CALL TO ORDER A regular meeting of the City Council of Maplewood, Minnesota was held in the Council Chambers, Municipal Building and was called to order at 7:01 P.M. by Mayor Greavu. B. F. PUBLIC HEARINGS 1. 7 :00 P.M. - Rezoning: Maryland to Lakewood a. Mayor Greavu convened the meeting for a p u b l i c hearing regarding the proposed rezoning of the south side of Maryland Avenue between Lakewood Drive and Sterling Street from F -Farm Residence to R -3 M u l t i p l e Dwelling. The Clerk stated the hearing notice was in order and noted the dates of publication. ,b. Manager Evans presented the staff report. c. Commissioner Dorothy Hejny presented the following Planning Commission report:. "Commissioner Prew moved the Planning Commission forward the following resolution to the City Council: WHEREAS, the City of Maplewood initiated a rezoning from F. farm residence to R -3, multiple for the following described property: Lots 5, 6 7 and B, Block 1, the north 224 feet of Lots 5 and 6, and all of Lots 7 and 8, Block 2, Beaver Lake Addition. NOW, THEREFORE, BE IT RESOLVED BY THE MAPLEWOOD PLANNING COMMISSION that the above described rezoning be approved on the basis of the following findings of fact: i . The proposed change is consistent' with the spirit, purpose and intent of the zoning code. 2. The proposed change will not substantially injure or detract from the use of the neighboring property or from the character of the neighborhood, and that the use of the property adjacent to the area included in the proposed change or place is adequately safeguarded. 3. The proposed change will serve the best interests and conveniences of the community, where a p p l i c a b l e , and the p u b l i c welfare. 4. Mayor Greavu introduced the f o l l o w i n g resolution and moved its adoption: 84 - 2 - 34 WHEREAS, the City of Maplewood initiated a rezoning from F, Farin residence to R -3, multiple for the following described property: Lots 5, 6 7 and 8, Block 1., the North 224 feet of Lots 5 and 6, and all of Lots 7 and 8, Block 2, Beaver Lake Addition WHEREAS, the procedural history of this rezoning is as follows: 1. This rezoning was initiated by the City of Maplewood, pursuant to chapter 36, article VII of the Maplewood Code of Ordinances. 20 This rezoning was reviewed b the Maplewood P l a n n i n g Commission on January 16, 1984. The Planning Commission recommended to the City Council that said rezoning be approved. 3. The Maplewood City Council held a public hearing on February 27, 1984, to consider this rezoning. Notice thereof was published and mailed pursuant to law. All persons present at said hearing were given an opportunity to be heard and present written statements. Commissioner Dorothy He jny presented the f o l l o w i n g Planning Commission report: "Commissioner Pel l ish moved the Planning Commission forward the following resolut- ions to the City Council: WHEREAS, the City of Maplewood initiated an amendment to the Maplewood Com- prehensive P l a n from SC, service commercial to RM, r e s i d e n t i a l medium density for the northwest corner of English Street and Frisbie Avenue. NOVI, THEREFORE, BE IT RESOLVED BY THE MAPLEW00D PLANNING Commission that the above described p l a n amendment be approved on the basis- of the following findings- of-fact: 1. It is not economically feasible to develop this whole site residentially. 2. Additional residential density will compensate for the loss of density in other areas of the city from plan amendments in the last year. 3. RM development would mace a better buffer for the hones on Fr i sb i e Avenue, than SC development; and WHEREAS, the City of Maplewood initiated rezon i ngs for the f o l l o w i n g described property: Unplatted Lands, subject to streets and avenues, the north 990 feet of the NE 1/4 of the SE 1/4 of Section 16, Township 29, Range 22. This property is located at the southwest corner of English Street. and Frost Avenue. NOW, THEREFORE, BE IT RESOLVED BY THE MAPLEWOOD PLANNING COMMISSION that the above described property be rezoned as follows: 1. The north 500 feet of the east 730 feet shall be rezoned BC, business commercial. 2. The north 760 feet of the east 990 feet, except the north 500 feet of the east 730 feet shall be rezoned R -3, multiple d w e l l i n g s . 