CALL TO ORDER A regular :meeting of the City Council of Maplewood, Minnesota, was held in the Council Chambers, Municipal Building and was called to order at 7:00 P.M. by Mayor Greavu, B. Mayor Greavu convened the meeting for a p u b l i c hea i rn regard i ng a change in zoning district from R -1, single dwelling district, to R -3 Multiple Dwelling, the property located between McKnight Road and Century Avenue on the northerly side of the Burlington Northern railroad tracks. b. Manager Evans presented the staff report. C. Chairman Les Axdah 1 presented the f o l l o w i n g P l a n n i n g Commission recommendation: "Commissioner Hejny moved the Planning Commission forward the following resolution to the City Council WHEREAS, the City of Maplewood initiated a rezoning from R =1, residence dis- trict ( dwelling) to R -3, multiple dwelling for the following described property: Unplatted lands, except southeasterly 94 feet, part northwesterly of center line of most northerly main track of C St. P M and 0 Ry r/w of tract composed of following: SE 1/4 of NW 1/4 NW 1/4 of SE 1/4 SW 1/4 of SW 1/4 N 1/2 of SW 1/4 and except part in east 970 2110 feet more or less to NSP Co. as in document 14937818, the S 112 of NE 1/4 (subject to roads and easements) in 24- 29 -22. The Maplewood City Council held a public hearing on March 26, 1984 to consider this rezoning. Notice thereof was published and mailed pursuant to law. All persons present at said hearing were given an opportunity to be heard and present written statements. The Council also considered reports and re- commendations of the City staff and Planning Commission. Manager Evans presented the staff report. b. Chairman Les Axdah i presented the f o l l o w i n g P l a n n i n g Commission recommendation: "Commissioner Fischer moved the P l a n n i n g Commission recommend the City Council approve for Acquatic Enterprises to operate a swimming pool and hot tub sales center from M -1 zoned property, based on the findings that these wo.0 1 d be compatible with the neighborhood and would not interfere with the proper development of the M -1 district Approval is subject to compliance with any fire safety requirements of the fire marshal. Commissioner Whitcomb seconded. Ayes - Commissioners Axdahl, Barrett, El lefson, Fischer, Pel l ish, Sigmundik, Whitcomb." c. Councilmember Maida moved to approve the request of Aquatic Enterprises, Inc. to operate a swimming pool and hot-tub sales center from M-1 zoned property at Highway ase on the i n i that the use would be compatible with e neighborhood and would not interfere with a proper development of e M-1 district. Ap proval is subj"v-ect to compliance wi any fire requirements of e Fire arsna .Seconded by Mayor Greavu. Ayes - all. 4. Planning Commission - Vacancy a. Manager Evans stated staff recently advertised for the vacancy on the Planning Commission created by Duane Prew's resignation. There were no new applications. Council should consider tasking some action to fill this vacancy. b.. Council instructed staff to obtain past applications for Counci 1 review. 5. Schaller Drive - New Street Name a. Manager Evans stated the new T.H. 61 frontage road is near completion. A s u i t a b l e name should be established at this time. It has been suggested that the names as shown on the attached map be adopted. Schaller Drive for the northern section and continue to use Maplewood Drive for the southern section. It is requested the City Council adopt street names for the T.H. 61 frontage road in accordance with the attached map. - 5 - 3/26 Counc i lmember Was i l uk moved to table this item until the next meeting for further review. Councilmember Anderson commented on the need for a recycling center in Maplewood and suggested staff investigate the p o s s i b i l i t i e s . F. PUBLIC HEARINGS (continued) 20 7:30 P.M. Preliminary Plat - South Oaks a. Mayor Greavu convened the meeting for a public hearing regarding the request of Emil Kucera, 2519 Highwood, for a zone change from F, Farm Residence, to R- 1, Single Family Dwelling, and for approval of a preliminary plat for six single dwelling lots. The property is located on McKnight Road west of H i i lwood Drive, b. Manager Evans presented the staff report. c,. Chairman Les Axdah 1 presented the f o l l o w i n g Planning Commission recommendation: "Commissioner Pellish moved the planning commission recommend to the City Council :approval of the South Oaks preliminary plat, subject to the following conditions: 1. Dedication of the H i 1 lwood Drive right-of-way with phase I as a through street. The land north and south of the right -of -way shall be designated as block one, lot seven and block.two, lot one. 2. Dedication of three feet along the west boundary of the entire site for the McKnight Road right -of -way. 3,. Increasing the width of proposed Teakwood Court from 24 to 32 feet. 4. Signing the required developers agreement and submi s.s i on of the required surety - for construction of Teakwood Court and associate improvements. 5. City engineer approval of f i n a l grading, drainage and utility plans. The drainage plan shall provide for a two -acre foot storm drainage pond to serve the Teakwood Court properties. . 