INTRODUCTION /BACKGROUND
On July 27 2009 the City Council passed an ordinance establishing the Maplewood Business
and Economic Development Commission (BEDC). The purpose of the BEDC is to be an advisory
commission to the Economic Development Authority (EDA), which the City Council also
established on the same date as the BEDC.
The BEDC will be a seven member commission, three of which must be small business owners.
The BEDC will advise the EDA and make recommendations on economic development and
redevelopment projects and related issues.
Staff has received 15 applications from interested citizens and business owners, which are
attached to this report. Since this is a new commission, the council will be appointing all seven
members after interviews have been completed. Those initially appointed shall be appointed
for staggered terms consisting of two members appointed to one (1) year terms; two members
appointed to two (2) year terms; and three members appointed to three (3) year terms,
respectively, with a "small business" representative appointed in each of the initial term
timeframes. Thereafter, Members are appointed to three (3) -year terms.
SUMMARY
The council will continue interviews on January 14 2009, during a special Council- Manager
Workshop, scheduled to begin at 5pm. One candidate, Marvin Koppen, was unable to be
present on January 14 therefore he was interviewed at the January 11 Council- Manager
Workshop. The council will conduct interviews with remaining candidates, listed below at their
scheduled interview times.
Since the council has already started the interview process, the questions used during the
interviews with the remaining candidates should be the same questions used during Mr.
Koppen's interview on January 11 These questions have been provided to the council under
separate cover.

Staff has also allowed time for discussion of the voting process. Council has not, at this time,
taken any formal action to adopt a specific voting method. Staff has allowed for the first fifteen
(15) minutes of the meeting to be for discussion of the report and the voting method.

RECOMMENDATION
Staff is recommending that the City Council discuss the voting method to ensure that it is clear
to the council which method they prefer to utilize and how it will be implemented. The council
should also decide on a method of assigning the term expiration dates to the appointed
members.
Staff also recommends that the council continue the interviews with the remaining candidates
listed in the schedule above, utilizing the same questions used on January 11 to interview Mr.
Once the interviews have concluded, the council should turn in their voting ballots to staff and
the votes will be tallied. Staff will then bring the results to the council on the January 25 2009
regular meeting for the selected candidates to be formally appointed.