3. The objective is to have the pay rates for all temporary and part -time employees .yet at one time in one resolution. Ba ckground It has been past policy to establish as the minimum payrate for each position the amount. specified by the State minimum wage law; (the City is exempt from the federal minimum wage law). It is proposed that this policy be continued. The current minimum wage rates are $3.35 per hour for those age 18 and older and $3.02 per hour for those under age 18. Individuals under age 18 employed part -t by a municipality as part of a recreation program are not covered by minimum wage laws. Regarding the maximum payrates, the majority of these have not been increased since January 1, 1980. The only exception i the payrate for the Engineering Aide posi- tion which was increased from $5.40 to $5.50 per hour on March 28, 1983. It is proposed that the maximum pay rates for each position be increased by 5% retroactive to January 1, 1984 with the exception of the Secretary, Accounting Clerk and Clerk- Typist positions. . For these positions, the maximum is equivalent to the starting payrate for a full -time permanent employee. Recommendati on Adoption of the attached resolution is recommended. The property owner abutting to the east supports this proposal provided access is provided to his property (refer to page 17 ) Comments This proposal is less desirable than the applicant's and Mr. Frattal one's . April 1982 proposal. The concern is that the addition of proposed Beam Avenue to the intersection of Keller Parkway and Arcade Street will worsen an already poor intersection. The present intersection is hazardous because of poor sight distances and the nonstandard angles of traffic flow. %. The addition of proposed Beam Avenue would complicate the problem. These problems cannot, according to the Ramsey County Traffic Engineer, be corrected or substantially lessened through the use of stop signs. Realignment of Keller Parkway, to redefine the intersection angles, would be necessary to correct these deficiencies. As aconsequence. access to the applicant's property should be provided nearer to his north line, as proposed in April 1982. . 4 Alternatives (in order of preference) 1. Approve the proposal made by the applicant and Mr. Frattalone in Apri1,1982, (page 12). This proposal was consistent with city codes and recommended for approval by the planning commission. Controversy over neighborhood compatibility resulted in denial, The intersection problem would be resolved. Three lots more than the present proposal would be created. Mr. Frattalone has stated that he is willing to cooperate with the applicant if this option is chosen.by council. 2. Approve the present twelve lot proposal (page 11). The traffic hazards associated with the Keller Parkway /Arcade Street intersection would be worsened. Mr. Frattalone would develop his five lots separately, all five of which would have. driveways onto Arcade Street. The proposal is otherwise consistent with city codes and the neighborhood character. 3. Approve the lot division for three lots requested in November 1983 (pagell ). This lot division should not be permitted because it would: a. Set an undesirable precedent for the creation of lots without access on a maintained public street. b. Without frontage on a street, the provision of public safety services cannot be guaranteed. c. No access would be provided for the land- locked property abutting to the east. d. Increased use of the present driveway could intensify the traffic hazards of Arcade Street /Keller Parkway intersection. e. Once a driveway is established for the three homes, it would be difficult to assess the upgrading to a city street with sewer and water. Recommendation Approve the Gervais Overlook preliminary plat for twenty lots which was considered by Council on April 15, 1982, on the basis that: 1. The location of the Beam Avenue intersection with Arcade Street is more desirable than the December 1983 proposal. 2. Ramsey County's upgraded County Ditch .7, together with the ponding to be provided on -site, would address the localized drainage concerns. 3. The Soil Conservation Service has stated that the soils on the fringe of the on -site wetland can be successfully removed and filled for building. 400 2_ 4. The lots would average. 14,679 square feet or 4679 square feet larger than required by code. 5 The proposal is compatible with the requirements of the Environmental Protection and Shorel and Ordinances, the Zoning Code and Land Use Plan, `Approval of the preliminary plat shall be subject to: 1. The City of Little Canada city water to this site. The plans shall be approved by the Maplewood city engineer. 2. Final grading,. utility and drainage plans shall be submitted for approval by the city engineer. These plans shall provide for: a. The lowest floor level (including basements) of all permanent structures shall be no lower than 864.6 feet. b. Compliance with grading, filling and water quality management plan ID requirements of Sections 36- 566(f) and 36- 567(b) of the Shoreland Ordinance. These plans shall consider the recommendations of the Soil Conservation Service in their 'January 9, 1984 report. 3. A signed developer's agreement with required surety shall be submitted to the director of public works for all public improvements, including a ,temporary cul -de -sac at the east end of proposed Beam Avenue. 4. Payment of a deferred water assessment. 5. Removal or relocation of the garage to comply with setback requirements. 6. Proof by land survey that the existing dwelling (and assessory structure, if retained) would be located consistent with setback requirements. 