Maplewood is a spectacular place to celebrate July 4th! Come
to the 50-acre Hazlewood Park located at 1663 County Road C
(near Maplewood Mall). The event will take place from 4:00 -10:00PM.
Admission is FREE for everyone!
The Dog House Bar & Grill will be on site serving up refreshing adult beverages.
Vendors will provide a mix of favorite American foods: barbecue beef and pork,
hot dogs, hamburgers, frozen treats, waffles, pizza, and Mexican food.
Live music will start at

Band - Twin Cities Hottest Top 40
Cover Band. The band’s humor
and enthusiasm shines through in
their bar-rocking, stage-jumping
performances. You will hear some
Lady Gaga, Eminem, Usher, and
Rihanna - don’t miss it!
Test your riding skills on the mechanical bull. Cool off on the “Hippo Water Slide” or jump in
one of the giant inflatables. Wristbands are $3.00 per person for unlimited rides. The feature
entertainment will be the brilliant fireworks show at dusk. The show promises to be a
breathtaking pyrotechnic display that will be the highlight of the holiday.
Many people arrive early to stake out a seat on the lawn and enjoy the fun activites taking place at the
park. Bring you chairs and blankets but coolers will not be allowed in the park. Come celebrate with
your friends and neighbors. See you there!

City Manager Antonen Retires
Jim Antonen was appointed as the City Manager of Maplewood in March
of 2009 and will retire after 47 years of public service on June 28, 2013.
He is a veteran of the US Navy and began his local government career
in Sartell as the City Administrator. From there he served as City
Manager in Vermillion, South Dakota and then for 12 years as the
City Manager in Moorhead, Minnesota where he received
acknowledgement for his professional handling of the Red River
Valley Floods during 1997.
In 2001, he and his wife Lois relocated to Davis, California, a university city of 66,000 residents where
he served for five years as their City Manager. In 2006, Jim left Davis, California and worked as a
management recruiter prior to accepting the appointment as the Maplewood City Manager in 2009.

Jim and Lois have three sons: Charles who is a California Deputy
Attorney General, Matthew (Jaime) St. Louis Park a buyer for Target
Corporation and Patrick (Keri) a Project Officer for the state of Iowa.
They are also grandparents to Matthew and Jamie’s son Blake.
Looking Back –
While City Manager of Moorhead, Fargo-Moorhead received the
2000 All American City Award. Antonen marks this as the pinnacle of
his career, describing it as the Oscar Award for cities.
He marks his appointment in Maplewood as one of his biggest
challenges. He was tasked with helping to restore the reputation of
the City of Maplewood and bring stability to the staff and citizens.
Antonen stated, “I rated that right up there in challenges as the great
flood of 1997 in Moorhead. But, it has been a great opportunity and
pleasure to serve and work for the fine people of Maplewood.”
Mayor Rossbach stated, “When Jim first came to the City we
needed his experience to bring a steady calm and his management
skills to hold our course. After he accomplished that, he was
successful in overseeing his staff and letting them use their skills
and talent. In my opinion as Mayor, we owe a debt of gratitude
to him.”
In September of 2009, Jim was honored with the distinguished “30
Years of Service Award” from the International City Manager
Association (ICMA). He was recognized as being in the first group
to receive the ICMA Credentialed Manager designation and Legacy
Leader status. He also was recognized as having made significant
contributions to a number of other organizations including Chair
of the League of Minnesota Cities Insurance Trust Board and
President of the Minnesota City County Management Association.
In addition, he served on the Board of Directors for the California
ICMA.
Jim and his wife Lois will continue to live in Minnesota but spend
winters at their Davis, California home. While Antonen has had a
couple of offers to do some consulting after retirement, he thinks he
will probably opt for focusing on some home projects and traveling.
At the May 13 City Council meeting the City Council moved on a
5-0 vote to appoint Assistant City Manager Chuck Ahl as the City
Manager effective June 29th.
The City Council meets on the second and fourth Monday of the month.

