Project 79 -1 Howard and L,arpenteur Storm Sewer Gervai.s Avenue, White Bear Avenue - Kennard Street Gervais Avenue, Highway 61- English Street Maryland Avenue Cope Avenue Connection The attached books contain a complete record of each parcel of property proposed to be assessed. The frontage, areas, assessment rates and total assessments are shown along with the individual property descriptions. The maps provide a quick reference by matching the circled numbers with the corresponding numbers on the property descriptions. At the beginning of each project section a summary has been provided. This summary identifies the construction, indirect and 7 ro'ect costs. The state aid contributions, and the City P share for each improvement is indicated. In addition in- formation is provided that is useful in understanding how the assessment rates were determined. The following sections give a brief description of the method used to determine the assessment rates for the various improvements being considered. Sanitar _ Sewer The present policy of the City is to fully assess the sanitary sewer -cost to benefited property. Continuing this policy the total sanitary sewer cost, including a proportionate amount of the indirect costs, is divided by the benefited frontage to determine the assessment rate. Sanitary services to the property line are fully assessed on a unit basis according to size. A Watermain For the last three years the City has used a fixed rate of $20,00 per front foot applied . to benefited property to recover the cost of watermain. The $20.00 rate no longer covers the cost. It is proposed that the full cost of the watermain be assessed to benefiting property. In a manner similar to that for sanitary sewer the watermain cost, including a proportion of the indirect costs, is divided by the benefiting frontage to arrive at a rate. Watermain services are assessed on a unit basis according to size. Streets Streets are fully assessed to benefiting property. In some cases state aid funds are used to offset the cost of improvements serving other than land access functions. Storm Sewer The present fixed rates for storm sewer are 4.5� /square foot for single family residential property and 9� /square foot for all other property. These rates are three years old. It is proposed to assess the full cost of the storm sewer improvements. There are, however, two exceptions. First, the Council indicated at the time Project 75 -6 was ordered that a 4.5� and 9� rate would be used. This is reflected in the assessment roll. Second, fully assessing the storm sewer cost for Project 79 -1 results in a rate of 18� per square foot. This is due to the relatively large amount of storm sewer cost applied to a relatively small area. An adjusted rate of 9� per square foot is recommended. KGH /mn