7. Submission of an opinion from a registered soils engineer that the lots as. proposed are buildable. This report shall include a statement of the remedial procedures necessary to any soils material that is .questionable as a foundation for building. 8. The name "Block 2" shall be placed on the lots south of Beam Avenue. 4 II. Deny the Gervai s overlook preliminary plat proposal for twelve lots, on the basis that the intersection of Beam Avenue with Arcade Street and Keller Parkway is less desirable than the alignment of Beam Avenue in the appli- cant's April 1982 proposal for twenty lots. -3- BACKGROUND Site Description 1. Gross acreage: 7.2 (with Mr. Frattal one's five lots--8.6) 2. Net acreage: 5.9 (with Mr. Frattalone's five lots- -6.7.) 3. Existing land use: single dwelling and accessory building 40 Easements: A twenty -food wide storm sewer easement across the southerly portion of the site (page 11), Surrounding Land Uses Northerly: single dwellings on large lots in Little Canada. These properties are zoned and-planned for single-dwelling residential. Easterly: undeveloped land-locked 1 and, planned and zoned for single - dwelling use. Southeasterly: property under condemnation for Ramsey County Open Space. Southerly: undeveloped rear yards of large irregularly shaped single dwellings. Westerly: two single dwellings and five undeveloped lots fronting on Arcade Street. (The undeveloped lots owned by Frank Frattalone, had been included with the applicant's site in the April 1982 proposal. Mr. Frattal one is i n ' the process of developing these lots separately of the applicant's site.) Past Actions 1 -2 -63: The ' fi nal plat for Lake Gervai s View Addition was recorded to create the applicant's property (Lot One, Block Three) and the lots abutting to the west. The preliminary plat (page 13) proposed a cul -de -sac (Gervais View Circle) from Arcade Street in the same location as presently proposed by the applicant. There is no record of why this proposal was abandoned. 12 -1 -80: The Planning Commission considered a lot di "vision proposal for the applicant's property which would have created three single - dwelling parcels (page 15 ), each without frontage to an improved and maintained public street. Denial was recommended on the basis that: 1. There appear to be other options available for better development of this area 2. The proposal is not consistent wi t.h the spirit and intent of the ordinance. 30 Once the would be developed, it would be difficult to upgrade it to a City street with City sewer and water and assess this upgrading. 4. A hardship has not been demonstrated to exist which is unique to this property. The applicant withdrew the proposal prior to City Council consideration. 4- .4- 15 -82: 1. Council denied a preliminary plat with twenty lots (page 12) on the basis that: .a. A drainage plan was not provided that resolved drainage problems in the area. b. The Council was not sati s i f i ed that soil problems could be corrected for suitable building sites. Council did not know the extent of the unstable soil conditions that would have to be corrected to meet building code requirements. c. The plat does not necessarily meet the character of the neighborhood or the size of the lots. d. The plat does not take into consideration the need to protect the environment. 2. Council also referred this matter to the Planning Commission to consider a twelve -lot plat or an RE -20 district that would encompass the area south of the boundary between the two cities, east of Arcade, and north of Keller Parkway. :3. Council reconfirmed its denial of the three-lot division proposed in 1980, (page 15). r 5 -5 -82: The appl i cant and Mr. Frattal one submitted a preliminary plat request 'for twelve single-dwelling lots (page 16) . This proposal was withdrawn on T6 -24 -82 because of financial i n f e a s i b i l i t y and because Mr. Frattal one decided - to develop his part of the site separately. 3- 14 -83: Council denied a planned unit development (PUD) for 42 double, town- house and condominium units proposed (page 14) by the applicant on the findings that: 1. The proposal does not address the water pollution and the water rung -off . probl ems . 2. It increases the vehicle traffic on local street. 3. Essential public services, such as streets, fire protection and utilities are not adequately provided, 4. The use fails to incorporate all the natural and scenic features into the design. 