6. Where slopes between 25 and 40 percent in grade are to be developed, the-follow- ing conditions shall be met: a. Controls and protect i ons ' must exist uphill from the proposed development i such that there s no danger of structures or streets being struck by falling rock, mud, sediment from erosion, uprooted trees or other m a t e r i a l s . - 6- 3/26 b. The proposed development must present no danger of falling rock, mud, sediment from erosion, uprooted trees or other materials to structures downhill. c. The City Engineer may require the developer to provide a soils engineer to certify the s t a b i l i t y of potentially unstable slopes. 7. 1 Submission of an erosion control plan before the issuance of any b u i l d i n g permits which incorporates the recommendations of the Soil Conservation Service. Commissioner Pellish moved the Planning Commission forward the following resolution to the City council: WHEREAS, the City of Maplewood initiated a rezoning from F. farm residence t, o R -1, residence district (single dwelling) for the following described property: The west 15 acres of the NW 1/4 of the SW 1/4 of Section 12, Towns.h i p 28N, Range 22W, Ramsey County, - Minnesota, except the north 365.00 feet of the west 293.00 feet and a l s o except the north 465.00 feet of the east 204.91 feet of said 15 acres, subject to McKnight Road on the west. NOW, THEREFORE, BE IT RESOLVED BY THE MAPLEWOOD PLANNING COMMISSION that the above described rezoning be approved on the basis of the following findings of fact: is The proposed change is consistent with the spirit, purpose and intent of the zoning code. 2. Mr. Emil Kucera, owner of the property, and his appraisor, Mr. Malcolm Watson, spoke on behalf of the proposal. e. Mr. Ken Gervais, developer of the property next to Mr. Kucera, explained what conditions were imposed on him when he developed, f. Mayor Greavu called for proponents. None were heard. g. Approval of the South Oaks preliminary plat, subject to the following conditions: 8 - 3/26 A A. Dedication of the Hi l lwood Drive right of way with Phase I as a through street. The land north and south of the- right of way may be designated as block one, lot seven and block two, lot one, respectively or retained as one lot - -block one, lot seven. (If Council does not require the dec i at i on of the right of way at t h i s time, Phase II should be designated as Outlot A. This will allow Council to control the location of future homes so they w i l l not be built on the future right of way or within its setbacks.) B, Dedication of three feet along the west bondary of the entire site for the McKnight Road right. of way. C. Increasing the width of .proposed Teakwood Court from 24 to 32 feet. D. Ayes - all. 2. Bus Stops - Frost Avenue a. Councilmember Anderson questioned what has happened to the bus stop that was to be moved on Frost Avenue when the construction was completed. b. Director of Public Works Ken Haider stated he will contact MTC. 3. Developers Meeting a. Councilmember Anderson commented on a proposed developers meeting. b. Mr. Ken Gervais, Castle Design, stated he would contact the developers that are presently in Maplewood and together with Community Development Director Geoff Olson start the ball" rolling. 4. Telephone Boxes - 9 - 3/26 a. Councilmember Bastian stated he has noticed several of the telephone boxes destroyed by the snow plows. Is there some way they can be placed further from the street. b. A copy of the attendance record is enclosed as Exhibit A (page 4). As you are aware,. we have had quite a change in membership, with only two mem- bers remaining from last year's commission. While one might jump to the conclusion this had something to do with the headaches involved with our Seniors Tandem Housing Program- -the legal do's and don'ts, as well as the intricacies of the bonding and marketability realities of 1 i fe, that was not the case. Two resignations were the results of moves from the community, and one was due to a change in personal commitments which conflicted with our meeting time. Program Participation We have participated in, ten programs this year. Four were administered by the Metropolitan Council Housing and Redevelopment Authority, five by local lenders and one directly by. the Minnesota Housing and Finance Administration. See Exhibit C (page 6 ) for further information on these programs which have assisted over 200 Maplewood households during the past year. Housing and Planning Items Considered We-finally reached the end of the long hassle over the minimum floor area require- ments. Although the result was not exactly what the HRA would have wished, it is a definite improvement over the previous ordinance. Our tandem senior housing project did not come off as planned. Nevertheless, the 75 -unit Hazel Ridge seniors' cooperative residence (2696 Hazelwood Avenue) is scheduled for construction this - spring, without city assistance. Another alter- native seniors'. housing proposal will be brought before the HRA in April. ARK Housing and Development, Inc. is considering redeveloping the former Harmony School site. They will be requesting city financial assistance to keep the unit .cost in a range affordable to moderate income households. A look -at our experience with the housing maintenance code shows we had 37 complaints in 1983, down from the 44 and 41 of the previous years. Calls have come_ 'from landlords as well as renters, and have covered a variety of items from flooded basements to leaking roofs. on the whol e,cooperati on has been good, with • one . excepts on , and the ordinance appears to be serving its purpose well. 1984 -85 Program 1. Alternate housing for seniors will remain a priority, 2. Continue to participate in .Metro HRA and MHFA programs. 