Request
The applicant is requesting approval to bui a residential garage on an
unimproved street.
Existin Land Use
1. The existing parcel consists of three lots fronting on an unimproved
street.
2. The arcel i s developed ed with a single fami .dv1el l i ng , garage, and a

3. The house has access to Southl awn Drive over the undeveloped Edgeh i l l
right --of --way.
4. The applicant is requesting permission to construct a 26 by 24 foot
residential garage on the property. The existing garage is in poor
condition and would be removed.

Road;
2. The 14 feet to be split from the southwest side of Lot 7 shall be combined

The proposed garage should be an asset to the property and to the neighborhood.
It will result in the removal of a deteriorating structure and will provide a
'pl.ace for the applicant to keep cars and equipment out of sight from neighbors
view.
In recommending that no further building permits be allowed for this property,
staff had not intended that this would include accessory buildings such as garages.
Unfortunately, the literal reading of the ordinance states that no building permits
may be issued for any constructi o►1 . This would include a garage. Since this is an
unusual situation, in that Edgehill Road cannot be constructed, staff would
recommend that the Council enter into an agreement, authorized by Section 501 .020,
and allow the garage to be constructed.

B., Approval of Garage Permit - Edgehi l l Road (Skoog)
Secretary Olson said the applicant is requesting approval to build a
residential garage on an unimproved street. The City Council recently
approved a lot division for the subject property, which deeded off a
portion of this property to the adjacent property owner. The dwel l i ng
on the subject property, has access over the undeveloped right -of --way
of Edgehill Road to Southlawn Drive. Staff is recommQnding approval as
Edgehi l l would not be constructed as Ramsey County own the property
east of this site. It is recommended Council enter into an agreement •
as outlined in Section 501.020.
Mr. Skoog .said the garage would be constructed on Lot 6
Commissioner Barrett moved the P1 anni ng Commission recommend to the

SUBJECT: McKnight Road Sanitary Sewer Plan Amendment
DATE: August 24, 1978
The City Council has previously approved the McKnight Road
Sanitary Sewer, from Linwood to Highwoo d . The Maplewood
Comprehensive Sewage Plan indicates that this facility will
be constructed after 1978, In order to secure the necessary
permits from the Metropolitan Waste Control Commission, it is
required that the plan be amended,
Approval of the following resolution is recommended,
WHEREAS, the Cit Council of Maplewood, Minnesota adopted a
Maplewood Comprehensive Sewa Works Plan, dated November, 1972, and
WHEREAS, said plan anticipates the construction of a sanitar
sewer in McKni Road between Linwood and Hi g hwood Avenues to be
constructed after the y ear 1978, and
.WHEREAS, the Cit Council of Maplewood, Minnesota has now deemed
it necessar and advisable to construct said facilit in the y ear 1978
NOW, THEREFORE, .BE IT RESOLVED that said Comprehensive Sewa Works
Plan is hereb amended to reflect the construction of said facilit in
calendar y ear 19 78,

Education and Code Development. The conference will be at the Denver
.Marriott Hotel located nine miles south of downtown Denver and 50

The first World Paramedic Conference is being held in Anaheim, Calif ornia ,
on September 18, 19 and 20, 19780
This conference will stress current concepts in pre -- hospital care, utilizing
a problem- oriented instruction format approach with hands --on student
participation. Areas to be covered are: field evaluation of chest pain,
respiratory distress in the field, evaluation of the trauma patient,
field approach to coma, diving accidents, psychiatric emergencies, shock
in the field and pre- -- hospital care of myocardial infarction. Special
emphasis will be directed toward the paramedic team concept in providing
patient care.
In addition, it will provide the opportunity for open interchange and
dialogue among those involved in emergency care throughout the country
under one setting.
I feel this presents an excellent opportunity for education and experience
that cannot be obtained locally for our paramedic officers. Attendance at
this conference has been discussed with all of the paramedics, and it is my
desire to rotate attendance at this annual conference among each of the
paramedics with their having direct input into the selection of the person
who will attend each year.
The paramedic training budget does.have adequate monies allocated to cover
expenses at this conference, which I anticipate to be approximately $628,
broken down as follows:
