INTRODUCTION
The review of the city's current trash hauling system is one strategy within the city's larger "Sustainable
Maplewood" environmental plan. Maplewood currently has an open trash hauling system with nine
residential trash companies licensed in the city in 2010.
Maplewood has attempted to organize its trash hauling system twice in the last 25 years. In early 1987,
the city council created a Solid Waste and Recycling Committee to study the issue. The Committee
recommended that the city contract with a consortium of haulers for complete and comprehensive
organized collection. While the city council authorized staff to draft an ordinance and hold public
hearings, in 1988 the attempt was dropped due to lack of interest by citizens.
In early 1995, the city council adopted a resolution of intent to organize trash hauling. The city then
held meetings with haulers. Later, the haulers submitted a counter proposal to the city to institute
certain open haling restrictions such as voluntary truck traffic limits through routing changes. The issue
was dismissed in August 1995 based on hauler and resident opposition.
There has been recent interest expressed by residents, the Environmental and Natural Resources
Commission, and the city council to analyze the city's trash hauling system once again. This review
stems from concerns regarding the environmental impacts of multiple haulers operating within the city
including increased emissions, noise, impacts on pavement life, litter and aesthetics, illegal dumping,
and safety. In addition to environmental concerns, the review will highlight price differences between
an open and organized system.
BACKGROUND
On August 9, 2010, the city council held a workshop to discuss a proposed work plan outlining the city's
approach to organizing the city's collection system. During the meeting the city council heard from
Doug Carnival, attorney for the National Solid Waste Management Association. Mr. Carnival requested
that prior to the city's public hearing to adopt a resolution of intent to organize, that the city meet with all
interested trash haulers to discuss the issue. The city council discussed such a meeting, and ultimately
directed staff to set a public hearing to allow all interested parties to speak to the issue, not just the
trash haulers.
SUMMARY
The purpose of the special city council meeting and public hearing is take testimony from all interested
parties on the city's proposed Collection System Analysis. No formal action is required by the city
council during the meeting.