3. Hold a joint meeting with the city council to review our year's performance and outline of work program for the coming year. 4. Revise the housing section of the Comprehensive Plan. The programs proposed to achieve low and moderate and modest cost housing goals are .primarily based on federal programs which are no longer available-. 5. Monitor any subsidized housing proposals for consistency with the housing plan. 6.. Submit articles to t4apl ewood in Motion to advertise the availability of various housing - related programs. 7. Adopt a plan for transferring ownership of substandard, tax - forfeit parcels to adjoining property owners. (The inventory of parcels and much of the ground work with the county was compl ted in 1983.) The objectives would be to eliminate requests for construction on these parcels, resolve any existing maintenance problems, and bring the parcels back on to the tax rolls. 8. Seek out partnerships similar to that currently in place with Eastern Heights State Bank to deliver home improvement loan programs at no expense to the city other than nominal up -front staff time. 9. If times allows, survey the present condition of homes rehabilitated under the home improvement grant program to determine if program was effective in creating an incentive to continue to maintain these properties. Annual Meeting Items proposed for discussion are: (1) whether to require developers to notify the city of the conversion of rental units to owner - occupancy; (2) first -time homebuyer program status and opportunities; (3) the need to study solar energy issues (such as aesthetic problems associated with the placement of solar collectors on existing homes, whether the location and height of solar windmills should be regulated, whether a developer should be given credit for designing a development to acommodate active and passive solar energy technologies, etc.) ; and . (4) redevelopment of the Harmony school site for senior citizens' housing. Communication with Council As in the past, we will attempt to keep current .on what is happening in the field of housing and actively pursue ways to facilitate affordable housing ' i n our city, in accordance with the Comprehensive Plan. Rehabilitation Loan Program -- Owner - occupied (Funded by MHFA) Two loans -- $7,160 Average -- $3,580 per applicant _ Households with -an adjusted annual income of $7,000 or less were e l i g i b l e for this assistance.. The program offered 3% - i ntere.st and deferred payment loans. A loan may be totally or partially deferred, dependent upon an applicant's income and ability to pay. The purpose of this loan program is to assist eligible applicants in repairing their homes to correct deficiencies directly affecting safety, habi 1 itabi 1 i ty, energy usage and handicap - accessi bi 1 i ty. The maximum grant amount - available was $7,000 per applicant. Location of Dwellings: 900 block of Frost -- $5,645 Town and County Mobile Home Park (trai B. Rental Dwelling Rehabilitation Programs: 1. Section 8 Moderate Rehabilitation Loan Program (funded by DHUD) This program is for existing rental units. A Section 8 rental commit- ment must be entered into to receive these lower interest rate (11 7/8%) loan funds. Loans: the 200 block of Barclay street (2b units) for $38,395 2. Rental Rehabilitation Loan Program (funded by MHFA) A similar program to that above but there is no requirement for a Section 8 rental commitment. Loans: None C. Section 8 rental subsidy program (funded by DHUD) : Eligible tenants pay a maximum of thirty percent of their gross income toward the monthly rent payment. Through this program difference between the tenant's-portion and the actual rent. One- bedroom units renting for more than $374/month two- bedroom units renting for more than $435 /month do not qualify. These ceilings include cost of utilities. In December 1983, '169 Maplewood households were receiving Section-8 rental assistance. See Exhibit D for a listing of the location of these units. D. Solar Bank Deferred Loan Program (funded by MHFA) Council authorized this program to be offered to Maplewood residents on February 13, 1984. Its purpose is to assist persons make energy improvements to their homes for which could not otherwise obtain financing. I I . Administered by Local Leaders T A. Home Improvement-Loan Program (funded by MHFA): Seven loans -- $58,931 Average -- $8,419 per applicant Households with an adjusted annual income of $18,000 or less were e l i g i b l e for this assistance. In some cases, $24,000.is premi teted . The program offered loans at .3 to 10.5 percent dependent upon annual income. The purpose of the program was the same as the Rehabilitation Loan Program. The maximum loan amount was $15,000. B. Home Energy Loan Program (funded by MHFA): 1. General Funding Ten loans -- $31,500 There was no income limit. Households with adjusted annual incomes of above $24,000 were eligible for an 8.5% interest loan. Households with adjusted annual incomes below $24,000 icoul d qualify for 7.5% interest loans. Loans of $1,000 to $5,000 were available. Only energy efficiency - related improvements were