Seconded by CommissionerRudberg.Ayes –All The motion passed. 5.CHAIR OPENING STATEMENTS/PRESENTATIONS None. 6.VISITOR PRESENTATIONS a.David Mather, National Register Archeologist with MN Historical Societywas scheduled to be the speaker during visitor presentations but was unable to attend the meeting. November 8, 2012 1 Heritage Preservation CommissionMeetingMinutes 7.OLD BUSINESS a.Grant Application Process 1.Certified Local Government Grant Process- Commissioner Rudberg discussed the process for the HPC to applyfor CLG grants. She stated this is a lengthy process and can be costly. Pre-applications are due mid February. Late March final applications are due. In early May the Historical Society reviews the applications and the applicants are invited to do a presentation before they decide who is going to receive the grants. They award the grants and the work has to begin June 2013 and be completed by the following July2014. Staff Liaison, Dave Fisher discussed the Tubman foundation and the Forest Lawn Cemetery Mausoleum as historic sites and the historic and national register process to go through.A fast track Legacy Grant is up to $7,000 and a CLG Grant is up to $50,000. The level of detail and information that is needed for these grants differs based on the type of grant to apply for. The question is what do you want the result of the survey to be? Where do you want to start? What is the priority of the survey? Some of the original properties in the book that was done in 2002 are not in the same condition they once were and some don’t exist anymore and it’sjust the land. The HPC may need to pick out 10 properties and then go forward with the grant process. The question is which properties are worth saving or worth going through the application process for the grant or grants?What is the area that has the most significance to the city? The idea was shared to go in sections and designate one section to do now with the intent being to go to the other sections as time goes by. Maplewood Area Historical Society representative, Bob Jensen said regarding going through the process to apply for the grants he could recommend two companies who has done consultant work that he has worked with to assist the Heritage Preservation Commissionin applying for the CLG grants.He stated the commission would not necessarily have to pick the lowest bidder but there should be3bids and then you need to identify why the commission chosethat company. The process to write these grants is becoming much more detailed by the Minnesota Historical Society at the request of the Minnesota Legislation. There is a fast track grant for $7,000. First you meet those goals and then move on to the next partand another grant will be granted. By breaking things down it into smaller pieces the Minnesota Historical Society feels you are able to succeed in the process. Thesociety doesn’t want to award a grant if the project is too much to handle. Staff Liaison, Fisher said it sounds likean RFP is needed so bidders know what they are bidding on and then list the items in the survey to make it work for a smaller legacy grant.The survey needs to be updated and the HPC can go from there. Criteria should be listed in the survey before going out for bids. To providesomething concrete to show them this is what the HPC wants. The HPC liked the idea of dividing the city geographically. Updating the 100 year old historical house project. Looking at what should be added or deleted to the survey since it was donein 2002.The commission also recommended looking at the open space in the city to see if those should be added as historical. November 8, 2012 2 Heritage Preservation CommissionMeetingMinutes 2.Quick –Outline for Minnesota Historical Society Grant Application Staff Liaison, Dave Fisher went over the outline for the MHS Grant application process -Narrative less than 3250 characters -Project description -Need and rationale -Work plan and timeline -Project personnel -Evaluation -Enduring value -Sustainability -Budget -The survey should bedoneto designate the properties that are worth preserving. -If by district or the overall cityand adistrict map would be necessary to providefor the grant process. -The grant should be proofread before it is sent out to make sure it’scomplete and accurate. Bob Jensen knows a consultant who could proofread the grant application before it is sent out. Commissioner Rudberg offered to work with staff on the grant proposal. b.Historic Site Survey –Discussion Only This topic was discussed at length during the grant discussions. 8.NEW BUSINESS None. 9.COMMISSION PRESENTATIONS None. 10.MAPLEWOOD AREA HISTORICAL SOCIETY UPDATE Maplewood Historical Society representative, Bob Jensen stated George Rossbach had passed awayin August 2012. The family of George Rossbach has offered to donate a gazebo for the Bruentrup Farm property. This would be a perfect place for a bride and groom to exchange their vows. It is required that the Bruentrup Farm work with the city regarding approval. Thegazebo would be ready in June of 2013. Staff will bring the plans for the gazebo before the HPCin the near future. Acting Chairperson Currie moved to approve thegazebo dedicated from the family of George Rossbach be approved by the HPC. Seconded by Commissioner Aurelius.Ayes –All The motion passed. November 8, 2012 3 Heritage Preservation CommissionMeetingMinutes Mr. Jensen said the dairy exhibit that the Bruentrup Farm received approval for will have an open house June 14-15, 2013. Upcoming events include the last history talk of the year with David Ledois Tuesday November 13, 2012, at 7 p.m. at theRamsey County Library in Maplewood. There will be acard and Buncoparty July 16, 2013, from 6 p.m. –10 p.m.and admission is $3, call651-426-4718 to makereservations. On Saturday, December 8, 2013, there is the winter wonderland at the Bruentrup Farm,2170 County Road D, Maplewood, from 11 a.m. –3 p.m. Mr. Jensen gave a brief update on Look Out Park regarding a discussion with Jim Taylor with Parks & Recreation. For the past few years the Maplewood Area Historical Society has been scanning picturesand documents if you are looking for something or would like to find out about something contact the MAHS. 11.STAFF PRESENTATIONS a.Election of Chair and Vice Chair Commissioner Aurelius moved to vote for Peter Boulay as the Chairperson for the remainder of 2012until April 2013. Seconded by Commissioner Creager.Ayes –All The motion passed. b.Keller Golf Course Demo Staff Liaison, Dave Fisher discussed the Keller Golf Course demo at 2166 Maplewood Drive and stated there is a blog of the demo of the site.The building permits for the Pro Shop and Club House wererecently issued from the community development department. In 2012 the Heritage Preservation Commission nominated and selected Charlotte Wasiluk for the annual Maplewood Heritage Award for 2011. To guide them in setting these goals, the HPC referred to the Historical Resources Chapter in the 2030 Comprehensive Plan and to the Heritage Preservation CommissionOrdinance statement of public policyand purpose. The following are suggested goals: Goals 1.Continue all necessary measures for the Certified Local Government (CLG) statusby maintaining a historical site surveyand providing all the documentation required to the Minnesota State Historic Preservation Office. 