ADJOURNMENT Agenda Item D 1 !. re i To: Mayor and City Council From: Richard Fursman Date: 4/3/2006 Re: Contract with Dr. James Sipe: Council /Staff Retreat The City Council is requested to review and authorize the contract with Dr. James Sipe and Magellan Executive Resources, Inc., for the purpose of conducting the council /staff retreat on April 28 This is a normal function of the City Manager, however I thought it would be best if the council provided input and approval as well. For more information please see the Magellan Web -Site at: magellaner.com CITY COUNCIL TEAM DEVELOPMENT PROJECT PLAN Magellan City of Maplewood Executive Resources, Inc (Revised 3.27.06) .. The purpose of this project is to strengthen the working relationships among the members Maplewood`s City Council and between the Senior Leadership Group by improving communication, collaboration, and effectiveness. Objectives 1. Determine the exact nature and extent of the City's highest priority needs, define project process and outcomes, and identify factors that may facilitate and/or impede project success. 2. Implement the team development process in a manner that strengthens trust and collaboration, identifies a set of shared goals, supports a cohesive, high - performing City Council, while building stronger bridges to the City's leadership staff. 3. Conduct follow up goal attainment monitoring activities. Process i • • • • 1.0 Conduct structured interviews with each Council member to identify issues, concerns, and desired outcomes associated with this development initiative. 1.1 Create an Executive Summary of impressions and recommendations and review with the group. 1.2 Develop the agenda for a full -day offsite retreat based on themes identified during the assessment process. Team Development Project Page two 2.0 Team Development 2.1 Facilitate a day long offsite joint leadership retreat for the City's elected officials and senior leadership staff. 2.2 Facilitate the retreat in a manner that will: ■ Strengthen the team's working relationships. ■ Establish guidelines for effective communication and conflict management. ■ Create individual and team development action steps. ■ Develop a list of expectations /goals that will serve as a focal point for members of the City Council in their work together and with the City's senior staff. 3.0 Goal Attainment Monitorina 3.1 Conduct a follow up debriefing meeting with the City Council in support of action plan implementation. 3.2 Identify additional project `next steps," including plans for consultant disengagement. Project Timeline Starting in March 2006, it is projected that the duration of this project will be approximately three months.