eligible. .2. Local Participation Program Maplewood, together with Eastern Heights State Bank, applied for and received $30,000 in Home Energy Loan funds to be targeted to the Farrell Street neighborhood, just north of the 3M complex. The program rules and-procedures are the same as the General funding program, except for the targeting aspect and requirement for an energy audit. The targeting sunsets on January 31, 1984. Beginning February 1, any eligible Maplewood resident may be granted a loan with these funds. No loans were closed in 1983, but over one -half of . the funds were committed. Loan closings are expected in early 1984. C. MHFA Single - Family Home Mortgage Loan Program Thi s , program is for first -time home buyers with adjusted annual incomes of less than $31,500. Rollover Housing Demonstration Program (funded by MHFA) This program is administered by Norwest Mortgage and is sponsored by the MHFA. It began in October 1983. Mortgage closings are expected in the early part of 1984. _ 7 _ Ten and seven - eighths percent (10 7/8 %) thirty -year mortgages are available to first -time home buyers (FTHB) to purchase existing "under uti l i ti zed homes of persons 45 years of age and older. The existing home must sell. for no more than $75,000 and the FTHB's adjusted annual income cannot exceed $30- III . Admi.n i stered by the Minnesota Housing Finance Agency (MHFAJ Medium Density Homeownership Program: A competitive program to provide lower interest mortgage monies for first- time home buyer new construction. Ed Cave and Sons received an allocation for 35 dwelling units for the south- west corner of Ivy and Century Avenues. This allocation was later revised to 8 units for the quad units along Ferndale Street. Woodmark, Inc. received an allocation . for 68 units on their Bennington woods development on the Maple Hills golf course site. Comments The applicant has made a good faith effort to proceed with the construction of the Hazel Ridge Cooperative residence in a timely manner. For the better part of the part year, the Department of Housing and Urban Development was processing the appl i cant's application for a mortgage insurance commitment. 'This was received in December 1983 (page 7 Financing has been secured and construction is proposed for this spring. The chemical dependency program has been moved to another site. There have been no compl aints from the neighborhood since council last considered this permit. Recommendation Renewal of the conditional use permit for the Hazel Ridge planned unit development for two years, on the basis that the community services programs have not had an adverse effect on the neighborhood and the applicant has made a good faith effort to proceed to constructi on. Renewal is subject to: 1. The conditions of the permit approved on April 11, 1983, as amended August 8, 1983. 2. Construction of the Hazel Ridge Cooperative residence beginning within six months. ._ 3 • Z BACKGROUND o Past Actions , Counc11 approved a conditional use permit for the applicant to opeyate community service programs, with the following conditions: 1. The permit shall be good for one year. I t may be renewed if council determines that the use had no adverse effect on the neighborhood. The concerns for parking spaces can be discussed at that time. 2. Striping of the parka ng lot for 52 spaces. 3.. The city shall have a continued use of the ball diamond providing it does not conflict with the use of the applicant. 4. The city shall sign a hold - harmless agreement absolving Health Resources, Inc. of any injury liabilities for city use of the facilities. 5. The applicant shall appear before the council if an increase of the number of parking stalls beyond the 52 spaces is needed within one year preceding the renewal of their conditional use permit. 8 -6 -81: 1. Counci 1 renewed the conditional use permit for the Health Resources Center for one year since there had not been any problems caused by this facility after one year of operation. .2. Council approved a parking lot expansion for the facility. Council revised condition three of the 4 -11 -83 permit to read as follows: "3. Development of parcel A -shall require an amendment to the planned development. The director of community services shall be notified of any proposed development of this parcel prior to scheduling use of the softball/ tee -ball facilities for an upcoming season. If the redevelopment of parcel A is to include recreational uses, Maplewood community services director shall be involved in the development process, to represent the city's and the neighborhood's interests and to negotiate on their behalf. The director of community services shall approve the location of the proposed. foot trails. Approval is on the basis that the original permit language could have been interpreted to mean that parcel A must be used only for recreational purposes. This was not thei ntent of the city council. 2. Council also authorized a revision of the site plan to eliminate the tunnel that had been proposed between the seniors' cooperative and the community services building (formerly Hazelwood. School.") Planning :f .Section 36 -442 (d) states "The proposed construction must be substantially started or } the use utilized within one year of council approval or the permit is null and void. The council may grant one six -month extension of the permit, .if just cause is shown . . . The petition shall be presented to the planning commission for a recommendation and to the city council for a decision." 