Mark Philips, DEED Commissioner of the Minnesota Department of Employment and Economic
Development addressed and gave a presentation to the commission on local economic
development.
6.UNFINISHED BUSINESS
a.Update of Highway 120 and Interstate 94 Intersection
i.Planner, Michael Martin gave a presentation on the update of the Highway 120 and
Interstate 94 Intersection.
7.VISITOR PRESENTATIONS
a.BEDC Liaison and City Councilmember, Marv Koppenspoke about redevelopment of an
office building which is good for the tax base in Maplewood.
8.COMMISSIONPRESENTATIONS
a.Chairperson Jenkins announced that 3M was acknowledged intheFortune magazine as
th
ranking the 17most respected companyin the country.

a.Development SummaryUpdate
i.Planner, Michael Martin updated the commission on new development in the city.
-LA Fitness is goinginto the old Circuit City Building
-Kline Auto World applied for a CUP to sell used cars at their lot
-The City of Oakdale is working on the Tanners Lake Redevelopment potential and that
could affect parking on the Maplewood side of this developmentarea. This potential
redevelopment will be discussed at a workshop held at the City of Oakdale on
Tuesday, March 27, 2012.
b.Update on Work Plan and Consultant Schedule
i.Planner, Michael Martin said there is a consultant identified to come to the April BEDC
meeting to discuss the work plan to use the time efficiently.
Chairperson Jenkins saidhe would be absent at the April BEDC Meeting. If commission
members havenotes on things the commission would like to discussin 2012 they should
pass those along to staff so staff can prepare information for the consultant and bring it back
to the commission at the BEDC meeting in April.

INTRODUCTION
Janna King will be attending the business and economic development commission (BEDC)
meeting on April 26, 2012. Ms. King will assist the city indevising strategies for effective
business retention visits and redevelopment projects.
DISCUSSION
Staff has contracted with Ms. King in order to help the city create strategies on how to approach
business retention and redevelopmentprojects. Ms. King has started to study Maplewood and
its practices to see what else the city could be doing to further enhance its economic
development efforts.
Ms. King has requested that at the April 26 meeting she be afforded the opportunity to get to
know each of the commissioners and what experiences and backgrounds they bring to the field
of economic development. Each commissionershould be prepared to talk about themselves
and their background. Also, each commissionerwill be asked to talk about what they feel are
the biggest opportunities and challenges for Maplewood in terms of economic development.
After the introduction period, Ms. King will have a prepared presentation and discussion for the
commission. Ms. King will be afforded the majority of the meeting time on April 26. Ms. King’s
resume has been attached to this report for your information.
RECOMMENDATION
Cometo the April 26, 2012 BEDC meeting prepared to discuss economic development with
Janna King.

Combining HRA & BEDC
SUBJECT:

INTRODUCTION
This past March,at their annual retreat, the city council established economic
development asits primary goal. City staff has been discussing ways to
implement and support economic development and feels that one facet of this is
to streamline the development review process. One idea is combining the HRA
(housing and redevelopment authority) and the BEDC (business and economic
development commission).
Combining these commissions makes sense since both commissions have
similar pursuits and goals, namely sustaining and improving developed
properties in the city, though the HRA’s focus is housing and the BEDC’s focus is
business.
Another reason is for combining the HRA and BEDC is that there is already an
overlap in membership. Combining both committees would improve the
continuity betweeneachwhich is the purpose of the dual membership.
Discussion Scheduled
The city manager has scheduled an upcoming council/manager workshop to
discuss economic development, including the possible combination of
commissions. The date of this discussion is June 4, 2012.
RECOMMENDATION
Advise the city council on whether the BEDCwould support a combination of the
HRA and BEDC advisory groups.
