Housing and Redevelopment Authority (1 Vacancy) BACKGROUNDISUMMARY The City Council will be considering candidates to fill vacancies on the Environmental & Natural Resources Commission (ENRC), Planning Commission and the Housing & Redevelopment Authority (HRA). The vacancies on the ENRC and Planning Commission were created when current members' terms expired and they chose not to seek reappointment. The vacancy on the HRA was created when a commissioner resigned from the commission. The individual appointed to the HRA will serve out the remainder of that term, scheduled to expire on 09/25/2011. There are a total of 4 vacancies; 1 on the ENRC, 2 on the Planning Commission, 1 on the HRA. One of the candidates, Jim Bloemendal, seeking appointment to the ENRC was unable to be present at City Hall for the interview process as he is out of the state until the end of February. Staff has arranged for this candidate to interview with the Council via phone. When the council reaches his name on the schedule, staff will call Mr. Bloemendal to initiate the interview. I am also Interested in community gardens that contribute to any combination of usefulness including such as rain gardens for water quality, community vegetable gardens for food security, and prairie plantings for habitat and erosion prevention. As a person who enjoys walking, biking, swimming and cross country skiing or snow shoeing, I am interested in maintaining and improving these opportunities for Maplewood residents. 6. As a resident of Maplewood, I have been working on my own home, developing a native species garden in collaboration with my neighbor that captures water run-off from our driveways and to create habitat for birds and butterflies. By composting, and working with the RWMWD we have been trying different water collection and channeling methods to maintain better water quality and responsible use of fresh water for ourselves and neighbors. I am looking forward to the opportunity of serving on the Environmental & Natural Resources Commission to help facilitate thoughtful and responsible ways to work together fbr th6bett6rment of Maplewood community- both nature and neighborhood. As a professional teacher and coordinator ofiluitiple environmental partnership projects, some of the work of serving on this commission is familiar. She was ass igned to teach Secondary Science at the secondary school/ level i the East African nation of Tanzania. Randee entered training on September 24, ­2001 and Participated in an. intensive 1 0 -week program in Mor6goro,Tanzania. Randee Wallace Edmundson: successfully completed training and was sworn in as a Volunteer on November 28, 2007.. The. Ministry of Education and Vocational Education assigned her to Kongei Secondary School, which is-located in Kongei community, Lushot6 District of Tanga Region, Kongei Secondary School is a non-government-run boarding,school using an English langtiage medium of instruction. She was one of 16 teachers teaching underprivileged students, ljo ha& limited English skills, due to the fact that Swahili was the language used in their homes and in their primary schools. The school has an enrollment of approximately 400 girls students and offers the first four years in secondary education, known as "Ordinary Level", Randee was 6 School - responsible for teaching Ordinary Levels (Equivalent to High chool in USA) of Biology an Chemistry, over two years, according to their respective mandatory syllabi in preparation to advanced level equivalent to college preparation in USA. K onge i comm unity is a rural farming community in the Usambam Mountains 15 kin from the small town of Lushoto. The site has a private secondary girls' boarding school and a government primary school. The secondary school services the larger region with 400 students at 4 grade levels and the primary school serves the immediate community with over 1000 students at 7 grade levels. Tanzania Addvuys: 3GA Zambia Road, P.O.Box 9123, Dar es Salaam, Fax 255 22 266 8354; TELE 255 22 266 7372, 266 7365,2668352 w;, DC Packet Page Number 12 of 34 Workshop Agenda Item E 1 a-c Randee's more noteworthy accomplishments include- • Working together as a team w ith three secondary science teachers of Biology, Chemistry an d ph a nd one geography teacher sharing ways to teach - hands -on science for i mprove d l earn i ng us local rftaterials and sharing different strategies for organizing science learning through assigning student lab and study groups, using science notebooks for experimentation and reflections and the development of biology study guides for every biology unit. • Designed and implemented teaching strategies pairing inquiry based science and literacy for English language learners(ELL) to improve language proficiency in collaboration with teachers of English at the secondary level. • Success rates of students taught over two years by Randee resulted in 75% of the students improving their performance as indicated. by grades and national test results, • Created afterschool -club for students interested in science with 9 active participants (all girls) who designed and constructed the school's first ever human anatomical models - using local materials. • Created a Biology lab W student generated teaching/learning aids including anatomical models, aquarium with local fish, and permanent topic posters designed by multiple students at all grade levels,. Developed and implemented the use of the computer lab for biology learning through organizing and providing Power Points on all biology syllabus topics with pictures and graphics resulting in 313 students trained and successfully able to upload and view power points to get information on critical biology topics. Created after school music club for students interested in learning how to read music through playing the recorder. There were 9 active members the first year and 18 the second year. The results are five students proficient in reading music with enthusiasm and ability to be the music teachers next year. (all girls) • Created a Girls Peer Leadership Group together with teacher counterparts for