2. Section 36 -442 (3) states "all conditional use permits shall be reviewed by the council within -one year of the date of initial approval , unless such review is waived by council decision or ordinance. At the one -year review, the council may specify an indefinite term or specific term, not to exceed five years, for subsequent reviews. Revision of the preliminary plat conditions as stated in the applicant's letter on page 14. r'nmmPnts Time Extension: This plat should be denied for two reasons: 1. There is no public water for fire safety. The city's subdivision regulations were amended after the original approval of this plat to require pubic water for all new plats, primarily for fire protection. The recent fire at Gul den's Restaurant is an example of this problem. It is not in the public health, safety or welfare to allow even thirteen homes to be built without adequate fire protection. These homes are relatively close together. A fire in one of these homes, on a dry and windy day, could spread through the subdivision. The rights of the property owner and the desire for development must be balanced against public safety. 2. There has been no significant progress in complying with the c o u n c i l ' s condit- ions. Page 5 lists the original conditions and indicates which ones have not been complied with. Revision of Conditions: The applicant - has requested changes in the preliminary. plat conditions (refer to the applicant's letter on page 14) . . If council approves a time extension, staff has the following comments on the proposed changes (numbers refer to the plat con- ditions) : "1. B u i l d i n g permits only to be issued in Area I and in Area I, deed restrictive covenants be included so buyer is aware they will have to connect to city water when it becomes available. The restrictive covenants be reviewed and approved by staff." Mr. Piletich is requesting that Area I be expanded from 13 to 21 lots (see page lo) . Since staff is recommending denial of the plat because of the fire hazard caused by a lack of water, we cannot support increasing this danger by allowing ei ght . more lots* 11 3. Suitable documentation from property owners be presented, granting the developer the right to grade the adjoining property." Mr. Piletich claims this condition has been met. Approval to grade on adjoining properties has only been received from the property owners adjoining the northeast corner of the site. Approval from the owners adjoining the southEmst and northwest corners of the site is still needed if council wants the entire site graded before platting (condition 12) . "5.. A developer agreement be entered into to provide all internal plat improve- ments, including water lines in the streets." Mr. Piletich would like this worded to allow a developer's agreement with each phase. Staff has no objection. "8. Filing of a deed combining a residual 25 -foot strip at Beam Avenue and the east line of the plat, with the lot at 1 185 Beam Avenue." In 1978, the city approved the lot divisions for 1185 and .1193 Beam Avenue for Mr. Piletich. The lots were approved at 75' x 150' each. Because of an error in the legal description, the lots were recorded with 117 feet depth, which gives. them a lot area of only 8775 square feet. Code requires 10,000 square feet. Condition 8 should be revised as follows: "Filing of deeds combining the residual 25 -foot strip at Beam Avenue and the east line of the plat with 1185 Beam Avenue, and combining a 33 -foot strip between the plat and the north lines of 1185 and 1193 Beam Avenue with those two lots." (Refer to page 11 for map showing these parcel "9. Deeding of Outl of A to the city." Mr. Pi 1 i tech would like this postponed until later phases .of the plat develop. The city engineer feels that outl of A is needed for drainage with the first phase. No change, therefore, is recommended. "10. Beam Avenue should be paid for by the developer and relocated within the plat or council must order Beam Avenue as a public improvement project." This condition should not be eliminated, unless lots 1 and 2 are dropped. These lots may not have access -to Beam Avenue. There is 66 feet of right -of -way from Highway 61 to the west l i n e of 1174 Beam Avenue. Beam Avenue is actually built south of the northerly 33 feet of right -of -way. (See map on page 13.) Since this street has been used and maintained by the city, - it may be deemed a public road. Section 160.04 and 160.05 of State law read as follows: _ 160. "05. subdivision 1. When any road or portion of a road has been used and kept in repair and worked for at least six years continuously as a public highway, it shall be deemed dedicated to the public to the width of the actual use and be and remain, until lawfully vacated, a public highway whether it has ever been established as a public highway or not. 160.04. Except as otherwise provided, all roads hereafter established, except cartways, shat l be at least four rods (66 feet) wide. There is, however, some question as to whether the width of the actual use is the existing pavement or the 66 feet described in section 160.04 above. The --2- city should not allow platting and the sale of lots 1 or 2 until legal access and use of