INTRODUCTION
The City Council will be conducting interviews of candidates for one opening on the Heritage
Preservation Commission and one opening on the Parks & Recreation Commission. These
openings are due to terms expiring and resignations.
RECOMMENDATION
Staff recommends that the Council interview the candidates as indicated in the schedule below.
The suggested questions will be submitted under separate cover to the Council. During the
interview process, Council Members should fill out their ballots. Once the Interviews have
concluded, Council Members should submit their ballots to staff, which will be tallied with the
results brought back to the Council during the regular meeting following this Workshop with
recommendations for appointments.

I have coached youth basketball and football for the past 12 years. I also have a strong interest in community
activities. Both of these aspects of my background could be put to use to help Maplewood sustain and develop
recreational programs and greater park usage.

No, instead I have a general interest in learning the operations of the Board and how it can be innovative in
providing community recreation opportunities

Coach 5-6th grade youth basketball(currently), coached youth footballand/or High School B-squad footbatl since
1999. Previously served as the Chairman of the Ramsey County Personnel Board. I am an usher at

RE: Discussion on Distance Requirements for Off-Sale Liquor Licenses
Introduction
In 2006 the city council approved major changes to Chapter 6 of the City Code that relates to
Alcoholic Beverages.
One of the changes was that intoxicating liquor off-sale premises must be 1,000 feet from an
existing off-sale premise. See following actual language:
Sec. 6-169. - Ineligibility of certain premises.
No off-sale license shall be issued under this division for premises located 1,000 feet
from an existing off-sale premise. Licensed premises that fall within 1,000 feet of each other
before November 1, 2006, shall be exempt from the 1,000-foot requirement until that time that
the licensed establishment is sold for a purpose other than an off-sale liquor store.

Staff has been notified of a potential project where a mini strip mall will be built at 2390 White
Bear Avenue between the existing Cub Foods and Burger King. One of the possible tenants
may be an off-sale liquor store. When meeting with the developer I was asked to interpret the
1,000 foot requirement. The developer raised a legitimate question that merits discussion. Is
the distance measured from premise to premise or property line to property line?
As you are aware, there is an off-sale premise located at 2515 White Bear Avenue that
potentially would fall within the 1,000 feet depending on the way the distance requirement is
interpreted.
Consideration
Discuss the issue so that staff can make a clarification in the code for future reference.

SUBJECT: Discussion on Labor Negotiations Strategy
Declaration of Intent to Close Meeting
DATE: January 8, 2013
INTRODUCTION
The City Council will continue to discuss strategy for bargaining with the seven bargaining
groups regarding contracts for 2013 and 2014. All employee contracts expired at the end of
2012, so the Council will discuss parameters and strategy for the employee contracts. The
seven groups are AFSCME, Police Officers, Police Sergeants, Fire Fighters, Fire Fighter
Officers, Metro Supervisory Association; Metro Supervisory Association and Maplewood
Supervisory and Confidential Association.
Because of the confidential nature of these negotiations, the staff and Labor Attorney will be
recommending that the City Council close this session as allowed by state statute.
Recommended Action
The City Council should discuss the negotiations. No action is recommended.
