7.CHAIR OPENING STATEMENTS/PRESENTATIONS
Chairperson Boulay stated this is going to be a year of big changes in Maplewood for 2013
because of the road improvements to Highway 36.
8.VISITOR PRESENTATIONS –JOE FOX
Chairperson Boulay said the sign in question is the old sign for the University of Minnesota
Extension Service at Frost Avenue and White Bear Avenue. The discussion at previous HPC
meetings has been what should be included on that sign.To address this issue Chair Boulay
introduced Bruce Christopherson with Ramsey County.
Speaker with Ramsey County, Bruce Christopherson,representing the property management
company associated with the barn,addressed the commission. He was given the task of updating
the sign. He has approval from the partners of the Ramsey County Fairandthe University of
Minnesota Extension Service and they were looking to put something up more prominent about
the historic barn. He worked with a graphic designer and presented a sample of what they were
looking at doing, identifying the building, the address and the partners involved.The sign will be 8
feet tall by 16 feet wide, the same size as the existing sign is now.
Commissioner Currie moved to approvethe sign for the University of Minnesota Extension
Service presented during the HPC meeting of March 14, 2013.

a.HPC Heritage Award Nominations for 2012
Heritage Award Nominations for 2012 were included in the HPC Packet.Thenames were
narrowed downon January 10, 2013,to Lois Behm, Anne Fosburgh, William Ceil Little, Caroline
Peterson and Joe Fox.The commission turned in their nominations to staff to present to the city
council.

Mr. Fisher gave an update on the grant processthat staff and Commissioner Rudberg are
working on,more information will follow as things develop.
c.Revised Draft HPC 2013 Goal Setting
The draft HPC 2013 Goal Setting is being reviewed a second time by the commission. Staff is
looking for approval to send to the city council.

10.COMMISSION PRESENTATIONS
Mr. Fisher discussed the railroad signage regarding a memo from Craig Johnson with the MnDOT
Cultural Resources Unit.Staff will request a PDF of the sign.
11.MAPLEWOOD AREA HISTORICAL SOCIETY
Bob Jensen, Maplewood Historical Society stated there will be a historicalpancake breakfast held
on Sunday, March 24, 2013, at the Bruentrup Farm. This spring there will be a dairy exhibit in the
milk house, bringing the 1923 fire truck over to the farm and setting that up as an exhibit in the
garage throughout the summer. Thesocietywill be building a gazebo that was funded by the
family of George Rossbach that will be opening in June 2013. Thesociety ishoping to get some
displaysfrom 3M Company to include in the exhibit. They are looking at some kiosks between the
east entry between the parking lot and the farm, and the west entrance between the trail and
farm. Thesocietyhasbeen wantingsignage that shows that is where the farm is,what events
would be at the farm, how to get a hold of the society and posting that there is no smoking. The
societyapplied for a new grant for a new lawnmower from the Toro Foundation. Thesociety is
looking at a legacy grant for oral interviews. The members have done 20-25 oral interviews
through the years but they are not put into a written transcript. Thesociety wouldhire a
professional oral interviewer and will focus on particular topics. The society is also looking into
certain day camp programsin the future.

Historical Society meeting on April 10, 2013, at 7 p.m. The Maplewood Area Historical Society
meetings are held at the Bruentrup Heritage Farm, 2170 County Road D, Maplewood.

Recreation Department.

INTRODUCTION
The Ramsey County Fair Board is planning to improve the ventilation of the County Barn at 2020 White
Bear Avenue (Ramsey County Poor Farm Barn).The Barn is on the National Register of historical
buildings.The barn and its surrounding grounds serve as the locationof the Ramsey County Fair in
mid-July each yearandyouth programmingthatincluding 4-H. Through receipt of a legacy grant from
the Department of Agriculture, the fair board desires to improve the ventilation in the loft.
BACKGROUND
Ramsey County FairBoard’s is proposing a planto improve thebarn ventilation. The intended project is
to install two types of fans in the loft—first, exterior air exchange fans to bring in air from the outside
and exhaust the interior air through the existing cupolas in the roof, and second, interior fans to
circulate the air within the loft. The plan is to install four exchange fans. Two of such fans would be
located at the north end of the barn, and the other two at the south end or east side of the barn. The
project would also involve the installation of two (2) interior 16-foot overhead fans in the ceiling of the
loft, which will circulate the air downward.
The north and south ends of the barn look almost identical. Near the top of the north and south ends of
thebarn are louvers where existing exhaust fans are already installed on the barn. The plan is to
mount the new fans in their place (or in the area of the windows if on the east side). The aesthetic
difference is that the louvers would be replaced with thefan hoods. The fan hoods project out from the
barn about sixty inches. The stucco which occurs in the area of the exterior fans would be replaced as
part of the project. The project is purely mechanical in nature both inside and out, and no real
aesthetic change is intended to occur other than to facilitate the needs of the mechanical aspects of the
improvement.
The installation of the overhead fans would be done usingtwo separate beams attached to the rafters
to mount the equipment, which would span from east to west. The fans would be installed from each of
the beams in each side of the loft.
RECOMMENDATION
Approve the Ramsey County Fair Board’s plan to improve the barn ventilation.