Is The City Ready If The
Unthinkable Happens?
A major tanker explosion; a large tornado rips through the City;
a chemical spill at a local industry; or some other disaster that
creates unthinkable damage including the potential for loss of life
and/or significant property damage or environmental impacts. We
see these types of events on our televisions and receive continuous
updates on our smart phones. Who are those responders and how
do they work together to return their areas to as close to normal, or
a new normal, as quickly and efficiently as possible? And, what if the
unthinkable happens in Maplewood? Are we ready?
In April, officials from Ramsey County, Maplewood, along with other
City officials and agencies, took a 5-day course called Integrated
Emergency Management at the National Emergency Training Center
in Emmitsburg, Maryland. Individuals studied previous disasters
and were given instruction on incident management. The training
also included a mock disaster exercise that required Maplewood
staff, surrounding cities, emergency officials from local agencies as
well as Ramsey County staff to activate our Emergency Operation
Center [EOC] and respond to a local event that stressed our abilities
and plans to learn from the response. The event was conducted in
real time and included communication equipment that duplicated the
Maplewood and Ramsey County EOC.
Mayor Rossbach participated as the lead EOC Director as provided
by ordinance and statute. At the conclusion of the event, the Mayor
stated that “I was always aware of the quality of our Maplewood
staff, but this event showed me that if something like this terrible
event were ever to happen, we have an extremely qualified and
professional staff that will be able to address all problems that can
be thrown their way.”
All the participants in the event were appreciative of the opportunity
to participate in the training provided through Ramsey County
Emergency Management. If you would like to learn more about the
Emergency Management Plans for Maplewood and Ramsey County
and their mission to prepare for, mitigating, responding to and
recovering from an emergency, visit the Maplewood website and
go to the Fire Department – Emergency Management page. We
always hope and pray that such an event never occurs in
Maplewood or Ramsey County. But, if this unthinkable event ever
happens, our Maplewood staff, with support from Ramsey County is
better prepared to respond.

It’s been a long time coming but I believe that Spring is finally here!!
Ball fields are lined, picnic shelters are filling, and people are out
walking, biking, and enjoying our beautiful Parks and Trails with
their children and four legged friends.
Spring has been a busy and exciting time for the City too. Along with new
additions to our Commissions staff, we have filled the seats of the new
Maplewood Parks Taskforce. This taskforce was created to develop new
ideas for the future of Maplewood’s Parks and Open Spaces. Please feel
free to send any comments or questions you may have about the future
of our Parks and Opens Spaces. The Taskforce will be meeting the fourth
Wednesday of each month at 4:00PM in the Maplewood Community Center.
The council will be looking to fill the current City Manager’s position;
James Antonen will be retiring June 28, 2013. We wish Jim well in his
retirement as he starts a new chapter in his life.*
The City of Maplewood is a Plan B form of statutory city government,
which is a council-manager plan of government. Under a Plan B system,
the elected City Council consists of a mayor and four council members.
All policy and legislative decisions are the responsibility of the council.
The council appoints the city manager and delegates the administrative
duties to the city manager.
The city manager acts as a liaison between the City Council, its
advisory boards and commissions, and city staff to develop and
implement policies guiding the city. The city manager is also
responsible for the hiring of department directors, evaluates the
performance of employees, sets general personnel policies and
approves staff appointments. The manager supervises the
preparation of the annual budget and advises the Mayor and
Council as to administrative and financial needs. Additional
responsibilities of the city manager include preparing agenda
materials and recommendations for council meetings, processing
of citizen inquiries and service requests, and representing the
City of Maplewood at meetings and conferences.

the City of Maplewood’s website for information regarding carts,
billing, schedules, and options in this contract. Their customer service
center is located at their Inver Grove Height’s facility. The customer

Monday through Friday, 7:00AM until 5:00PM. After hours residents
can leave a message for Allied’s residential customer service team.