teaching Life Skills and,HIV/AIDS with 28 active participants teaching to all four levels of secondary school. The student group has completed the second year of teachingpeers and is preparing new participants from the now Form I students. Tangible results are 420 students trained in communication skills to use in negotiating with boys and peers to prevent risky behavior and practice on a model applying a male condom and instruction on applying a female condom correctly. Co-organized a week-long girls' leadership workshop for primary and secondary students addressing HIV/AIDS, Life Skills and nutrition through bio intensive gardening and food preservation, and marketable skills for income generation. This was followed by a one day workshop of similar activities organized by the local teachers and People Living With HIV AIDS (PLWHA) group from Lushoto at one of the rural primary schools. • Organized a one-day seminar addressing HIV /AIDS prevention, care and stigmatization for primary teachers and village religion teachers (Muslim and Christian) from three schools (22 participants). This group decided to start teaching youth at their homes on weekends and to plan a two-day seminar for those adolescent youth (1/2 boys/ 1/2 girls) in the village that cannot afford to continue on in secondary school. Those seminars included a session teaching transmission and prevention of HIV. Eleven Tanzanian primary teachers successfully taught these lessons as a result of their training. The second day included a field trip to local trade skill programs (affordable) for youth including welding, motorcycle repair, sweater making and computers, and a lesson on STD's. The results of youth enrolled in these programs is yet to be known Developed bio-intensive and permaculture gardens at three primary schools in the area, teaching nutrition for PLWHA and for families caring for many vulnerable childxpn, learning how to grow more food in a small place close to home. These initiatives'resulted in five village adults trained to teach these techniques, helping and often hired to develop more gardens. Now there are also many small gardens at the homes of villagers and two demonstration gardens in Lushoto town for PLWHA groups. All three schools have documented results of feeding more vegetables to their students, selling vegetables to teachers and villagers providing money to buy seeds for the next planting and oil to cook vegetables and providing seedlings to students for bin - intensive gardens at their homes. , All three schools have expanded the number of planting beds ftorn 6 to 16 or more. Randee developed a seedling garden at her home with local nutritious plants to use to start new gardens in the community. Randee served for one year (2008-09) as a member of the Peace Corps peer support group, Peer Support Diversity Network (PSDN) providing support as needed to fellow volunteers such as stress management, conflict resolution, medical escort, and personal reflection and problem solving. Secondary Projects: Tan addition to teaching classes as part of the school teaching team, Randee Wallace Edmundson lived alongside other school teachers, sharing the same challenging living conditions as her neighbors and participating in community life in a culturally sensitive manner. This led to working with the community on some secondary projects, including: Randee, listening to the many needs of the government run primary school adjacent to the secondary school, she, together with the Headmistress and school leadership committee decided to write a Peace Corps Partnership Proposal to build teacher housing and two septic tanks for the new and old teacher housing units. Today, there are two teachers and their families living in the new housing unit and the other teachers now have a safe toilet. The results for students are documented through increased after-school-hours instruction for students in English and tutoring for national exams. Teachers have reported increased energy and promptness for classes as a result of housing on site. These teachers were walking 2 hours to school and back prior to the housing built. Kongei Primary School has a strong commitment to teach children and share new ideas with surrounding villages to improve the health and education of the youth. Because of this, they asked Randee to help them write the application for receiving an Environmental Peace Corps Volunteer next year focusing on community environmental education to improve the landscape and health which they depend. Randee was a co teacher of bands-on science lessons with the primary school science teacher using local materials such as cow eyes, hearts, lungs and kidneys, plants, and fish. • Randee participated as a Peace Corps Volunteer of the Week for the new environmental volunteers training. She designed and conducted a one day session on teaching strategies and environmental education in community schools. Randee was asked by the school leaders to select student generated models and teaching aids to exhibit at the Regional Exhibit for Secondary Teachers an successful teaching aids using local materials. • A government secondary school in the surrounding community was awarded $2000 for laboratory equipment through a collaborative proposal writing effort between Randee and her school counterpart. Together they created a science lab and trained science teachers in using the equipment. • She assisted a Tanzanian colleague with writing a grant proposal for a sweater making project training vulnerable youth and women marketable skills, resulting in receiving funds for two sweater-making machines and start-up materials. Pursuant to section 5(t) of the Peace Corps Act 22 U.S.C. & 2504 (f), as amended, any former volunteer employed by the United States Government following his Peace Corps service is entitled to have any period of satisfactory Peace Corps service credited for purposes of retirement, seniority, reduction in force, leave, and other privileges based on length of government service. That service shall not be credited toward completion of the probationary or trial period or any