Ramsey County Fair hosts it 4-H and youth programming in the barn which once served as the county poor farm. The
ϐ 1918 and it is the only barn structure used by a county fair in
Minnesota. However, the barn lacks ventilation and cooling. Therefore, fair attendees do not visit the barn to view the
youth programming.. The thermal conditions also make the space uncomfortable for the youth who exhibit there.
Ramsey County Fair wants to ventilate the barn to provide more access to youth programming by the community
while at the fair. We want a larger percentage of the community to enjoy the arts and education which our youth
exhibit at the fair, which causes more cultural experiences to be shared. The Ramsey County Fair has a vested interest
in preserving the building for future generations and to continue to support 4-H and FFA programs in the county.

WHAT WILL BE THE REGIONAL IMPACT OF THIS PROJECT?
Ventilation and cooling the loft of the barn will impact the use of the space as an exhibit building for youth
projects drastically. In the hot days of June and in July, when the fair takes place, the heat and lack of air

the heat and which therefore limits the ability of the young exhibitors to reach a larger audience than just
families and friends. The Arts In presentation by 4-H members takes place in the loft and it occurs several
times each day during the fair. We feel a larger audience would attend the Arts In performances (which
qualify for the State Fair) and also view the exhibits if the space were more functional. The addition of cooler
air and ventilation will make the space a must-see location. The fair intends to provide better signage (at its
own materials cost prepared by volunteers) to direct fair attendees to the youth exhibit building as well.
In addition, our goal for 2013 is to celebrate the 100th Anniversary of the Ramsey County Fair and re-

groups. Our use for the grant involves making the historic barn on the fairgrounds suitable for use by the youth
in our community during the fair and at other times during the year. 4-H members and community youth exhibit
in the historic barn, and the heat in July presents ventilation and cooling issues in the barn for participants and
attendees which we would like to improve. There is no ventilation in the mow of the barn and this prevents fair
attendees from wanting to view the arts, exhibitions and demonstrations exhibited by the youth, and this year the

D DOES NOT SUBSTITUTE FOR TRADITIONAL SOURCES OF FUNDING?
The fair is very limited by its revenues each year and therefore careful planning is necessary to present the
fair . The programming provided is carefully chosen based upon anticipated revenues from prior years.
There is no room for extras. The capital improvement to the building cannot occur without the grant. The
fair is an important opportunity for youth to have public speaking opportunities on subjects (their projects)
which are not intimidating to the youth. The importance of the competitive grant for 2013 will be to enhance
the space in which the youth programming is presented and where they exhibit. The capital improvements
will also , both the community at large and the youth
participants. Heating and ventilation of the barn loft means more attendees will visit the space since it will
not be so physically uncomfortable to do so. It will also provide support to the youth members to showcase
their talents and present their projects with pride. It might also allow the portion of the barn where the stage
is located to be used for more programming and presentations. The fair is in the process of securing more
programming for the space if the cooling and ventilation issues can be resolved. As part of its 100th

ESCRIBE YOUR PROJECT DESIGN AND EXPLAIN PROJECT MERIT.
The fair is the opportunity for youth to exhibit and gain public speaking experience. Continued support of the
Minnesota 4-H program, as well as the three new FFA programs which have begun at three St. Paul schools, is the
general purpose of the fair. Both groups provide
education and opportunities for developing life-skills through project and community efforts. Providing a
suitable space for the 4-H and FFA members in Ramsey County to demonstrate and showcase their skills and
learning is important to do now and for the future of the fair. The fair also desires to increase awareness and
participation by the local FFA program and the teachers have committed to that involvement As well,
administration at the St. Paul public schools are willing to promote the opportunity for their CTE students to
exhibit their projects at the fair. We have established a relationship with the FFA program and want the CTE
student-members generally to participate in the fair through presentation of their projects. We desire that they
can share space in the loft with the 4-H. This year, and in years to come, we are very optimistic that the youth
numbers (indicated herein) will continue to increase. One poignant example of the ability of the fair to uplift our
youth and provide opportunities for them to feel proud is attached (See Attachment B). Ms