4 5. It would have an adverse environmental impact upon the existing area. 6: It has been demonstrated that there could be depreciation of the surrounding .property. due to the water run -off problems. This proposal for lower density cluster development was made in r=esponse to Council's 4 -15 -82 denial of a twenty -lot single- dwelling proposaY because it Aid "not take into consideration the need to protect the environment." Planning 1. Land Use Plan designation: RL, residential lower density _ 5 _ 2. Zoning R -1, single dwelling 3.. Permitted Density: 14 persons /net acre 4. Proposed Density: 8.3 persons /net acre (twelve lots) a. Including Mr. Frattalone' property (17 total lots)- -10.4 people /net acre b. The April 1982 twenty -lot proposal- -12.2 people /net acre 5. Compliance with land use laws: The proposed is consistent with pertinent city code requirements. Legal The City Attorney has stated that he could not successfully defend in court a requirement for minimum -lot areas larger than code requires, unless: 1) a public easement is required to preserve some natural feature such as a wetland . for ponding - over a portion of a lot(s) or 2) if the maximum permitted density would be exceeded. "Public Works - 1 . Sanitary sewer is a v a i l a b l e in Arcade Street. 2.. City water would be provided by the City of Little Canada. On November 22, 1983, Little Canada granted concept approval to provide water, provided that single dwellings are constructed. I. A grading permit has been issued to Mr. Frank Frattalone to develop the five lots fronting on Arcade Street. 4. The Metropolitan Waste Control Commission has granted Mr. Frattal one permission to hook up his five lots to the sanitary sewer in Arcade Street. Ramsey County Public Works The proposed intersection of Beam Avenue with Keller Parkway and Arcade Street, should be avoided. When streets do not intersect at right angles, sight dis- tances and right -of -way problems occur resulting in a hazardous situation. The County prefers to see Beam Avenue located to the north but has no authority to require the change. A storm sewer was laid across the southerly part of the applicant's property this past summer, as part of the upgrading of County Ditch Seven. This project -should significantly reduce localized flooding problems. Other Agencies. 1. Ramsey - Washington Metro Watershed District: a. A district permit is required for this proposal. b. The regulatory flood protection elevation for this area is 864.6 feet. This is the lowest elevation that any floor, including a basement, of a dwelling or structure be constructed. {Section 36 -566 accesso m .. 6 � - (g) of the Shorel and Ordinance.) c. Relative to Gervais Lake, the storm water holding capacity of the drainage pond required on this site is insignificant. The basin's principal function would be as a sedimentation basin for the applicant's property prior to discharge to County Ditch Seven and then to the wet- land to the southeast.. 2. The Soil Conservation Service(SCS): Development of the eastern edge. of that plat could result in erosion and resultant sedimentation of the wetland east of the proposed plat area. Sedimentation of this wetland could reduce its flood storage capacity which could affect the hydrology of Gervais Lake. (Recommended erosion control measures are presented in the SCS report dated 1-9-84.) Eight lots in the December 1983 proposal and fourteen lots in the April 1982 . proposal would contain "musk" type soil which presents severe limi- tations to development. This soil is unstable to foundations and streets and the water table is near the surface. If development does occur, all organic soil should be removed, replaced with suitable fill sufficient to raise the soil level above the water table, and allowed to settle before construction begins. Subsurface drainage will be moving toward Gervais Lake and will need to be given particular attention. Homes with full basements are not recommended. The on -site wetland together with the large wetland to the southeast have .more nutrient assimi l atian capacity than is necessary for this development. There is no reason to require the developer to provide for all of the assim- i 1 ati.on capacity on his site. Citizen Comments Staff surveyed the ten owners of abutting property. Of the five who replied, one was in favor (Manes--see attached letter on page 17) and four were opposed. Those opposed had the following objections: 1. The proposed intersection of Beam Avenue with Keller Parkway and Arcade Street is awkward and potentially hazardous. Comment: This is the only remaining access to the applicant's property unless right -of -way is obtained from P1r. Frattalone to the north. Staff concurs that the proposed intersection is less desirable than one located farther north. 2. The existing home at 2828 Keller Parkway would become an undesirable corner lot* Comment: 2828 Keller Parkway was platted in 1963. The preliminary plat (page 13) shows 2828 Arcade Street as a corner lot. There is no record why the interior street (Gervais View Circle) was not constructed. 