c. Police Civil Service Commission
INTRODUCTION
The City Council will be conducting interviews of candidates for the Environmental & Natural
Resources Commission, Planning Commission and Police Civil Service Commission. There are
a total of three openings; one on the Environmental & Natural Resources Commission, one on
the Parks & Recreation Commission, and one on the Police Civil Service Commission. Also
there is currently one opening on the Human Rights Commission, Parks & Recreation
Commission and the Heritage Preservation Commission; however, no applications were
received for these openings. All current openings are due to terms expiring and resignations.
RECOMMENDATION
Staff recommends that the Council interview the candidates as indicated in the schedule below.
The suggested questions will be submitted under separate cover to the Council. During the
interview process, Council Members should fill out their ballots. Once the Interviews have
concluded, Council Members should submit their ballots to staff, which will be tallied with the
results brought back to the Council during the regular meeting following this Workshop with
recommendations for appointments.

SUBJECT: Consider the Combination of the Planning Commission with
the Community Design Review Board and the Housing &
Redevelopment Authority with the Business & Economic
Development Commission

INTRODUCTION
On June 4, 2012, the city council directed staff to develop a plan to combine the
planning commission (PC) and the community design review board (CDRB) into
one commission and also the Housing & Redevelopment Authority (HRA) and
the Business & Economic Development Commission (BEDC) into one
commission.
Request
Consider the following plan for these commission combinations.
DISCUSSION
Meeting Dates
The combination of the PC and CDRB could take place on January 15, 2013, the
date for the second PC meeting in January. The first PC meeting would be
January 1 and that meeting would be cancelled due to the holiday. The CDRB
would hold their final meeting of the year on November 27, 2012. This is the last
regular CDRB meeting that would be held in 2012 since the December meeting
would fall on Christmas Day. A special meeting could be held in December
should the need arise.
The combination of the HRA and BEDC could also take place after New Year
with the regular meeting of the BEDC.
Membership Makeup
The PC is a nine member commission and currently has seven members. The
CDRB is a five member commission and currently has three members. The
current membership includes the following:

The goal for membership of a new PC should remain at nine. The above
members are all welcome and encouraged to stay on the combined commission.
The goal would be to reduce the membership size to nine through member
resignations and appointments/reappointments by council.
The BEDC is a seven member commission with five members presently. The
HRA is a five member commission with four members presently. The current
membership includes the following:

The goal for a new BEDC/HRA membership should be seven as the BEDC
currently has. Like the combination of the PC and CDRB, the nine existing
members are all welcome to remain. The size of this combined commission
would reduce to seven by member resignations and
appointments\reappointments by council.
Applicable Ordinance Amendments
Ordinances would need to be revised for the combined commissions. The
ordinance revisions the city council should consider are:
The PC ordinance to include the duties and responsibilities of the CDRB.
This revised ordinance should include the goal to keep design professionals
on board such as architects, engineers, landscape architects, etc.
The CDRB ordinance deletion since that will no longer be a stand-alone
commission.
The BEDC ordinance to include the duties and responsibilities of the HRA.

The resolution that established the HRA on October 3, 1974 would still remain in
effect and would not need to be amended. This resolution by the city council
(attached) recognized the need for the HRA and established the formation of that
committee.
Review Schedule
Staff’s goal is to submit these ordinance revisions to the PC for review on
November 20 and to the city council on November 26 or December 10 for final
action. Ordinance revisions require two readings, therefore, staff recommends
holding the first and second readings together on these changes.
Commission Bylaws and Commission Handbook
In addition to the revision of these ordinances, the bylaws of these groups should
be revised after the newly formed commissions have begun meeting.
The city’s Commission Handbook would also need appropriate language revision
to reflect the changes in the city’s advisory commissions as well as updating
handouts, applications and website materials.
RECOMMENDATION
Accept the above plan for commission combinations.
