How can you make a change in your community?” Awards Grades 6-8;1st-3rd prizes will be awarded. In addition the 1st place essay will be entered into the statewide essay contest. Grades 9-12;1st –3rd place prizes will be awarded. Both grade levels will be invited to present their essay at the December 11th Human Right Commission meeting. Rules Essays will be judged by the commissioners of the Human Rights Commission. Packet Page Number 2 of 4 Official Rules for the City of Maplewood Human Rights Commission – Independent School District 622 Human Rights Essay Contest 1. Who is eligible? The contest is open to all ISD 622 middle and high school students in grades 6-12 during the 2012-2013 school year. 2. Who is sponsoring the contest? The City of Maplewood Human Rights Commission is sponsoring this contest. The mission of the Maplewood Human Rights Commission is to aid and advocate for equal opportunities for all citizens of Maplewood in housing, employment, public accommodations, services and education, in addition to continuously working to improve human rights within the community. How do I enter? The contest runs through midnight, November 30, 2012. During this period, there are two ways to enter: 1) Submit a copy of your essay via email to Maplewood City Clerk, Karen Guilfoile at karen.guilfoile@ci.maplewood.mn.us; 2) Drop off a copy of your essay at the Maplewood City Hall, 1830 County Road B East, Maplewood, MN 55109 to the attention of Karen Guilfoile. All entries must be accompanied by an Official Entry Form and received by midnight, November 30th to be included in the contest. Late submissions will not be considered. 4. What are the criteria for the essay? Entries must address only the topic question “As a member in your community, what responsibility do you have to protect human rights in your community? How can you make a change in your community?” presented in 500 words or fewer. Only one student is allowed per submission and the essay must be the work of one individual. Students may reference the Universal Declaration of Human Rights, US Bill of Rights, the MN Human Rights Act, or any other credible source, and they should cite references appropriately. Entries must be the original work of the author. 5. How will winners be selected? On or after December 1, each essay will go through independent review by members of the Maplewood Human Rights Commission. Judging will be done based upon: (A) originality of perspectives or ideas, (B) creativity of expression, and (C) composition (presentation and grammar). A scoring system will be used to judge each of these three categories by awarding points from 1 through 10 each for (A) originality of perspective and (B) creativity of expression; and 1 through 5 for (C) composition; 1 being weak and 10 or 5 being strong. Minimum points score is three (3) and maximum points score is twenty-five (25). Individual scores from each commissioner will be totaled for a final score on each essay. The top three scoring essays from each grade group will be selected and only winners and their parents and teachers will be notified by December 4th. Award presentations will be made at the December 11 Maplewood Human Rights Commission meeting with an Awards Ceremony starting at 7pm at Maplewood City Hall. The first-place winner in the grades 6-8 group will have his/her essay entered in a statewide competition sponsored by the League of Minnesota Human Rights Commissions. Three winners will be selected to win a first-place cash prize of $50, a second-place cash prize of $25, and a third- place cash prize of $15 in each grade group. Prizes must be accepted as awarded. The Sponsor reserves the right to substitute a prize of equal or greater value. 7. How will awards be presented? Winners will be invited to an Awards Ceremony on December 11, 2012, along with their parents or guardians, family, friends, teachers, and classmates. Winners are encouraged to attend; however, if a potential winner declines to accept the invitation, the award and prize will be mailed to them. At the Awards Ceremony, winners will be invited to read their essays in front of a live audience and broadcast on cable television. 8. What other terms should I be aware of? By participating in the contest, entrants agree to these Official Rules and the determinations of the Sponsor, which shall be final. In the event the contest or the administration of the contest is impaired in any way for any reason, including, but not limited to fraud, technicality, or other problems, the Sponsor may, at its sole discretion, either (a) suspend the contest; or (b) award the prizes from among the eligible entries received. The Sponsor reserves the right, at its sole discretion, to disqualify any individual it finds to be acting in violation of these Official Rules. Failure by the Sponsor to enforce any provisions of these Official Rules shall not constitute a waiver of that provision. Sponsor reserves the right to modify or cancel this promotion at any time. 9. Hold harmless agreement By participating in the contest, entrants agree to release and hold harmless the Sponsor against any claim or cause of action arising out of participation in the contest or receipt or use of any prize, including, but not limited to (a) unauthorized intervention; (b) technical errors related to online submissions; (c) printing errors; (d) lost, late, misdirected essays; (e) errors in the administration of the contest or determination of the winners. 10. Waiver Entrants acknowledge that the submitted written work is the property of the Sponsor and will be on display in a variety of ways. The use of the work for display or printing will be at the discretion of the Sponsor. Entrants agree to allow the use of their essay, name, voice, photograph, video, and/or likeness for advertising and/or any other purpose in any media or format now or hereafter known without further compensation, permission, or notification. 11. How can I find out who won? If you are a winner, you will be notified by the City of Maplewood Human Rights Commission, or you can tune in to N.E. Metro Cable Channel 16 on December 11 at 7:00pm CST to watch a live broadcast of the Awards Ceremony. You can also watch a taped replay of the broadcast via the City of Maplewood website or obtain a list of winners by contacting the Sponsor or the Maplewood City Hall. Packet Page Number 4 of 4