Beam Avenue is established. This should be done through court action. An unsuspecting buyer could purchase one of these lots and later find he has no access to Beam Avenue. If council allows development of lots one or two, con - dition to should be worded as follows: lo. Lots one and two shall not be platted, unless one of the following is accompl is hed: a. The courts declare that Beam Avenue is a public street with enough right -of -way to provide access for lots 1 and 2. All costs involved in this determination shall be paid by the developer. b. Beam Avenue shall be paid for Eby the developer and relocated within the plat. c. Council ordering Beam Avenue as a public improvement project. Council could omit this condition by substituting additional lots on Edward Street for lots 1 and 2, block 1. - In addition to the problem of street access to these lots lot 1 does not have sewer service. Allowing this lot to develop with a septic system will make it more difficult to assess when the city extends sewer in the future. If council still wants to allow thirteen lots to develop, lots I and 2 on Beam Avenue should be dropped in favor of two more lots on Edward Street. "12. Grading of the entire site to grades approved by the city engineer before final - plat 'approval. No material may be removed until the entire site is graded. This requirement may be waived by the director of public works if engineering data shows excess material on the site." Mr. Pi l eti ch would l i k e to delete the part of this condition requiring grading of the entire site before final plat approval. The problem with allowing grading of ,this site in phases is that there are three separate parcels of land. (See page g. ) While the overall site plan has a balance of cut/fill areas, the i n d i v i d u a l parcels may not be balanced. To ensure the entire area gets developed according to the present plan, all the dirt moving should be done first. Then even if the separate parcels are sold and developed independently, the grading will conform to the present plan. "13. The phasing plan shall be revised to include the extension of Adele Street to the north property line with phase II. Additional phases must be approved by staff." Beam Lakeside Addition Secretary Olson said the applicant is requesting approval of a one -year time extension and revision of preliminary plat conditions. Staff is recommending denial of the time extension. The commission questioned if this time extension is denied, would the applicant have to reapply for the plat and PUD. - Secretary Olson said yes, the new subdivision regulations which requires city water in a plat, would apply to the new plat. voya P i 1 et i ch , 860 Burke Court, said he would l i k e to review the vari ous items with the commission. He said he would abide. by condition #1. He would not bui beyond Phase I until city water i s available. The documentation outlined in condition #3 was for properties (3) on the north side. ! They have a grading plan. This is the only place where they would be grading on someone el ses property.. They did have op tion on the property up until now. He indicated that the final drainage, grading and utility plan is in front of the commission tonight. The change has been done. Director of Public Works explained what should be included on the required plan and it should be clear to be able to read it. Mr. Pi 1 eti ch indicated he wished to be informed of what is not complete on the drainage, grading and utility plan so he can get the work done. He has no problem with providing the developer agreement. He did not think that the grading around the existing -dike -wou 1 d have to be completed for the first phase of the plat. They do intend on doing the work. Condition #7 will not be a problem. He indicated he has the deeds combi ndi ng a residual 25 strip at Beare Avenue. He is working with the surveyors on Outl of A. He commented on the alignment and construction of � Beam Avenue. He said his mining permit shows how they are dealing with the erosion control requirements. He commented on the proposed street pattern in the plat. Chairman Axdahl asked if there was anyone else who wished to comment on the request. Bruce Mogren, 3989 McMenemy, indicated that his father, Gerald Mogren and Richard Schreier will be coventuring this project. They w i l l be backing Mr. Pi 1 etich on the proposal. They feel the lots would be marketable without the water. If the lines were placed in the streets for P ubl i c u t i l i t i e s and services placed into the lots, it would not be a great expense for the homeowners to connect when water is available. McKnight Road Maplewood, MN 55109 612- 777 -8060 Services for youth and their families March .28 , 1984 Mr. John Greavu, Mayor City of Maplewood 187 Crestview Drive Maplewood, Minnesota 55119 Dear Mayor Greavu: Due to the financial and moral support of the City of Maplewood, Minnesota, the East Communities Family Center (formerly the East Communities Youth Service Bureau) has provided youth and family services within the community, for the community. In 1983, the Center served approximately 1,600 community residents. The Family Center provided three major programs: youth diversionary services, mental health services and the PHASE Program, YOUTH.DIVERSIONARY SERVICES: In the RESTITUTION Program, 439 youth were held accountable for their lawbreaking behavior and yet were diverted from becoming involved in the juvenile justice system or court. The majority of these young people were referred to the Family Center by the police. Through the Restitution Program, youth were held responsible for their unlawful behavior and contributed sonlething back to the community through unpaid community work service, regained their self- respect and with no court record. (Maplewood Police referred 327 youth into the program). The restitution participants contributed the following voluntary community work in 1983. - Community work service ...................... 