1. CALL TO ORDER
Chair Roman indicated that there was a quorum and called the meeting to order at 7:02PM.

Commissioner Erhardt requested that "Seconded my Commissioner Erhardt' be corrected to

Park. He discussed with the Commission what process they felt was appropriate for it.

Parks Manager, Jim Taylor, stated that from a Staff perspective, they realized that they needed to
back up the process. The recommendation moving forward and will continue to be that we will not
bring it back to the Commission until the application is made. There has not been a building
application, just talk of it. When the application is received, residents within 500 feet of the
adjacent property will be notified and a public hearing will be set at the Park Commission. The Parks
Commission at that time will have a chance to reconsider their vote if they would like.
Commissioner Brannon stated that he would forward the Spring Cleanup information onto his Boy
Scout Troop as well.
Commissioner Schmidt stated that the Lake Phalen Clean -Up is scheduled for April 14, and they
would be serving coffee, treats, and getting organized at 8:OOAM /8:30AM at the pavillion. Anyone is
welcome to stop down and participate.

Commissioner Sonnek commented that as a member of the White Bear Lake library they have free
computer classes. They have developed geocaching classes for the first time and she will be
teaching them. They will be having two sessions, one will be held at the Roseville library and the
other at the Maplewood library. They will have GPS's at the class to learn the basics of geocaching.
Those who wish can sign up for free by going to the library's website or by calling the library.
Chair Roman mentioned that comments have been made by other commissions regarding the
Roselawn Park that this has been approved by the Parks Commission and Chair Roman felt
uncomfortable with it. He was inquiring if anything can be done; to change that.
Jim Taylor, Parks Manager, stated that essentially a recommendation of approval from the Parks
Commission was made. Staff is committed, and the Commission has requested that it comes back
to the Parks Commission. The other commissions that were speaking technically were not speaking
out of turn. With that being said, it is very clear that it is coming back to the Parks Commission for
reconsideration.
Chair Roman inquired about a discussion about their evaluation of the Four Seasons Dog Exercise
Area.

AGENDA REPORT

SUBJECT: Gethsemane Park Improvements

Parks and Recreation staff have been working with the Public Works Department on the
Bartelmy Meyer neighborhood redevelopment project. During this process, plans called
for a large raingarden in the Southeast corner of the Park. In return for this, the project
will help fund some needed improvements in the Park.

Last fall, Parks and Recreation staff met with Public Works staff to discuss this
neighborhood redevelopment project. Generally, when these projects occur they use
neighborhood parks to help with the stormwater by creating raingardens. As in past
practice, the park usually gets an added amenity in return for these raingardens. Parks
staff indicated the need to improve playground equipment for the residents in the area.
Currently, all that exists is a slide and a climbing structure. All other equipment needed
to be removed for safety and overall condition reasons.
In early March, City staff sent a Request For Proposal to five playground vendors in the
state. The RFP was fairly simple we gave them an $85,000 budget and asked them to
come up with a dream park with a Northwood's feel for an age range of 5 -12 year olds.
We received four proposals back. The project team including, Parks staff, Public Works
staff, and members of Kimley Horn met and narrowed the proposals down to two. This
was based on Play Value and meeting the specifications of the RFP. At that meeting, it
was decided that the two proposals to be presented to the residents would be Little
Tikes Commercial represented by Flanagan Sales, and Burke represented by St. Croix
Recreation.
On April 3, staff presented the two proposals at an open house with the neighborhood
residents. On April 4, staff brought the proposals to Gethsemane School to show them
to a group of students. From this meeting the Little Tikes proposal was overwhelmingly
selected.
All of the companies that turned in proposals were very competitive. Many offered
special discounts to be as competitive as possible. The Flanagan /Little Tikes proposal
was presented with a $22,746.16 discount giving us a lot of extra play value.
RECOMMENDATION
Staff recommends that the Parks and Recreation Commission show support for the
Flanagan Sales /Little Tikes proposal that was selected by residents of the neighborhood
and student representatives from Gethsemane School.