3. What type of development will take place to the east? Comment: This presently land-locked parcel is planned and zoned for single dwellings. There is not enough area to permit a planned unit development of low density multiple dwellings as previously proposed by the applicant. _ 7 - 4. Who will pay for the sewer water? Comment: The applicant 5. This development jeopardizes the natural wetland. Comment: A drainage easement would be required over a majority of the wetland area. Preliminary Plat-- Gervais Overlook Secretary Olson said the proposal is a preliminary plat to create twelve single- dwelling lots. Staff is recommending approval of the 20 lot, plat Mr. Anderson said. he requests the Commission approve the proposal so he can start developing his property. He is working with the adjacent property owner for another access to the property. He " commented on the drainage system in the area and for his property. He requested the Commission recommend approval of the preliminary plat. The Commission asked which proposal Mr. Anderson would prefer, l 2 or 20 lots. Mr. Anderson said he would like the best of everything. He wouI d not care to cause problems with traffic and extra costs in the neighborhood. When the property adjacent to Keller Parkway wa s developed, it was lowered through grading. This did cause some p o l l u t i o n to the l a k e . He indicated they would prefer the 12 lot plat. Collins G SUBJECT: Policing of Battle Creek Regional Park As you are aware, I met with Ramsey County Sheriff Charles Zacharias and Ramsey County Sheriff Patrol Division Commander Fred Spencer on February 21, 1984. The reason for the meeting was to discuss a letter that Sheriff Zacharias had sent to Ramsey County Commissioner Brubacher outlining how the Sheriff's Department would handle the policing of the Battle Creek Regional Park. I discussed the letter with Sheriff Zacharias and Commander Spencer and advised them of some of our concerns and objections to it. After a great deal of discussion, they said that the Ramsey County Sheriff's Department would provide periodic patrol - where they would put a special emphasis on alcohol consumption, drugs, parking, etc., and also making certain that the closing hours of the park were observed. As I had expressed to you before, my major concern was the previous plan by the Sheriff's Department was in the ability of the Sheriff's Department or the inability of the Sheriff's Department to adequately respond to calls for service at that location with a minimum amount of time lost. Because of these concerns, it is my suggestion and recommendation that the Maplewood Police Department respond and handle all calls for service to this location and that the Maplewood Police ' Department and Ramsey County Sheriff's Department work jointly in patrolling this facility in an effort to maintain a safe and clean park for family use. I realize that while this is probably not the best situation for the City of Maplewood, it is a workable solution to the problems that we now face. The fact remains that the regional park, whether approved by the City or not, is still there and unless a large barrier is put around it, it will be used by the citizens from Ramsey County, Maplewood and other areas and when there are problems, they will have to be handled and that will be the direct responsibility of the Maplewood Police Department. Both Sheriff Zacharias and Commander Spencer have agreed to-monitor the activity of the park along with the Maplewood Police Department and make patrol changes and enforcement efforts as the activity dictates. Hopefully, with a joint effort of the Sheriff's Department and the Maplewood Police Department, we will be able to maintain a safe, usable recreational area for the citizens of Ramsey County at a minimal cost to the City of Maplewood, Attached is a copy of the letter I received from Commander Spencer. The existing water system serving the Stillwater Road /Maryland Avenue area in Service District No 6 . i s deficient in providing the required pressures and flows for domestic and fire demand. 2. A 16 -inch diameter water main along McKnight Road from Larpenteur Avenue to Maryland Avenue, then along Maryland Avenue from McKnight Road to Lakewood Drive and an elevated. 1-mi1 l ion gall water tank on the Beaver Lake School property is necessary to provide the minimum water service to this area. 3. Due to the recommended trunk main serving as a lateral main and the recommended elevated tank serving the entire district, city participation in the project financing is proposed. Recommendations 1. If the improvements are authorized, the facilities should be constructed as proposed in this report. ` 29 The Hydrant Charge Fund should be used for the proposed city participation. 3. The trunk main and elevated tank are essential in providing the minimum service to the entire service district. 