1. CALL TO ORDER
A meeting of the Commission was held in the City Hall Council Chambers and was called to order
at 7:00 p.m. by Acting Chairperson Currie.

3. APPROVAL OF AGENDA
The commission made several changes to the agenda and items were heard out of order.
Commissioner Creager moved to approve the a(1enda as amended.

4. APPROVAL OF MINUTES
Commissioner Creager moved to approve the November 8, 2012, HPC minutes as submitted,

6. VISITOR PRESENTATIONS
Maplewood HistoricalSociety representative, Bob Jensen addressed the commission. Mr. Jensen
stated the Maplewood Historical Society is planning on submitting building plans to the city to
complete the interior of the milk house on the Bruentrup Farm property. At the meeting in October
he had stated the Maplewood Historical Society had received a grant to complete the milk house.
Currently the interior is unfinished and needs to be completed for the dairy exhibit. Mr. Jensen
described what was going to be done to the structure and the products that would be used to
finish the project, The project would reflect construction between the time period between 1945 -
1960.
Commissioner Creager moved to approve the plans for the milk house on the Bruentrup Farm for
the Maplewood Historical Society.
Seconded by Commissioner Rudberg.

7. OLD BUSINESS
a. Highway 36 Bridge Sign Discussion
i. Staff Liaison, Dave Fisher discussed a request from City Engineer, Michael Thompson
who is requesting feedback from the HPC regarding the interpretive sign age for the kiosk
to be located between the old bridge and Gervais Avenue along the trail. City staff is
looking for approval of the bridge sign design.
Maplewood Historical Society Representative, Bob Jensen addressed the commission regarding
his knowledge of the background of the bridge and the sign age. Mr. Jensen stated the drawing
(shown on the photos of Maplewoodin the Twentieth Century that staff provided) the middle
picture on the left came from the Stillwater Gazette from 1929. He said there should be some
recognition of where the signs came from for the Minnesota Historical Society and the
Maplewood Historical Society.
The commission wasn't sure why 3M needed to be represented on the sign for a bridge on
Highway 36 when the bridge isn't in close proximity to the 3M buildings. The commission
wondered what information was trying to be captured and preserved. The commission felt it
would be helpful to have a picture of the bridge as it is today and more ciarityas to how the
pictures relate to the bridge and the history of the bridge.
Staff will provide notes to city staff regarding the sign that Was shared by the commission and Mr.
Jensen.
b. HPC Demolitions Report 2012
i. Staff Liaison, Dave Fisher gave the report on demolitions in Maplewood for 2012.

8. NEW BUSINESS
a. HPC Heritage Award Nominations for 2012
i. Staff Liaison, Dave Fisher discussed the 2012 Heritage Award nominees
Acting Chairperson Currie read the names on the HPC Heritage Award ballot and gave the
history of the people for the benefit of commission members that were unfamiliar with the people
on the ballot.
The commission decided to have this brought back at the next HPC Meeting.
Staff will put this back on the agenda for the next HPC meeting.
b. Draft Heritage Preservation Commission 2012 Annual Report
i. Staff Liaison, Dave Fisher went through the 2012 Draft Historical Preservation
Commission Report.
There were two grammar corrections and number 4. needs to be removed since it was reviewed
in 2011 not in 2012. The corrections will be made before staff brings this to the city council for
review and approval.
Acting Chairperson Currie moved to approve the HPC 2012 Annual Report as amended.
Seconded by Commissioner Rudberg.

c. Draft HPC 2013 Goal Setting
i. Staff Liaison, Dave Fisher reviewed the 2013 HPC Goal Setting
The commission recommended additions or changes to the staff to make in the report.
2. Review at least one project and submit it to the City Council and the Minnesota State
Historic Preservation Office for the Local or National Historical Register,
3. Submit a nomination to the city council for the Maplewood Heritage Award for 2012. "The
Maplewood Heritage Award is an annual award recognizing an individual. qroup or
business who has positively influenced our city's past or strengthened the preservation of
Maplewood history." (Although the plaque for the award has already been made for
an individual if it were a group or business, a proclamation could be presented and
approved by the city council).
Commissioner Hughes asked that an additional goal could be writing and obtaining a grant for
the context study.
Staff asked that this item be tabled so staff can make changes to the item and bring it back to the

