Call to Order A meeting of the Commission was held in the City Hall council chambers and was called to order at 7:02 p.m. by Chairperson Brandt. B. Approval of Agenda Commissioner Manzella moved to approve the agenda. Seconded by Commissioner Fortin Ayes – All The motion passed. D. Approval of Minutes 1. Approval of December 11, 2012 HRC Minutes Chairperson Brandt requested a change to a typo of item D1 and D2 to reflect the approval of both the September 11, 2012 HRC Minutes and November 13, 2012 HRC Minutes, respectively. Commissioner Danielson moved to approve the December 11, 2012 Human Rights Commission Minutes as amended. Seconded by Commissioner Manzella Ayes – All HRC Packet Page Number 1 of 8 The motion passed. E. New Business 1. Election of 2013 Chair and Co-Chair – No Report Commissioner Fortin moved to have Chairperson Jon Brandt assume the role as Chair of the Human Rights Commission. Seconded by Commissioner Kringle Ayes – All The motion passed. Commissioner Kringle moved to have Commissioner Nate Danielson as Co- Chair of the Human Rights Commission. Seconded by Commissioner Fortin Ayes – All The motion passed. 2. 2013 Art and Poster Contest Discussion – No Report, Discussion Only Commissioner Kringle moved to have Commissioner Julie Xiong Chair, and Commissioner Maurice Fortin and Commissioner Nate Danielson participate in, the ad hoc committee for the 2013 Art and Poster Contest. Seconded by Commissioner Manzella Ayes – All The motion passed. A consensus was reached to include children who live or go to school in the city of Maplewood and homeschooled Maplewood residents as contest participants. Chairperson Brandt requested that the ad hoc committee present the Art and Poster Contest theme and award party details at the February 12, 2013 meeting. 3. The Dakota Conflict – Presented by Commissioner Nate Danielson Commissioner Danielson gave a presentation on the 1862 Dakota Conflict 4. 150th Anniversary of Emancipation Proclamation – Report Handed Out at Meeting Chairperson Brandt gave report on the Emancipation Proclamation. Discussion of Start Time of Meeting – No Report Commissioner Kringle recommended an earlier start time of the Human Rights Commission meeting. Introduction: HRC Packet Page Number 5 of 8 Official Rules for the City of Maplewood Human Rights Commission 2013 Student Art Contest 1. Who is eligible? The contest is open to all 3rd through 12th grade students in ISD 622, 623, 624, and all other public, private, or homeschooled students residing in the city of Maplewood during the 2012-2013 academic year. 2. Who is sponsoring the contest? The City of Maplewood Human Rights Commission is sponsoring the contest. The mission of the Maplewood Human Rights Commission is to aid and advocate for equal opportunities for all citizens of Maplewood in: housing, employment, public accommodations, services and education, in addition to continuously working to improve human rights within the community. For more information on the Human Rights Commission, please visit the City of Maplewood website at www.ci.maplewood.mn.us. For questions about the art contest, please contact Julie Xiong at 651.341.5658 or xiong.hrc@gmail.com. 3. How do I enter? The contest runs through 4:30pm on Friday, April 19, 2013. During this period, there are two ways to enter: 1) Submit your artwork by mailing it to Maplewood City Clerk, Karen Guilfoile, 1830 County Road B East, Maplewood, MN 55109; 2) Drop off your artwork at Maplewood City Hall, 1830 County Road B East, Maplewood, MN 55109 to the attention of Karen Guilfoile. All entries must be accompanied by a signed Official Entry Form and received by 4:30pm on April 19 to be included in the contest. Late submissions will not be considered. 4. What are the criteria for the artwork? Entries must only portray one of the 30 articles of the Universal Declaration of Human Rights. Students may visit http://www.youthforhumanrights.org/what-are-human-rights/universal-declaration-of-human-rights/articles-1- 15.html for a complete list of Articles. Students are to reflect, interpret, and express what that Article means to them and bring it to life through art. The artwork may be presented in any medium and be no larger than 36 inches in any direction. Only one submission is allowed per student and the artwork must be the work of one individual. Entries must be the original work of the author. Artwork must be completely dry, fixed, and protected. The artwork should clearly identify which article their artwork is intended to represent or illustrate. 5. How will winners be selected? On or after April 20, each artwork will go through independent judging by members of the Maplewood Human Rights Commission. Judging will be done based upon: (A) interpretation or expression of the Article, (B) originality and creativity, and (C) overall impression. Commissioners will judge each of these three categories by awarding points from 1 through 10 with 10 being excellent. Individual scores from commissioners will be totaled for a final score on each artwork. The top three scoring artwork in grades 3-5, grades 6-8, and grades 9-12 will be selected and only winners and their parents and teachers will be notified by May 1. Award presentations will be made at the May 14 Maplewood Human Rights Commission meeting starting at 7pm at Maplewood City Hall. HRC Packet Page Number 6 of 8 6. What can I win? Three winners from grades 3-5, grades 6-8, and grades 9-12 will be selected to win a first-place cash prize of $50, a second-place cash prize of $30, and a third-place cash prize of $15. Prizes must be accepted as awarded. The Sponsor reserves the right to substitute a prize of equal or greater value. 7. How will awards be presented? Winners will be invited to an Award Presentation Ceremony on May 14, 2013, along with their parents or guardians, family, friends, teachers, and classmates. Winners are encouraged to attend; however, if a winner declines to accept the invitation, the award and prize will be mailed to them. At the Award Presentation Ceremony, winners will be invited to describe their artwork in front of a live audience and broadcast on cable television. 8. What other terms should I be aware of? By participating in the contest, entrants agree to these Official Rules and the determinations of the Sponsor, which shall be final. In the event the contest or the administration of the contest is impaired in any way for any reason, including, but not limited to fraud, technicality, or other problems, the Sponsor may, at its sole discretion, either (a) suspend the contest; or (b) award the prizes from among the eligible entries received. The Sponsor reserves the right, at its sole discretion, to disqualify any individual it finds to be acting in violation of these Official Rules. Failure by the Sponsor to enforce any provisions of these Official Rules shall not constitute a waiver of that provision. Sponsor reserves the right to modify or cancel this contest at any time. 9. Hold harmless agreement By participating in the contest, entrants agree to release and hold harmless the Sponsor against any claim or cause of action arising out of participation in the contest or receipt or use of any prize, including, but not limited to (a) unauthorized intervention; (b) errors related to submissions; (c) lost, late, misdirected artwork; (e) errors in the administration of the contest or determination of the winners. 10. Waiver Entrants acknowledge that upon the submission, the artwork becomes the property of the Sponsor and will be on display in a variety of ways. The use of the work for display or print will be at the discretion of the Sponsor. Entrants agree to allow the use of their artwork, name, voice, photograph, video, and/or likeness for promotion and/or any other purpose in any media or format now or hereafter known without further compensation, permission, or notification. The return of any artwork submitted by students will be at the sole discretion of the Sponsor. Students that would like to have their artwork returned should contact Julie Xiong at the conclusion of the contest. 11. How can I find out who won? If you are a winner, you will be notified by the City of Maplewood Human Rights Commission, or you can tune in to N.E. Metro Cable Channel 16 on May 14 at 7:00pm CST to watch a live broadcast of the Award Presentation Ceremony. You can also watch a taped replay of the broadcast via the City of Maplewood website or obtain a list of winners by contacting the Sponsor or the Maplewood City Hall.
