Human Rights Commission INTRODUCTION The City Council will be conducting a continuation of interviews of candidates for the Human Rights Commission and Planning Commission. There are a total of six openings: one on the Business & Economic Development Commission; two on the Human Rights Commission; one on the Parks & Recreation Commission, and two on the Planning Commission. These are vacancies due to terms expiring, which were not filled during the last round of interviews, and some resignations. The Council interviewed three applicants during the June 4th Council Workshop and will interview one applicant during the June 11th Workshop. Applicants are given 15 minutes to interview. RECOMMENDATION Staff recommends that the Council interview the candidates as indicated in the schedule below. The suggested questions will be submitted under separate cover to the Council. During the interview process, Council Members should fill out their ballots. Once the Interviews have concluded, Council Members should submit their ballots to staff, which will be tallied with the results brought back to the Council during a regular meeting at a later date with recommendations for appointments. I have spent my career empowering youth to be active in government; I would like to be an model of civic activism to the many youth I serve and to my own son. 5. Do you have any specific areas of interest within the Board's or Commission's scope of responsibilities? Overall I am interested in the education and service of the commision's scope. More specifically, I am interested in the voter 10 ammendment and the marriage ammendment discussions that have been going on recently. 6. I work at the YMCA of Greater Twin Cities, specifically in a partership with the City of Moundsview. I have volunteered for Youth in Goverment for 6 years. I was an election judge for 4 years in Mankato. I have started 2 youth voice in local government programs that get youth on local boards in their county or city level government. Please share any additional comments on why you should be selected by the City Council. Cnn1mi:o.:ooinn' -'.fljl)icatinn.dnt'> La,t Updated: HN/211 I II Workshop Packet Page Number 2 of 5 Work Session Agenda Item E1 AGENDA REPORT TO: City Council FROM: Charles Ahl, Assistant City Manager Sarah Burlingame, Senior Administrative Assistant SUBJECT: Discussion on Charitable Gambling DATE: June 5, 2012 INTRODUCTION Each year, the City Council conducts a process to award the limited charitable gambling funds that are provided through the collection of a percentage of charitable gambling within the City limits. The past few years, award amounts have been in the $25,000 - $30,000 range. The Council has requested a discussion at a work session on the method that these funds are awarded. This is being done in advance of the 2012 award process. Background for Discussion Our recent year’s process has involved providing the Council with all the applicants for the funds and then asking the Council to allocate the amount of funds available. The staff takes each Council Members ranked list and does a mathematical percentage to distribute the funds. If only one Council Member chooses to distribute funds to an organization, that organization is dropped from consideration and the mathematical percentage is redistributed. Following is a summary of surrounding Cities process for collection and distribution: City % Collected Process Arden Hills 10% All goes to Public Safety Capital (Equipment) Little Canada 10% Goes into internal special fund - used towards fireworks and youth recreation programs North St. Paul - No collection of funds, requires 50% of net profits be spent in North St. Paul trade area Roseville 10% Transferred into the North Suburban Community Fund to distribute to Roseville Based Charities Shoreview 10% Split evenly between city sponsored organizations quarterly (Historical Society, etc) St. Paul 10% Lawful gambling applicant chooses on application to either give the 10% to the Youth Foundation or to an org on a predetermined list provided by the city. List generated annually by an advisory board consisting of 1 youth & 1 adult from each City Council districts and 4 at-large members. Organizations must apply to be included on the list annually. To qualify, must benefit St. Paul Youth Workshop Packet Page Number 3 of 5 Vadnais Heights 10% Community Service Fund - budget various amounts to help with emergency monetary requests from citizens. Requests limited to $300, can only make 1 request per calendar year. Requests approved by committee of 2 council members, City Administrator and 1 resident. Meet via email - need 3 yes votes to approve application. Funds to help emergency requests to help prevent eviction, hunger, etc and also reserve some funds to help with general requests for projects that benefit the city (boy scouts, etc), tend to help more families with children. White Bear Lake - No Collection of funds, requires 50% of net profits be spent within WBL trade area Woodbury - No Collection of funds, requires 80% of net profits be used to support recreational, cultural, and civic programs benefiting the citizens of the city Recommended Action It is recommended that the City Council discuss the process for distribution of Charitable Gambling Funds and provide direction to staff on any changes to the process for 2012. Workshop Packet Page Number 4 of 5 Work Session Agenda Item E2 AGENDA REPORT TO: James Antonen, City Manager FROM: Charles Ahl, Assistant City Manager SUBJECT: Regional Rail Property Negotiations DATE: June 5, 2012 INTRODUCTION The City of Maplewood entered into an agreement in 2006 that provided for the possible sale of the Bruce Vento Trail property between Beam Avenue and I-694 to the Ramsey County Regional Rail Authority [RCRRA]. The City of Maplewood acquired this property from the Burlington Northern Railroad as part of the construction of the realignment of County Road D. An agreement on the terms of a sale, the condition of the legal nature of the property, nor the final valuation was never accomplished during 2007 or 2008. RCRRA has agreed to re-open negotiations for a possible sale. It is anticipated that the City Council will go into a closed session to discuss negotiations and issues related to this sale and to receive an update on negotiations from Assistant City Manager Chuck Ahl and City Attorney Alan Kantrud.