2.Review at least one project and submit it to the City Council and the Minnesota State Historic Preservation Office for the National Historical Register. 3.Submit a nomination to the city council for the Maplewood Heritage Awardfor 2012. “The Maplewood Heritage Award is an annual award recognizing an individual who has positively influenced our city’s past or strengthenedthe preservation of Maplewood history.” 4.Continue to identify and recognize historic families. 5.Continue to identify and recognize the history of geographic features such as lakes, etc. 6.Continue toprovide andadd links to the city website from the Maplewood Area Historical Society, Minnesota State Historical Society and other public websites. 7.Have aguest speaker from a historical site give historical presentation to the commission. 8.Continue to identify books, articles and media about Maplewood. The Heritage Preservation Commission (HPC) is required to reviewandcommenton historical sites. Thisnew sign is an updatedsignfor the Ramsey County and the University of Minnesota. The City Planner has review the sign for compliant and approved the design per the City Sign Code. RECOMMENDATION Review, comment and approve the new sign for the Historic Ramsey County Poor Farm. Attachments: Sign Photo P HPC 1-10-2013Ramsey County Poor Farm Sign 1-10-2013 MEMORANDUM TO: Heritage Preservation Commission (HPC) FROM: Brenda Rudberg, HPC Commissioner RE:Meeting with Nancy O’Brien Wagoner November 29, 2012 DATE: January 3, 2013 INTRODUCTION th David Fisher, Ginny Gaynor, and I met with Nancy O’Brien Wagoneron November 29to discuss the survey grant proposal presented at the November 2012 commission meeting. Bob Jensen from the Maplewood Historical Society (MHS) had recommended Nancy as an expert on Minnesota Historical Society grants. Nancy has worked with MHS and Bob noted that she has had considerable success in obtaining grants. The meeting with Nancy provided valuable information on what the State Historic Preservation Office (SHPO) wants to see in grant applications, grants for historic context studies, national registry nomination grants, and Legacy grants. DISCUSSION SHPO likes to see grant applications that cover one of the four preservation planning steps. Grants have a better chance for success if one step is completed at a time in the proper sequence. Each step is used as evidenceto support an overall preservation plan. Community input and involvement should be included throughout the grant process. The four preservation planning steps are: 1.Conduct context studies. Identifying the historic periods, places, and stories to protectis the bedrock of preservation planning. SHPO has predefined contexts based on the Secretary of the Interior’s standards that CLGs should follow. Even if we, the Maplewood HPC,believe we know of all significant historical developments and propertieswithin Maplewood, proving that with expert studies will benefit our grant applications. A context study can uncover overall themes for what we want to protect within Maplewood. Nancy strongly recommended thatwe start with a context study. 2.Perform inventory surveys to document what is worth preserving. Surveysstrengthen the context study and guide preservation efforts. 3.Register properties identified in previous steps on either the national or local level. 4.Establish a philosophy on how to manage the inventory and strategically protect and enhance Maplewood cultural heritage using the information gathered in the planning process. Nancy recommended that we develop an overall preservation plan based ona definedphilosophy. Based on Nancy’s recommendation to do a context study before an inventory study,the Commission should consider overturning the motion to pursue an inventory survey grant. Followingthe preservation planning steps will increase our chances ofreceiving grant funding. An inventory survey could be done first but without contexts it would be difficult to establish preservation prioritiesas needed in a survey grant proposal. The value of a context study is that it can guide overall preservationplanning and give the Commission a clear focus when requesting grant funding or making protection recommendations to the city council. If the Commission is interested in pursuing a context study,a Legacy grant of $7,000 could include a study of a specific geographic area such as Gladstone along with professional recommendations for prioritizing next steps. A context study of this size could be completed in 4-6 months. The rest of the city couldbe divided geographically to eventually complete context studies of the entire city in a relatively short amount of time. The next deadline for submitting legacy grant application s is January 11, 2013;however, there may be additional Legacy money available in March 2013. The Commission should also be aware that pursing grant funding for national historic registry designation is also an optionat this time. Nancy mentioned that the planning steps do not necessarily need to be completed prior to surveying or nominating individual properties to the National Registry for historic properties that are clearly unique and significant. Those properties can be registered at any pointin the preservation planning process. Prior inventories and studies have identified properties within Maplewood that clearly may qualify for national registration. Grants can be obtained to have a professional preservationist complete the nomination form which has to adhere to state and federal standards. Certified local governments may be able to incent sites to seek national registration with the possibility that the CLG could pass grant funding for capital projects on to registered sites. The Certified Local Government (CLG) grants discussed at the November meeting have a longer timeline than the Legacy grants Nancy suggested for a context study. She also informed us that an organization, in our case the city of Maplewood, can have a maximum of three legacy grants open at one time but an organization’s capacity for completing projects impacts how many are awarded at one time.
