The feasibility study evaluates requirements for trunk storm sewer
facilities to convey storm water from Footprint Lake to Gerten Pond
north of Gervais Avenue. The feasibility study also identifies
measures to correct existing serious drainage problems at several
other locations within the Footprint Lake drainage area. The report
does not address future lateral storm sewer needs. It is proposed to
install lateral storm sewers in connection with future street with
curb and gutter improvements as an incidental item. The function of
the storm sewers identified in this report is to provide protection
from flooding due to intense rainfall events.
Separate cost estimates have been formulated for the trunk system and
the two subareas, which are currently experiencing significant
drainage problems. It is feasible to order the construction of the
trunk line between Footprint Lake and Gerten Pond alone. It is not
feasible to order the miscellaneous improvements alone without the
construction of the trunk storm sewer. In the event that
miscellaneous improvements were made without the implementation of the
trunk sewer, other problems may be created or exacerbated elsewhere in
the drainage area.
The drainage problems on Cope Avenue have been included in this
report since this area also outlets to Gerten Pond. This situation is
markedly different in that modifications of the existing storm sewer
system are required to remedy existing problems. The recommended Cope
Avenue improvements may be independent of Footprint Lake system
improvements. Due to the fact that this area was previously assessed
for storm sewer and Cope Avenue is an MSA route, it is proposed to
finance the Cope Avenue improvements with MSA maintenance funds.
FINANCING
It is proposed to finance the Footprint Lake system improvements by
assessment to property within the drainage area based on square feet.
As noted previously, the Cope Avenue improvements in the estimated
amount of 858,900 is proposed for funding through MSA maintenance
funds.
Based upon the implementation of Sherwood Park and Prosperity Avenue
storm sewers, in addition to the trunk storm sewer between Footprint
Lake and Gerten Pond, as recommended, the amount to be recovered by
assessment is 81,385,300.00. A map of the proposed assessment area is
attached. Drainage areas 84 and 85, as shown on the drainage map, are
not proposed for assessment because they drain directly to Gerten Pond
and are not affected by the proposed improvements but were necessary
to include in the hydrologic analysis of Gerten Pond. Drainage areas
73, 74, 75 and 76 are not proposed for assessment because they have,
for the most part, been previously assessed for storm sewer associated
with Knucklehead Lake and the impact of runoff from these areas upon
the cost of proposed storm sewers is minimized by ponding in
Knucklehead Lake.
The following table gives the three assessment classifications
proposed with the assessable square feet (i.e. previously
unassessed), proposed unit rate, and cost recovery.

ACTION REQUIRED
It is recommended that the city council adopt the attached resolution
to order the public improvement.

RESOLUTION
ORDERING IMPROVEMENT AFTER PUBLIC HEARING
WHEREAS, after due notice of public hearing on the construction of
trunk storm sewer and miscellaneous drainage improvements for the area
roughly bounded by English Street, State Trunk Highway 36, White Bear
Avenue, and Ryan Avenue, known as City Project 87 -32, a hearing on
said improvement in accordance with the notice duly given was duly
held on May 16, 1988, and the council has heard all persons desiring
to be heard on the matter and has fully considered the same;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD.
MINNESOTA, as follows:
1. That it is advisable, expedient and necessary that the City of
Maplewood construct trunk storm sewer and miscellaneous drainage
improvements for the area roughly bounded by English Street, State
Trunk Highway 36, White Bear Avenue, and Ryan Avenue, known as City
Project 87 -32, as described in the notice of hearing thereof, and
orders the same to be made.
2. The city engineer is designated engineer for this improvement
and is hereby directed to prepare final plans and specifications for
the making of said improvement.

INTRODUCTION
Subsequent to the submittal of the feasibility study on April 11,
1988, the proposed financing of this project has been reviewed
and modified. A three level system of proposed assessment rates
has been retained. However, the assignment of various land use
classifications to the three categories has been revised as well
as the ratio of assessment rates between the three categories in
accord with the guidance of the city attorney and a professional
appraiser.
BACKGROUND
The feasibility study was originally ordered in March, 1985 to
evaluate means to solve the drainage problems at the Edgerton
Ponds located between Ripley and Roselawn. The study was
expanded in September, 1987 to investigate the feasibility of
providing trunk storm sewer and ponding to facilitate development
of the Markfort Addition and other future development on DeSoto
Street.
FINANCING
It is proposed to finance the estimated total project cost of
$1,595,000 by assessment against the properties within the
drainage area. A map of the drainage and proposed assessment
boundaries is included in the feasibility report. Also contained
within the feasibility report is a copy of the land use map for
reference.
The following table gives the proposed land use categories for
each of the three assessment classifications with square feet of
assessable property (i.e. previously unassessed), proposed
assessment unit rates, and cost recovery.