4. If the improvements are constructed, check valves to prevent backflow from the Maplewood-high pressure system to the St. Paul low pressure system should be installed. -1- INTRODUCTION Booster service improvements to service area No. 6 were previously contemplated and studied under Project No. 78 -19. In 1979, the City Council ordered construction of water main on McKnight Road from Lar P enteur Avenue south to the railroad right -of -way. It was anticipated that this project could be extended to connect to the f a c i l i t i e s under the Mary- . land Avenue improvement. The ordering was subject to the Hill crest Development Corporation entering into a developer's agreement for payment of a portion of the improvements. The developer did not execute the agreement within the time limi- tation. and the project was, therefore, terminated. In 1981, a revised study considering only the McKnight Road water main improve- ment was authorized. As a result of the study, it was apparent that a substantial cost savings could be realized if the water main construction could be performed in conjunction with the county's McKnight Road improvement. The street improve- ) men is were anticipated to begin this year. Recent contact with Ramsey County indicates. that a more likely time for the construction of roadway along the subject route will be in late 1985 or 1986. Postponing the water main improvement two more years, in an area of the city with the most critical water service deficiency, may not be in the best interest of the Maplewood citizens. The existing system near the Stillwater Road /Maryland Avenue area has low static p ressures and simple hydrant flushing interrupts normal domestic service. During peak usage periods the St. Paul Stillwater tank operates dangerously close to empty. Several developers are rat develo currently uilding residential dwellings in previously Y approved PUD's and several other developers are seriously considering new develop- ments within the next year in the Maryland Avenue area. Area No. 6 is generally bounded by Beebe Road and McKnight Road on the west, Century Avenue on the east, Holloway Avenue on the North and Conway Avenue on the south with the exception of the Minnesota Mining complex. (See the attached map No. 1 for the detailed area.) EXISTING SYSTEMS The service area is currently served by a partially completed network con- sisting of a Secondary Booster Station- -water distribution piping (Northern System) and primary service directly from St. Paul--water distribution piping (Southern System): 1, Northern Svstem That area north of Montana Avenue receives water through the Beebe Road water pumping station. The station was built in 1975 to provide increased pressure from that which had been provided by the direct connection to the St. Paul system. Design of the station included sizing of the pumps to accom- modate the entire Service District No. 6 with an effective pumping rate of 2,000 gallons per minute (qpm). The inlet rate to the station is 1,200 gpm. The station was therefore designed with a 220,000 gallon reservoir for storage. The system is experiencing operational difficulties primarily because the pumps and controls were designed to operate in a larger network. The high service pumps are causing dramatic fluctuation in pressure due to the lack of sensi ti vety in the relays in relation to the small distribution system. 2. Southern System That area generally south of Ivy Avenue and Maryland Avenue, is currently served by the St. Paul Water System with primary booster service. The system W10 u .t tir P operates .off of pressures provided by the Hazel Park Pumping Station. Sections of the service area contain ground elevations too high to be served with -adequate pressures from the low pressure St. Paul system. Due to the physical constraints of the St. Paul system, it is not feasible to continue F this situation long term. The system is further supplied with stored water from the elevated tank located near the Stillwater Road /Stillwater Avenue intersection. This tank, generally during the peak usage periods, operates near empty. This is a result of over demand on the system that was not intended to serve both the properties in St. Paul and Maplewood. The combination of low pressures and lack of water storage has hampered fire fighting capabilities' in the past and will only become more deficient as development progresses. PROPOSED SYSTEM IMPROVEMENTS The proposed system improvements consist of installation of 16" Trunk Water . and Elevated Tank: 1. Trunk Water . Main A 16 -inch diameter water main is proposed along McKnight Road from Larpenteur Avenue 'to Maryland Avenue, then along Maryland Avenue from McKnight Road to the existing 16 -inch water main at the intersection of Maryland Avenue and Lakewood Drive. This installation woul -d connect the north and south systems and form an - integrated high pressure service district capable of providing the pressure needs to upgrade current conditions. Because of the resultant higher pressure system within the benefited area, a physical separation must be made between this area and the lower pressure system in St. Paul. This would be accomplished 'by means of closing several inpl ace gate valves at the city boundary and installation of a check valve on the 8 -inch water main near the Stillwater Tower. The check valve would - 4 - prevent backfl ow and would prevent flowage from the Maplewood high pressure system to the St. Paul low pressure system. During periods of extremely high demand,and if Maplewood pressure would drop below St. Paul's, the valve would open causing water to flow into the Maplewood system. 