Council Approves Expanding Space For Police Department Without Future Tax Levy Increase A goal set by the City Council nearly two years ago was set in motion after a Public Hearing on November 26, 2012. In 2011 the City Council authorized preparation of a study of space needs within the Police Department by architect, Larry Koch, of SEH, Inc. A copy of the report and summary of the findings along with options for expanding the Police Department are available on the City’s website [ www.ci.maplewood.mn.us ] under the Police Department section of the webpage. The SEH representatives spent time reviewing Police operations and conducted a survey of personnel regarding the needs of the various Police functions. In summary, the study determined that no new space has been provided to our City’s Police Department since construction of our original City Hall in 1985-86, even though Department needs and size have expanded in some areas by more than 200% in the 25+ years since the last improvements to address the department needs. Some specific findings were the lack of adequate locker room space for our uniformed officers as well as the placing of as many as six officers into an office area designed for one officer. Commission Openings The City of Maplewood is now accepting applications to fill six openings; two on the Planning Commission, one on the Human Rights Commission, two on the Community Design Review Board, and one on the Parks & Recreation Commission. These openings are due to commissioners resigning. The City Council will interview candidates that apply and will appoint individuals to fill these openings. The Planning Commission is a nine-member advisory committee to the city council. Their duties are to prepare and recommend a comprehensive plan for the devel- opment of the city and to review zoning and land use matters like rezoning requests, zoning variances, property subdivisions, right-of-way vacations and home occupation requests. The city council relies on the Planning Commis- sion’s recommendations on these and related matters. The Human Rights Commission advocates for equal opportunities for all citizens of Maplewood in: housing, employment, public accommodations, services and education, in addition to continuously working to improve human rights within the community. The Community Design Review Board is an advisory committee to the city council that reviews building design, site plans, and landscape for proposed multi-family, commercial and industrial development in Maplewood. The Parks and Recreation Commission is an advisory board to the city council on all issues of park acquisition, development, open space, trails and leisure programs and works to provide a community environment for all citizens to participate in and enjoy cultural and recreational activities on an equitable basis. What is Sudden Cardiac Arrest? This occurs when the heart suddenly stops beating. It is commonly due to an abnormal heart rhythm called ventricular fibrillation (VF). VF is when the electrical signals of the heart go haywire and the heart stops pumping blood. If CPR is not given and the heart is not shocked back into regular rhythm with an Automatic External Defibrillator (AED), the body and the brain are deprived of oxygen and death results. More than 90 percent of Americans (295,000 Americans) who have a sudden cardiac arrest (SCA) die within minutes. Over the past 30 years, the average national survival rate of 8 percent has not increased. We’re Here to Help! City of Maplewood 6 January 2013 City News ...Continued from cover page Council Approves Police Expansion The report shows that building a new facility for our Police Department would cost between $13.8 and $16.5 million. The Council held numerous work sessions and decided to hold a Public Hearing on November 26th to consider moving forward on an option to bond for a $3.9 million plan that would not provide for a new facility, but would use existing spaces within areas of City Hall and would require relocation of other department functions to other areas on the City Hall campus. The $3.9 million option was selected by the City Council because it was a more effective usage of the existing space on the City Hall campus, but most importantly, did not require an increase in future tax levies to fund the $3.9 million bond sale. The project will address the Police Department’s highest priority of providing additional space for locker rooms as priority #1a and office space as priority #1b. The approved project delays the addition of the expanded parking area. City Management staff noted that while the parking additions are part of the best long-term plan to meet our Police Department needs, and should be included in building planning, the Council goal of financial sustainability require prioritization and delay of specific needs. Any future phases are not currently part of the City’s Capital Improvement Plan through 2017; and thus will be a future consideration for Maplewood residents into the 2020’s. The first phases of construction will begin in January 2013 and will likely take until December 2014 to be completed. The Council’s top goal for 2011-12 was financial sustainability, so planning for this $3.9 million bond has been incorporated into the long-range planning. The Council approved staff to prepare consideration of the $3.9 million expenditure in 2012 with the provision that no major tax increase could result from the project. Previous decisions by the Council have reduced existing expenses to set aside $260,000 annually for the payment toward the $3.9 million bond. The 2013 Budget was approved on December 10, 2012 by the Council and cut other existing expenses such that the bonds will be paid for 15 years without a levy increase. Current bonding rates for this type of project for the City are at historic lows in the 1.75% range. The type of bonding is called a CIP Bond, which can be issued by the Council for various types of public facility improvements, such as City Hall, Fire Stations, Police Stations, or Public Works Buildings. These types of CIP Bonds can be issued without a referendum if certain conditions are followed, including that the Council hold the Public Hearing on the proposed improvement project. Another condition is that a referendum on the bonding would be required if a petition is received by 5% of the registered voters in the previous election. Should the petition be received, the Council could choose to hold a referendum or consider other more expensive bonding and financing approaches. Those approaches could add cost to the project of $250,000 to $500,000 depending upon the length of delay. Those funds are not available and would need to be included in a future levy or other expenses reduced. Ashland Collaborative eater P ir ates The M u s ical2013 Charitable Gambling Awards Many organizations use charitable gambling events as fundraisers to help fund their organization’s activities and goals. City Code requires that all charitable gambling events held in the City of Maplewood must give 10% of their proceeds to the City to be placed into a designated Charitable Gambling Fund. The City Council then distributes monies in this fund to non-profit organizations that benefit Maplewood residents and surrounding community. Each year the Maplewood City Council solicits requests for charitable gambling funds through an application process. Every year the requests for funds have exceeded the available funds. That is the case this year. The city received 28 applications for 2013 funds, which totaled $89,660 in requests. The amount of funds available for 2013 is $30,000. In October 2012, the City Council reviewed all of the submitted applications and voted on award amounts. Funds were awarded to the following organizations: CHILD Inc., Simon youth Foundation - Maplewood Mall, Dispute Resolution Center, Ashland Productions, Second Chance Animal Rescue, Maplewood Fire Fighters Flower Fund, Mothers And More, Twin Cities East #299, Northern Lights Service unit, Girl Scouts, Tubman Family Alliance, Maplewood, AARP TaxAides, Weaver Elementary PTA, Maple Tree Monastery Childcare Center, District 622 Fusion Drumline, St. Jerome School, Friends of Maplewood Nature, Boy Scout Troop 461, Friends of Ramsey County Libraries, Maplewood youth Scholarship Fund, The Salvation Army, Hmong American Education Fund, District 622 Education Foundation, Ramsey County Fair, Maplewood Police Reserves, Maplewood Police Explorers, and Maplewood Area Historical Society.