d. Historic Ramsey County Poor Farm, 2020 White Bear Ave Sign Review & Approval
i. Staff Liaison, Dave Fisher reviewed and discussed the Ramsey County Poor Farm sign.
The commission discussed and voiced their displeasure with the appearance of the sign, the
verbage of the sign and lack of historic nature of the sign.
Maplewood Historical Society Representative, Bob Jensen shared the opinion of the historical
society regarding the sign.
Both the commission and the historical society noticed a spelling error on the sign in the word
extenlion, it should read exten~ion.
It was suggested that Joe Fox with Ramsey County shOuld have been present at the meeting to
hear the concerns about the sign. Also that a city planner should be present at the meeting to
discuss the sign code and the appearance of the Ramsey county poor farm sign.
Staff will find out what the county is willing to do with the sign and bring information back to the
commission regarding the findings and the sign for the commission to discuss further.
9. COMMISSION PRESENTATIONS
a. Grants - Discussion and Meeting with Nancy O'Brien Wagoner, November 29, 2012
i. Staff Liaison, Dave Fisher and Commissioner Brenda Rudberg had a discussion about
grants and the meeting with Nancy O'Brien Wagoner from November 29, 2012,
Maplewood Historical Society Representative, Bob Jensen offered a suggestion since there is a
lot of history with the Gladstone Savanna and the Gladstone shops. Ginny Gaynor has been in
favor of doing a historic context study of the Gladstone Savanna. That would be a good candidate
for a national registry of historic sites. Because it's a small area and is somewhat well defined, the
commission may consider that as a good start for a context study and that would lead into a
national registry site,
The commission agreed that would be a great idea. Commissioner Rudberg said she would like
to extend the area for the context study.
Staff stated he would request to add to the consent agenda for the city council meeting for a
$7,000 Legacy Grant for a context study,
Acting Chairperson Currie moved to request approval for a Leqacy Grant for areas from Hiqhway
36 to Larpenteur Avenue and Hiqhway 61 to White Bear Avenue for a context study to be written.
Seconded by Commissioner Rudberg.

b. Discussion of the vote for the election of Chair and Vice Chairperson
i Acting Chairperson Currie requested toaddJhis item on the agenda to discuss how he
voted on the chair and vice chairperson at the November 8, 2012, HPC meeting. He
stated he would like to remove his vote,

10. MAPLEWOOD AREA HISTORICAL SOCIETY UPDATE
Maplewood Historical Representative, Bob Jensen addressed the commission. Mr. Jensen said
there was an election of chair and vice chair at their annual meeting. He said he was re-elected
as president, Bill Bruentrup was elected as vice president, Lois Boehm was re-elected as
treasurer, and Raydel Bruentrup was re-elected as secretary, They approved a revision to the
mission statement. There are some complications with the website so standby for further
information on the status of the website. There is an upcoming holiday tea on Saturday, January
12, 2013, $25 a person, for reservations contact Char Wasiluk. Mr. Jensen will not be at the
February meeting. There will be a major activity at the Bruentrup Farm June 14 or 15th, 2013,
more information to follow at a later date.
There may be a quorum of the Historical Preservation Commission at the Maplewood Area
Historical Society meeting on February 13, 2013, at 7 p.m. at the Bruentrup Heritage Farm, 2170
County Road D, Maplewood.
11. STAFF PRESENTATIONS
Mr. Fisher announced that there will be a Fish Creek Fundraiser on Friday, February 22, 2013, at
5:30 p,m. at the Maplewood Community Center for dinner and a cash bar. This is a benefit to
celebrate and help raise funds for the land near Fish Creek. Tickets are $30 if purchased by
January 25, 2013, or tickets can be purchased at the door for $35, The proceeds from the
fund raiser go towards park acquisition.