8,341 hours Services performed for the victims.......... 28 hours w - Monitary restitution to victims ............. $ 1,111.33 YOUTH DIVERSIONARY COUNSELING: Youth diversionary counseling wqs provided to an additional 74 youth and their families. These counseling sessions are usually short -term and focus on the youth and other family members improving communication and problem solving skills. CHEMICAL AWARENESS CLASSES: Chemical awareness classes were started in May of 1983, as a direct result of the Restitution Program, Approximately 214 youth had been referred into the Restitution Program due to their use of liquor or controlled substances. To address the issues of chemical use, the classes were initiated through cooperative efforts of the Maplewood Police Department and the Eas Communities Family Center. The presenters at these classes have included physicians, police, AA and Alateen members, school counselors, chemical dependency treatment professionals, nurses, and Mothers Against .Drunk Drivers. All of these individuals have volunteered their ti. In 1983, five chemical awareness classes were offered in which 130 youth and 175 parents attended. MEN L HEALTH SERVICES: The MENTAL HEALTH CLINIC provides psychiatric assessments, diagnosis, medical manage - ment of psychiatric problems, psychological evaluation and treatment to individuals, couples and families. In 1983, 209 individuals received these services with approxi- mately 600 additional family members also receiving services. The RASE Program is a special program within the mental health clinic. PHASE serves .:adolescent males between the ages of 13 and 18, who have committed a sexual offense. Most referrals into the Program are court ordered. PRASE is a family oriented pro- gram involving assessment, family, individual and group therapy, and psychological/ family life education. In 1983, PHASE provided services to 48. clients and approxi- mately 90 additional family members. The revenues which have financially supported these services conic from the local communities of Maplewood, North St. Paul, Oakdale, School District #622, Ramsey and Washington Counties, State of Minnesota, insurance companies and individual.payments. (No local monies are used to support the PHASE Program). Historically, the local minicipalities and the school district have contributed equal financial support. However, in 1983 and 1984, Maplewood and North St. Paul have not provided the same financial support as Oakdale and School District #622. We want the East Communities Family Center to continue to provide needed services in our communities and for our communities. All budget reductions have been made in 1984 that are possible without jeopardizing any of the basic programs. Even with these efforts, there is a budget deficit for this current year of 1984. We know that your budget is finalized. However, we are requesting that you consider appropriating $9,000 from contingency funds to the East Communities Family Center to equal the financial support from Oakdale and School District #622. Golob y Ramsey Count Public Health Department Environmental Health Division 10 West County Road d B Room 209 Roseville, MN 5511 3 A a er presented at a conference "Evaluating P p `� Waste Manag ement Options February 23.249 1984 Sheraton -Inn, Northwest Brooklyn Park, Minnesota Ramsey County generates approximately 414,000 tons of solid waste every year. Of that amount, staff estimates that yard waste represents about 60,000 tons. Yard waste for purposes of this presentation, is defined solely as leaves and grass clippings which are collected from single family dwellings. To prevent this organic material from being landfilled, the Ramsey County Board of Commissioners dedicated itself to large scale composting. The composted leaves will be converted from a disposal . burden into a useful resource . Six new centralized composting sites opened last fall: two were located in the northern suburbs while four were located in St. Paul. 1 is estimated that approximately 7,500 cubic yards of leaves were de.po i t -ed at the sites. Before you think about starting a program, there are a number of factors to consider. Table 1 lists those factors., TABLE 1 Factors To Consider Before Starting A Program 'Determine Potential Markets 4W Select Target Areas Contact Local Communities Identify Possible Compost Sites - Site Preparation - Site Monitor - Contact Police and Fire Departments Organize Leave Collection - Develop Publicity Compost Operation The first item which must be considered is determining the ,potential markets . Currently, staff f u ses a very s i mp l e two t i er 2 - strategy which may change in the future. Staff plans to give the leave compost or mulch away to County residents on a first