2. Elevated Tank The proposed elevated water tank would have a storage capacity of 1 million g a l l o n s . Attached to this report is a recommendation from the city's consulting engineer on the specific design and estimated construction cost of the proposed facility. The tank is proposed to be located in an easement situated on the Beaver Lake School property. This location was chosen instead of the Midvale Place /Ferndale Street location, as recommended in the Maplewood Water Report, since the later is situated immediately adjacent to residential properties. The facility would provide the required storage for pressure equalization and fire protection in the entire secondary booster service area. In order to connect this tank to the system a 16 -inch 'diameter water main be constructed along the Magnolia Avenue ROW from Ferndale Street to the tank location. This elevated tank and connecting mains are required to provide adequate service to the area and are necessary improvements to implement the booster system. Additional pumps and supply line to the Beebe Road pump station may be required in the future. These improvements w i l l depend on ultimate development in the service area and the rate at which the development occurs. ESTIMATES OF COSTS r A detailed itemization of costs based on the various classifications of work have been prepared as part of this report. The cost estimates are on file i n the City Engineer's office. The estimated project costs include construction cost, construction contingencies at 10% and indirect costs for engineering, legal and administrative expenditures at 32%0 - 5 - 'PROPOSED FINANCING The following financing proposal considers assessing benefited properties adjacent to the water main improvement on a front -foot basis, benefited properties in Service District No. 6 on a unit charge basis, and city participation. The city participation would offset the cost of overs i z i ng the 16 -inch diameter water main along McKnight Road and a portion of the cost for t*he elevated tank. This participation would be by means of the Hydrant Charge Fund. .UAT:ER :MAIN LATERAL ASSESSMENT The proposed 16-inch. diameter trunk water main would directly serve the abutting properties along Maryland Avenue as a lateral facility. Assessing the total cost of this trunk water main to the abutting properties would not be equitable nor justifiable. We, therefore, have proposed to use a front -foot assessment rate of $25.00/F.F. which is considered to be compatible with current assessment rates for lateral water mains, and with the benefits received from a 'Tat:eral facility. In addition to the front -foot assessment any properties receiving water service stubs would be assessed the actual cost of the service. 0NIT CHARGE ASSESSMENT Benefit from the construction of an elevated tank is proposed to be assessed on a per -unit charge basis. The unit charge is based on the anticipated water :consumption within the highest and best use of the property. This use is con - .sidered -to be the current designated land use, as established in the adopted "Maplewood Comprehensive Plan." The base -unit charge - has a flow equal to that from a single - family dwelling. For example, a typical multiple dwelling (duplex) - is estimated to consume twice the flow of the single - family d w e l l i n g , and therefore, - the multiple dwelling is assigned 2 units while the base unit, the single- family d w e l l i n g , is assigned 1 unit. Attached to this report is the computation data which uses population density data, estimated per capita consumption rates and .estimated acreage flows for various types of land uses to formulate the "unit charge. 1' _ 6 _ CITY PARTICIPATION The estimated cost of the city's portion of the project is $655,600.00. This .cost would offset the overs i zi ng of the 16 -inch water main along McKnight Road and a portion of the cost of the elevated tank. This participation is proposed to be by means of the Hydrant Charge Fund. A combination of direct withdrawal financing by means of revenue bonds to be amortized under debt service is proposed, The current hydrant fund balance is $497,000.00. , Allowing for a $50,000.00 emergency repair fund bal ance,reduces available funds for a direct withdrawal to $447,000-00 ($497 00,00-$50 000.00) . The remaining balance of $208,600.00, ( $.655, 600.00 -$447 , 000.00) should be financed by means of revenue bonds and amortized .under debt service. It should be noted that for each $ of increased debt service that the hydrant charge must be increased by 4.8/ (on a typical single - family residential dwelling, the hydrant charge would increase by $0.48 per year per $50,000.00 of debt service) . The proposed tank Is to be located on the Beaver Lake School property and the feedermain Is to be constructed from the