Economic Development
Rebounds In Maplewood
Economic development efforts are overseen by Maplewood’s
Community Development department. This means working with
property and business owners in growing their business, finding
available sites for new building, and expansion and improving their
existing property and buildings. For the residents of Maplewood
this leads to more employment opportunities, expanded selections
for service and retail-oriented businesses and a broader property
tax-base.
Recently the City welcomed a new LA Fitness, which redeveloped a
vacant building just north of Maplewood Mall. Across County Road D,
Pizza Ranch and DSW Shoes opened new locations in Maplewood.
The northeast corner of White Bear Avenue and County Road D was
redeveloped last year as a result of the White Bear Avenue Road
Expansion Project with The Vitamin Store, Mattress Firm and Verizon
Wireless locating into the three-tenant retail center. Additionally, a
new Popeye’s Chicken location opened in Maplewood on the corner
of White Bear Avenue and Beam Avenue. Tokyo Grill, a new Asian
restaurant at the northwest corner of Cope Avenue and White Bear
Avenue, recently opened its doors. Finally, 3M recently announced
its intent of building a new major research building on its campus in
Maplewood. The above activity demonstrates Maplewood is a desired
and viable location for businesses of all types and sizes.
In addition, the Community Development department works with
property owners in areas that are ripe for redevelopment or being
affected by roadway improvement projects. The Highway 36 and
English Street interchange project has begun and City staff have
been working with property owners to address any issues that have
or will come up during this comprehensive construction project.
Once the interchange and intersection improvements are complete,
this area is expected to be in high demand for additional commercial
and business development.
Lastly, the Gladstone neighborhood continues to be a focus for the
Community Development department as it works with land and
business owners to foster redevelopment opportunities. Last fall,
construction of the Shores at Lake Phalen was completed and the
housing complex opened. The Shores is a 105-unit senior housing
development which redeveloped a former manufactured home park.
The City has also been investing to improve Frost Avenue and the
Gladstone Savanah Open Space Area. With the Maplewood Bowl
closing, there is a significant opportunity for redevelopment right on
the corner of Frost Avenue and English Street. The Community
Development staff have been working closely with the property
owner to explore potential uses for this site.

Welcome To The Department Of
Community Development
If you have built a new home, added onto your garage, subdivided
your property, opened a restaurant, taken part in the City’s spring
clean-up events, expanded your business, or many endless things
involving construction, development and environmental matters we
have met you in the city’s Community Development Department.
Community Development is comprised of four divisions: Building
Inspections; Code Enforcement; Land Use/Economic Development/
Environmental Planning and Health. Here is a brief rundown on the
services we provide for residents and businesses.
Building Inspections
Whenever you want to build something in the City—a house, garage,
commercial or industrial structure, interior build-out of an existing
structure, as examples—you would need to stop in to our office and
apply for a building permit. The City’s inspectors would review your
building plans and inspect the construction to assure building-code
compliance. Some building projects do not require that you obtain a
building permit. For example, you can build up to a 120-square-foot
back yard shed or a six-foot-tall fence without a building permit. You
should always check with our office to see if your building proposal
requires a building permit.
The City of Maplewood’s building department is a leader in green
building which is also known as green construction or sustainable
building. The purpose of these codes are to protect health, property
and public safety through design, construction, quality products,
use and occupancy, location and maintenance of all buildings and
structures within the City. Permits are required for all construction or
alteration/remodeling of buildings and/or structures within the City.
The building inspections staff works with homeowners, architects,
engineers, contractors and just about anyone with a construction
project. We welcome hearing from you with your questions and want
to assist you any way we can.
Code Enforcement
The City’s code enforcement activities are conducted largely through
the building inspections department. Some complaints are handled by
others, such as complaints about storm-water runoff, animal nuisances
and excessive noise, for example. The building inspections division,
monitors and reacts to complaints about such things as long grass,
junk vehicles and unkept properties.
Land Use Planning and Economic Development
All development proposals, ranging from single dwelling development
through large commercial/industrial developments, are reviewed by
the planning staff to assure compliance with the City’s comprehensive
plan and zoning requirements.
In addition to City staff there are also three citizen-volunteer
commissions that advise the city council on development proposals,
land use issues, housing proposals and economic-development mat-
ters. These commissions are the Planning Commission, Community
Design Review Board and the Housing and Economic Development
Commission. The planners review matters that require input from these
three commissions and submit their reports and recommendations
to them prior to final review by the City Council, who take final action
on all issues.
Some noteworthy projects the planning staff has recently guided
through the development process are the renovations to the 3M
Company campus, the conversion of the Circuit City building into an
LA Fitness and the conversion of the Gander Mountain building at
Birch Run Station into a Spine Care Clinic for HealthEast.
Economic Development
Economic Development efforts mean working with property and
business owners in growing their business, finding available sites for