Oath of Office
February 1, 2013 for the February 14th HPC Meeting
TO:
Pursuant to State Statute, section 358.05, all elected or appointed officials must swear an oath of
office prior to conducting or participating in any business of the commission or board. The oath of
office is as follows:
I, John Gaspar, do solemnly swear that I will support the Constitution of the United States
and of the State of Minnesota and faithfully discharge the duties of the Heritage
Preservation Commission in the City of Maplewood, in the County of Ramsey and the State
of Minnesota, to the best of my judgment and ability. So help me God.
Staff will be swearing in all Heritage Preservation Commissioners with the oath of office during the
June 16th Heritage Preservation Commission meeting. Each commissioner must sign the oath,
which is then filed with the office of the City Clerk.

HPC Heritage Award Nominations for 2012

INTRODUCTION
The Maplewood Heritage Award is an annual award recognizing an individual who has
positively influenced our City's past or strengthened the preservation of Maplewood
history. In 2011 the Heritage Preservation Commission nominated and selected George
Rossbach for the first annual Maplewood Heritage Award for 2010. In 2012 the Heritage
Preservation Commission nominated and selected Charlotte Wasiluk for the annual
Maplewood Heritage Award for 2011.
DISCUSSION
The Heritage Preservation Commission (HPC) needs to nominate a person for the
annual Maplewood Heritage Award 2012. Listed below are the names that were on the
ballot for 2011 :

At the HPC meeting of January 10, 2013, the Commission narrowed the nominees to
four people for the annual Maplewood Heritage Award 2012. Listed below are the
finalists on the ballot for 2012:

RECOMMENDATION
Nominate a person for the annual Maplewood Heritage Award for 2012 and submit the
nominee for city council approval.

Revised Draft Heritage Preservation Commission 2013 Goals

INTRODUCTION
The Heritage Preservation Commission (HPC) tabled their 2013 goals at the January 10, 2013 meeting.
The HPC requested the 2013 goals revised and brought back at the next meeting.
The HPC needs to establish their goals for 2013. To guide them in setting these goals, the HPC
referred to the Historical Resources Chapter in the 2030 Comprehensive Plan and to the Heritage
Preservation Commission Ordinance statement of public policy and purpose. The following are
suggested goals:
Goals
1.
Continue all necessary measures for the Certified Local Government (CLG) status by
maintaining a historical site survey and providing all the documentation required to the
Minnesota State Historic Preservation Office.
2.
Review at least one project and submit it to the City Council and the Minnesota State Historic
Preservation Office for the Local or National Historical Register.
3.
Submit a nomination to the city council for the Maplewood Heritage Award for 2012. "The
Maplewood Heritage Award is an annual award recognizing an individual who has positively
influenced our city's past or strengthened the preservation of Maplewood history."
4.
Submit a proclamation to the city council for as award for business as a Heritaqe Award.

Continue to identify and recognize historic families.
5.
Continue to identify and recognize the history of geographic features such as lakes, etc.
6.
Continue to provide and add links to the city website from the Maplewood Area Historical
Society, Minnesota State Historical Society and other public websites.
7.
Have a guest speaker from a historical site give historical presentation to the commission.
8.
Continue to identify books, articles and media about Maplewood, Work with the Maplewood
Library to provide the books, articles and media to the public.
9.
Review photos of demolished buildings throughout the year and make it part of the HPC's
annual report.
10.
Continue to promote, collaborate and work with the Maplewood Area Historical Society.
11.
Write and obtain a Qrant for the context study.
RECOMMENDATION
Approve the Heritage Preservation Commission 2013 goals and submit to the City Council.

Frost Avenue Bridge Plaques

INTRODUCTION
Two bridge plaques were removed from the Frost Avenue Bridge before it was
demolished. They were removed in 2011, One plaque will be incorporated into the
monument rest area design and the other is an extra. Bob Jensen, Maplewood Area
Society President has asked if the City would donate/give it to the Maplewood Historical
Society. Michael Thompson P.E. Director of Public Works/City Engineer thinks it to be a
good idea.
DICUSSION
The Heritage Preservation Commission been requested for some for feedback and their
approval to donate it to the Maplewood Area Historical Society.
RECOMMENDATION
Review and give direction.
