CALL TO ORDER Chair Schmidt indicated that there was a quorum and called the meeting to order at 7:031 2. APPROVAL OF THE AGENDA Parks Manager, Jim Taylor requested to add the Marshland Presentation as Agenda Item 8C. Commissioner Schmidt moved to approve the agenda as amended. Seconded by Commissioner Fischer The motion passed. 4. APPROVAL OF MINUTES a. February 15, 2012 Commissioner Fischer moved to approve the minutes as amended. Review and Approval of the Draft 2013 -2017 CIP Parks Manager, Jim Taylor, updated the Commission on the Review and Approval of the Draft 2013 -2017 CIP. The Commission discussed the Review and Approval of the Draft 2013 -2017 CIP. Commissioner Fischer moved to recommend approval of the CIP plan as presented by staff. Seconded by Chair Roman Ayes: All b. Open Space Priorities Natural Resource Coordinator, Ginny Gaynor presented information and the process of the Open Space Priorities. 8. STAFF PRESENTATIONS a. Priory Preserve Conservation Easement Natural Resource Coordinator, Ginny Gaynor presented information on the easement agreement with the prior. b. Deer Population Natural Resource Coordinator, Ginny Gaynor gave an update on deer population and the City's process to control it. c. Marshland Presentation Natural Resource Coordinator, Ginny Gaynor gave a presentation on the process for the Marshlands project. 9. COMMISSIONER COMMENTS Commissioner Fischer— Thanked Ginny Gaynor for attending the meeting, the information she provided was very helpful. Also, stated that he feels the Commission made a mistake not involving the residents on the Roselawn Park issue and feels it is important to make sure the residents are involved in the process. Commissioner Schmidt — Apologized for missing the February Phalen Stewards meeting. 2 Commissioner Sonnek —Asked how many parks have been adopted Mr. Taylor said he would get that answer for her. Commissioner Sonnek also had question about how the abnormal winter will affect the natural Resources. Commissioner Erhardt —Asked how we get the word out for the adopt a park program. Mr. Taylor explained how we get the word out for this program as well as market all of our programs. Commissioner Erhardt went on to ask if we can advertise to neighborhoods during National Night Out. Staff agreed that was an excellent idea and will work on getting the word out on that evening. Commissioner Roman — Agreed with Commissioner Fischer that we should have handled Roselawn better. In addition Commissioner Roman gave an update on the Fish Creek Committee. Mayor Rossbach (Council Liaison to the PRC) - Thanked the Commissioner for their annual report. Asked how the Roselawn proposal came to be. Mr. Taylor talked about the process that was followed to this point. Mayor Rossbach recommended to the Commission that they wait until application is made before having it on the Commission agenda. 10. ADJOURNMENT Commissioner Fischer moved to adiourn the meeting. Our current City Code does not specifically address a PAC fee for redevelopment. Staff feels that it is important to have our policy on redevelopment properly addressed in the Code. DISCUSSION The City is experiencing more and more redevelopment. Staff is looking at our City Code to specifically address these redevelopments from a PAC fee stand point. Upon contacting many surrounding communities we have found many examples of City Code that accomplish what we are trying to do. Staff is proposing some specific language changes to our existing code that address redevelopment. Staff feels that in fairness, if a parcel was already charged a PAC fee they should be credited for previous PAC paid. Attached you will find a draft of the amended code. RECOMMENDATION Staff recommends that the Parks and Recreation Commission approve the revision to the City Code as it relates to the Park Acquisition Charge and redevelopment. This equipment is showing some serious wear and tear and in a lot of places is unusable. DISCUSSION As reported to the Parks and Recreation Commission at past meetings staff has prioritized our area playground equipment replacement needs. While doing this assessment Geranium Park was listed as our top priority. This playground will be paid for out of the CIP Fund money (general tax levy dollars) that the parks received for 2012. Staff is looking for input on the process that the Commission would like to see followed for this playground replacement. RECOMMENDATION Staff recommends the Parks and Recreation Commission discuss the project and how they would like to proceed with the neighborhood process. AGENDA REPORT TO: Parks and Recreation Commission FROM: Jim Taylor, Parks Manager SUBJECT: 2012 Trail Overlay Projects DATE: March 14, 2012 INTRODUCTION Parks and Public Works staff has identified six trail systems for overlay in 2012. These projects are funded in the Public Works budget and pending funding this program will continue over the next couple of years. DISCUSSION The trail systems identified in 2012 are City Campus, Harvest, Playcrest, Nebraska, Geranium, and Hazelwood. The total for this project will be $82,867.20. These systems will consist of nearly 15,000 feet of 8 foot wide trail being overlaid. This is a significant investment into our trail system and one staff feels is badly needed. RECOMMENDATION Staff recommends the Parks and Recreation Commission support the 2012 overlay program.