The desire is to have the project completed for the 2013 fair as it is the 100th anniversary. It

FOR CONSTRUCTION AND CAPITAL IMPROVEMENT PROJECTS, THE FOLLOWING QUESTION MUST BE ANSWERED:
What is your plan to maintain your project? You may want to address how repairs and maintenance projects will be financed,
overseen, and administered.
The goal to cool and ventilate the barn loft is a permanent ventilation solution. The bidding contractors indicate
that yearly upkeep should be minor. The useful life of the fans is 20-40 years. Yearly maintenance would be
included into the fair budget or assumed by the county, as owner of the facility, and is very minor. Per the
engineers, the only maintenance might be a motor and/or bearings over their useful life. Administration of the
building is done by the county with cooperation by the fair board and University of Minnesota Extension. It is also
important to note that the county replaced the entire roof on the building two years ago and the cupolas were
preserved. The county itself is committed to preserving the use of the building for years to come. The objective is to
make the building functional in July for 4-H, FFA and youth programming at the fair and increased attendance
in the building by fair-goers.

For the 2012 fair, the 4-H program had 56 4-H exhibitors who entered over
200 exhibits. Judging produced many prize-winning projects and 153 blue ribbons and 8 red ribbons were
awarded. Thirty-six participation ribbons were awarded for Clover Buds. Ramsey County has a very large number
of Cloverbuds meaning the program is healthy and expanding in numbers. In addition, I am involved in an advisory
committee for Agriculture Education in the St. Paul Schools which have 3 schools participating. Two of three
teachers have committed that their students will participate in the fair for 2013. A capital improvement to the
building would be well-received by this future generation of fair participants, their families and the community.

WHAT WILL THE REGIONAL IMPACT BE?
The , as well as general
demonstrations on any topic of interest which the 4-Her chooses. The 4-H Arts-In is an intensive arts experience
where youth prepare a musical play. Youth gain experiences in performing arts, including singing, dancing, acting,
instrumental accompaniment, costume design, set construction and technical work. These performances are then
chosen to present at the Minnesota State Fair. In the past these are musicals or theatrical performances that showcase
different cultures or musical genres. General demonstrations encompass any subject such cooking, rocketry, and
animal husbandry. Also, presented in the barn loft is the 4-H style review where 4-Hers model their hand-sewn and
repurposed garments.
This year the fair also plans to host arts, exhibitions, and demonstrations from the community as well. These are in the

Such topics are soap making, butter-churning, wool tatting, and many more. Demonstrations of current and past
interest include knitting, quilting, vegetable canning and preservation, and woodworking, all of which are of renewed
interest today.

ADDITIONAL BUDGET NOTES

Jacobson who prepared an engineering report for the fair on air movement . He established
what he felt would be the necessary mechanical requirements for ventilating the loft. The report was used as
a basis by the mechanical contractors to bid the job for the fair. (Value $1000)
The 4-H and FFA members will prepare BurmaShave-type signs to promote the building and a cooler space, as
well as the opportunity to view the projects and programs of those youth members in the barn loft. (Value

enjoyed the exhibits and will recommend the building to other fair visitors, and (3) whether they visited the

Staff brought the 6402 Interruptive Panel Sign (Bruce VentoTrail HWY 36 & English)before the
Heritage Preservation Commission (HPC)at its meeting on January 10, 2013 for feedback and
comments. Here are the comments from the HPC regarding the proposed interpretive sign:
1)Clarify why 3M is on the board and make a better relation to 3M and the Bridge.
2)Focus a little more on the existing Bridge to be removed…. its history/features.
3)Provide recognition on the photos (i.e.…who took them, what year…)
Staff used the comments from the meeting to move forward on this project.

INTRODUCTION
Staff brought the Frost Avenue Bridge replacement before the Heritage Preservation Commission
(HPC)at its meeting on September 16, 2010 for final feedback and comments. Staff used the feedback
from the meeting to move forward on this project. The HPC and the Maplewood Area Historical Society
were to work together to help with the design of the Frost Avenue Bridge Interruptive Panel Sign.
BACKGROUND
Staff also presentedthe bridge project to the CDRB at its September 28, 2010 meeting. Michael
Thompson, City Engineer, facilitatedthe discussion and is gatheringfinal feedback before the final
design is created. Attached to this report arethe proposed current designsfor the Frost Avenue Bridge
andInterruptive Panel Sign.
Staff is presenting the Frost Avenue Bridge Interruptive Panel Signfinal design to the HPC.