proposed tank to the 20" trunk watermain ,located on the Ferndale Street. Included in this report will be a discussion and recommendations for the construction of these facilities as well as an estimate of cost. The proposed tank is to be located in Area 6 of the Maplewood water -1 system as designated by the 1975 Program Report. Water will be pumped to the tank for storage by means of the Beebe Road pumping station through 'a network of 16" and 20" feedermains. The existing pumping . capacity of the station is adequate, however, additions to the control system will be required to maintain a proper level in the tank.' The storage capacity of the tank will be 1 million ,gallons. In - this .size range a hydropillar style has been the most cost- effective design _:and is therefore the recommended tank style. The head range of this -size and style of tank is 40 ft. The ground elevations in Area 6 to be served by the tank are from 960 to 1050 MSL. We therefore recommend that the overflow elevation of the tank be established at 1160. This would provide a static system pressure to the service area of between 40 and 80 lbs . per square inch during normal operations. The construction of the tank should include the construction of an access goad for maintenance operations as well as a fence for security purposes, These items have been included in the cost of the project. In :conjunction with the preparation of this report a subsurface -ex lor:ation program was undertaken. Reconunendat ions included in this P P 9 . .program consist of the excavation of 15 f t. of material and ba ck f i 11 with granular material in order to provide an adequate foundation for the tank. We recommend a detailed review of that program and that all provisions included therein. be considered during the tank construction. In . addition to the tank, a 16" feedermain is proposed. The feedermain will extend north from the tank to the Magnolia Avenue right -of -way Icurrently 33 feet wide) and then run east i long the right -of -way to Y 0 Ferndale Avenue where it will connect to the 6 nplace 20" main. This main will be constructed through some low and potentially wet areas. In accordance with the subsurface exploration program, the placement of granular pipe bedding is recommended. A detailed estimate of cost for the proposed tank and feedermain is on file in the office of the Director of Public Works. This estimate is based on current prices within the industry and includes allowances for contingencies and anticipated overhead costs. The estimated :construction cost of this project is $960,000. 'In summary, we find this project to be feasible and recommend that it be constructed in general compliance with the provisions of this :report.. ATTACHMENT 7' MEMORANDUM June 24, 1983 To: Dave Pi l l atzke From: Deputy Fire Marshal James Embertson Subject: Water Flow Test - Ferndale and Maryland Area On various occasions the fire departments have had complaints of inadequate water supplies in the above- mentioned area. On one occasion, with the area being used for a pumping drill, utilizing the aerial device, it was requested that they stop, as the Beaver Lake Estate Trailer Court did not have any water supplied to them. Z -3 MEMORANDUM TO: City Manager Barry Evans FROM: Director of Emergency Services Larry Cude DATE: March 6, 1984 SUBJECT: Contingency Funds b Rej Date In late January of 1984, this department was advised that the warning siren located at 170 fire station had failed to operate. Preliminary checks were made and it was determined that the problem was beyond the routine service situation. Collins Electric of St. Paul was called and asked to repair the unit. Their examination revealed that the blower section of the siren was "locked ". This section was removed and sent to Hedmet Machine of North St. Paul for repair. Hedmet found worn bearings and replaced them. The blower was reinstalled and again it failed to operate. During a second examination by Hedmet Machine it was discovered that the case of the unit was warped and that because of internal friction, there was evidence of some metal bluing, the result of high heat. Hedmet Machine does not have the equipment necessary to correct this warpage. On 3/6/84 we called the manufacturer of the siren to determine if they have repair service, whether rebuilt units are available, or if a new blower must be purchased. The manufacturer recommends purchasing a new unit. This was determined due to the warping of the case which requires .003 of an inch uniformed tolerance on the sides and .001 on the ends. Delivery of the unit will be two weeks after order has been placed. To date we have paid Hedmet Machine $210.00 and have been billed by Collins Electric for $132.20. We expect a second bill from Hedmet Machine for the second examination for about $100.00. Based on the above information we request Contingency Fund transfer to Account 012 -4430 for the amount of $2,300.00 be placed on the next City Council agenda.