Richard’s Market - Same Name,
New Owner and New Ideas
Richard’s Market, offering fresh
cut meats and groceries has
been a staple of the Gladstone
Community for over 41 years.
Shaine Stokke recently
purchased Richard’s Market
with the intention of remodeling
and expanding the meat selection within a year. Stokke, also owner
of Stokke’s Lakewood Market located in Lakewood Township and
Adolph Store located in Hermantown, MN said, “I have had many
requests from customers that visit our Lakewood store to open a
similar store in the Twin Cities because they like our prices.” Stokke
previously worked at the Maplewood Cub Foods East store and is
familiar with the area. He selected the Gladstone Community for his
new business because he feels this is a hard-working, blue collar
area - and that is the customer he caters to.
The the meats sold at Richard’s Market are 90% Minnesota raised
and are all natural with no steroids or hormones. “I feel if someone
is going to buy a steak - it’s got to be good!” Stokke said. There
are ten butchers that work with him who are always experimenting
and trying new flavors. Stokke strives to make something ordinary -
extraordinary so his customers don’t get bored.
They offer over 20 varieties of brats and snack sticks, homemade
sausage links and patties,
burgers, and many other
selections. Their biggest
seller is the marinated
Black and Blue chicken
breasts that are seasoned
with worcestershire and
soy sauce and sprinkled
with dry blue cheese. You
can also purchase Stokke’s
pizza which is made at the
Federal Meat Plant.
Richard’s formerly had a famous Italian Sausage that had people
coming from all over to get. Customers can still purchase that same
sausage! Joan Lefto, a Maplewood resident said, “I’ve been coming
here for 30 years and the meat is the best you can get around here.
The girls at the counter are nice and the store hours are convenient
when I need to be here. They have the best beef liver and this is the
only place I can get it.”
Stokke likes to get involved with the communities he set ups
businesses in - especially youth activities.
Richard’s Market is located at 1344 Frost Avenue in Maplewood.

The Gladstone neighborhood continues to be a focus for the
Community Development department as it works with land and
business owners to foster redevelopment opportunities. Last fall,
construction of the Shores at Lake Phalen was completed and the
housing complex opened. The Shores is a 105-unit senior housing
development which redeveloped a formed manufactured home park.
The City has also been investing to improve Frost Avenue and the
Gladstone Savannah Open Space Area. With the Maplewood Bowl
closing, there is a significant opportunity for redevelopment right
on the corner of Frost Avenue and English Street. The Community
Development staff has been working closely with the property owner
to explore potential uses for this site.
Environmental Division
This division is made up of the Environmental Planner and
Sustainability Intern. Working with the Environmental and Natural
Resources Commission, the division helps establish environmental
priorities and policies that ensure the City’s environmental assets
are protected, preserved, and enhanced for residents to enjoy.
This is accomplished through many ways including the following:
Review of development proposals to ensure they meet the City’s
environmental requirements such as wetland and tree protection and
Management of the City’s trash and recycling contracts.
Health
The Health Officer for the City of Maplewood is responsible for
inspecting public swimming pools (i.e.: pools in apartments or
condos, hotels/motels), lodging facilities, and food establishments.
The MN Food Code is enforced including regulations surrounding
plan review before an establishment opens. This process includes
working closely with many other departments.
From working with the MN Department of Health through the plan
review process to routine inspections of swimming pools, the Health
Officer works with pool operators to ensure public pools and spas
are maintained in a manner that minimizes public health risk.
Lodging inspections provide operators educational information in
regards to various public health issues (i.e.: bed bugs and mold).

Help Keep Our Parks Green
Spring is here and soon parks throughout
Maplewood will be filled with the bustle of league
sports, family picnics, concerts, and other outdoor
events. Help Maplewood keep our parks green -
do your part and recycle your beverage
containers when visiting the parks.
In 2011, the City of Maplewood, through a grant from Ramsey
County, installed 137 blue topped outdoor recycling bins in all
city parks. In 2012, the first full year of recycling in the parks, the
city collected 9,021 pounds of recyclable cans and bottles. That’s
equivalent to over 160,000 plastic beverage containers removed
from the waste stream and recycled into new containers!
If you are hosting a event, consider using clear stream recycling
containers to collect recyclables. Maplewood loans clear stream
recycling bins free of charge to Maplewood residents. They are
easy to set up and easy to use. For more details, contact Chris

Code Enforcement
When we buy a house there usually are not instructions of how to
maintain your property and be a good neighbor.
The City of Maplewood has rules and regulations that protect
property owners and neighborhoods, which are called the City
Code of Ordinances, or “Code”, for short. When someone calls
with a nuisance code complaint, our City staff first asks if they’ve
discussed the problem with the complainant. City staff encourages
residents to try resolving the issue themselves before getting the
City involved. However, if you need assistance from the City, a
complaint can be filed at www.ci.maplewood.mn.us/codeviolation or
by calling 651.249.Code (2633). It’s important for you to note that
the City is obligated by Minnesota State Law not to disclose the
name of the person who made the complaint. In addition, please
note that the City does not investigate anonymous complaints.