service requirement for career appointment. This is to certify in accordance with Executive Order 11103 of April 10, - 1963 that Randee Wallace Edmundson served successfully as a Peace Corps Volunteer. His/her serviced ended on 04 December 2009 as she completed PC service. S/he is therefore eligible to be appointed as career-conditional employee in the competitive civil service for a period one year from termination of volunteer service, except that the employing agency may extend the period up to three years for a former volunteer who enters military service, pursues studies at a recognized institution of higher learning, or engages in other activities which in the view of the appointing agency, warrants extension of the period. I have been a teacher in South St. Paul for over ten years. As a teacher I have developed a unique skill-set. My skills include the ability to work with all sorts of people professionally, the ability to think critically about issues from multiple perspectives, and I am a clear communicator. I also recently attended a graduate level course at the University of MN on renewable energy and bio-products. While many bio-fuels are not yet cost effective, I learned the benefits and costs associated from the various options available. Personally, I believe our society will continue to move away from our dependence on fossil fuels, and when cost-effective, we will begin to choose more environmentally friendly options. My thesis presentation at the end of the course was on the average cost savings of converting a home from a standard natural gas system to geothermal heating system. I presented data that showed the average homeowner would make back the initial purchase price of a geothermal system after approximately seven years, and every subsequent year they would keep saving additional money. An easy recommendation I would bring to the table is reducing Maplewood's light pollution. Not only would it save electricity but it can substantially reduce the impact on migratory bird's following their seasonal migratory paths. But, thinking critically, I am aware that the flip side of reducing light use is the possibility of an increase in vandalism or crime near unlit buildings... Another relatively low-cost idea, to consider, is purchasing new city snow-plows that use a saltwater "brine" solution. Not only would this have less impact on the salinization of our takes and streams, but it has the potential to reduce the cost of purchasing salt over a number of years--the cost savings can be substantial. The D.O.T. has already started using this new method of "salting /brining" streets before storms and it is saving tax-payers money on a state level. The down-side of this idea is the initial purchase price of a new truck... and in these times of tight budgets is it feasible? These are just two examples of my clear thinking and ability to see both sides of the issues. I have a broad knowledge base on environmental issues and a passion to work as a team member for the benefits of our city. I appreciate that our city was on the forefront in water garden development. And our model has spread throughout many communities nationwide. I am also a firm supporter of our city's recreational opportunities, and our excellent nature center facilities. I believe that through the efforts of caring citizens and proper governmental policies, real change can happen. July 30, 2009 4, Please list specific reasons why you would like to serve on this board or commission? I have lived in the city Maplewood for seven years and have grown quite fond of it. Serving Maplewood would be an honor and should be treated as an opportunity to better the lives of those in the community. Specific reasons for serving on the Housing and Redevelopment Authority arv, 1. 1 am passionate about real estate and housing matters 2. 1 desire to participate and have an impact on the future direction of Maplewood — Legacy for generations to come 3. During the past five years I have familiarized myself with real estate, development and housing matters 4. 1 owned and managed multifamily properties in St. Paul, North St. Paul and Stillwater. Managing and maintaining properties allowed me to observe and deal with city codes, conditions, tenant problem neighborhoods, redevelopment and crime. S. Do you have any specific areas of interest within the Board's or Commission's scope of responsibility? The fact that the Homing and Redevelopment Authority oversees housing matters, policies as well as code and development proposals excites me. While managing residential properties I became aware and sensitive to all stakeholders within a community. For example; one house on a block that is non-conforming can upset the balance for those living in the surrounding arcu. Some residents might have strong opinions on the number of rentals or off site owners within a specific area. Ordinances for rental properties might need to be stiffer or monitored more often than homesteaded properties. Futm planning of a city is extremely important. Maintaining the value ,of existing homes while developing new neighborhoods is critical if the city of Maplewood is to sustain its tax base and appear like a desirable place, to live. 6 List any community organizations or activities in which you have recently or are now an active participant. I served on the board of trustees of a local church. At the time I lived in Minneapolis and moved to Maplewood because of my involvement as a trustee. I served a three year term. I did not seek reaffirmation due to new employment and the addition of a new family member. I still attend and support the salve church and have witnessed its impact on Maplewood. Please share any additional comments on why you should be selected by the city council I have experience in corporate finance, project management and residential housing matters outside of owning my own home. My experience and desire to serve the city of Maplewood deserves a solid review. I am dedicated to the activities I am involved in and desire to have a long term impact through the participation in the HRA committee.