come, first served basis. If the supply exceeds the citizen demand for compost, Environ- .mental Health staff w i l l contact the Public Works and Park and Recreation Departments and encourage them to use the compost. At this early stage in the program, the staff is optimistic that it will not have any problem dispersing the final product. The second step is selecting target areas for the.compost sites. The number of target areas obviously depends on the number of sites which you intend on establishing. It is important to choose the sites on the basis of their geographic location. If possible, the sites should be uniformly distributed throughout the city or county. Once the location of the sites have been determined, you must contact the local communities. When contacting a municipality within a county, it is advisable that you i ni ti al ly call the city manager who will generally refer you to a department manager. In St. Paul, staff initially contacted the Solid Waste section in the Public Works Department. They were informed that the Community Organizers in several Planning Districts would be contacted. (Many years ago, the City established 17 Planning Districts which provide a mechanism for residents to contribute to City government). After the, initial telephone contact, it is important to follow this with a letter detailing the proposal. It is essential to garner the local communities support. - 3 - R Then, possi sites must be identified. The sites should be located close to residents to increase their participation rate. Since people do not want to gaze upon windrows from their homes, it is very important to look for a visual screen such as shrubs, trees, or a small hill. The next step is site preparation which usually involves grading, leveling, and hauling materials. Recrushed asphalt was used on the site access roads to support traffic. In two instances,low lying tree branches had to be trimmed so that they would not interfere with traffic. Depending upon the site, it may also be necessary to cut down wild grasses and grade for surface water drainage. When developing the site, you must think about traffic flow because you do not want a traffic ,dam. At all of the sites informational signs were installed which identified each compost site. Directional signs were set up along the road, so that people would not drive by them. At several of the sites no dumping of trash signs were put up so people would not dump their garbage at the sites. You may want to consider installing a fence around the perimeter of a site depending on its location; snow fencing was used at two of the County's sites. It is also very important to install a simple gate to control illegal access. An individual was hired to monitor each site to assure a smooth operation. The site monitors directed traffic, assisted people in emptying their bags, and recorded data. Staff instructed the monitors to ask everyone the .following questions: How far did you drive? How many bags did you bring? And how did you hear about the program? It was very important to get feedback on the publicity efforts. - 4 - + It is advisable to contact the local police and fire departments so that they are aware of the sites and insure that they have a key to unlock the gate. After the leaves have been piled, one always runs the risk of vandalism occurring at the site. The County's collection method depended upon citizens dropping off their leaves at the site. The sites opened on October 22 and closed on November 20. The hours at each site were: Saturdays from 10:00 a.m. to 4:30 p.m., Sundays from noon to 4:30 p.m., and Wednesdays from 2:00 p.m. to 4:30 p.m. The response from the general public was very good. The majority of the residents brought their leaves to the site in bags; many others used pick -up trucks or trailers. The site monitors were so busy directing traffic and helping people open bags of leaves, that most of.them were unable to keep an accurate tally of the number of people who came. Staff estimates that approximately 5,000 homeowners used one of the sites. Many people commented to staff that they were very happy to have a place to take their leaves and felt that it was about time the County became involved in such a project. It gave them a positive of community spirit and involvement. The key to any successful program is publicity. Since the concept.of centralized composting was new to most County residents, a.general publicity campaign was used to introduce the concept. The objectives of the campaign were to explain what composting is, how to do it, why it is done, and where more information could be obtained. Publicity efforts fell into two categories. The first consisted of information wich promoted the entire program, whereas the second _5_ conta ined efforts specific to each suburb or Planning District. Table 2 lists the instruments which were used to publicize the project. The most effective method to promote the program was to distribute flyers door to door. We depend on our Public Works Department to actually do the field work. After a site is closed to the 9 eneral public, either the County's or a local municipality's Public Works Department constructs, waters, and turns the windrows. Adding moisture to the windrow hastens the decomposition rate. Front -end loaders Aurn or aerate the windrows at least four times during the year.
