuller presented the YMCA Street Works Intervention
Program and gave specifics about how the YMCA program operates in the
community.
4. Planning for Future HRC Meetings
Chairperson Brandt suggested that the “Bullying in the Schools” topic be addressed
during a future meeting in the fall, when school is back in session.
Chairperson Brandt suggested that the “View from Saint John’s Hospital” topic be
addressed during a future meeting in the summer; Commissioner Xiong offered to
lead this discussion.
Commissioner Nate Danielson recommended doing an educational piece for the
City’s Karen population.
Commissioner Diatta and Fortin recommended a future meeting focused on
Tennant’s Rights and Code Violations; Commissioner Fortin offered to lead this
discussion.
Commissioner Diatta and Commissioner Fortin offered to head the ad hoc
committee for the Annual Human Rights Award; Commissioner Fortin
recommended to present a Human Rights Leadership Spotlight instead of an
Award, to offer the opportunity to recognize multiple members of the community.
5. Human Rights in the News – Review/Update on Upcoming Forums/Report on
Forums or Meetings Attended or Other Related HR Issues (This item is on the
agenda to give the Commissioners an opportunity to announce upcoming
meetings or give a report on meetings or forums that they have attended.)
Commissioner Danielson mentioned that April 9, 2013 is Shine a Light on Slavery
Day

Chairperson Brandt mentioned that US Supreme court recently heard arguments
regarding gay marriage and that decisions are expected between May and July. He
also pointed out that Minnesota Legislature has bills pending on both gay marriage
and civil union.
F. Unfinished Business
1. Update on the Human Rights Commission Student Art Contest
Commissioner Xiong gave an update on the Human Rights Commission Student Art
Contest.
Wells Fargo Foundation is sponsoring the Event’s prize money
In response to multiple applicants requesting their submitted artwork be returned,
Commissioner Maurice Fortin recommended keeping the artwork for a short period
of time with a disclaimer that the City of Maplewood is not responsible for any
damage to the artwork.

SUBJECT: 2013 Student Art Contest Awards Ceremony
Introduction:
Students in Grades 3-12 in ISD 622,623,624 and Home School students have been given the
opportunity to submit their art contest entries portraying 1 of the 30 Universal Articles of Human
Rights. After the submission deadline, artwork was independently judged by members of the
City of Maplewood Human Rights Commission. Judging was based upon (A) interpretation or
expression of the Article, (B) originality and creativity, and (C) overall impression.
Originally, the top three scoring artwork in grades 3-5, grades 6-8, and grades 9-12 were to be
selected for awards; however, due to the number of submissions received from students in
grades 6-8 and grades 9-12, these two categories were combined. Following are the winners
who will be presented with the monetary awards DW the May 14th ceremony.

Event Schedule
The Human Rights Commission seeks to
promote thoughtful and respectful public
discussion on human rights issues in the
community. In that effort, the Commission
recognizes the importance of student
participation and engagement in human
rights and so it has been pleased to host
an annual student art contest.
The art contest revolves around portraying
one of the 30 Articles of the Universal
Declaration of Human Rights. Students are
to reflect, interpret, and express what the
Article means to them and bring it to life
through art.
The mission of the Maplewood Human
Rights Commission is to aid and advocate
for equal opportunities for all citizens of
Maplewood in: housing, employment,
public accommodations, services and
education, in addition to continuously
working to improve human rights within
the community.
