The Maplewood Parks and Recreation Commission is 8 nine-member, volunteer advisory committee that
provides policy recommendations tOthe city COuOd| On all rD8tberS related to parks, open Sp8D8. trails
and recreation. The commission meets the third Monday of each month.
In addition to providing policy recommendations to the city council, the commission also coordinates an
extensive public park h88hn0 process. | have included 8 copy of the park planning process for your
RUdhc8tiOD.
BACKGROUND
Enclosed is8 list Vf current parks and recreation commissioners. Each commissioner serves for 8 three-

n8cn88don commission. O8ni9| Eng8 resigned his position in December 2005, which vvoU|d be 8 one-year
term. The other three commissioners whose terms have expired are Don Christianson, Audrey Duellman
and Rick Brandon. All three commissioners have been outstanding commissioners and have served the
commission well and provided over 40 years of volunteer experience. In addition to the three
commissioners who have expressed interest in continuing to serve, there are four additional applicants. |

The following are questions that the council may use as well as any additional questions you may desire:
1. Discuss why you believe parks and open space are important to the quality of life for resident in
the city OfMaplewood.
2. Have you recently visited 8 neighborhood park or neighborhood preserve? |f yes, discuss your
experience and past use of the city park system.
3. Have you or a family member participated in a parks and recreation department program
offering? |f yes, what program did you participate in?
4. What changes or improvements would you like to see the city council and parks and recreation
commission consider for the city's parks and open space system?
RECOMMENDATION
Interview the seven candidates and appoint residents to fill the three three-year terms and one one-year

On behalf of the Maplewood City Council, I want to thank you for your years serving on the
Maplewood Parks and Recreation Commission, I am pleased that you are interested in serving on the
commission for another three-year term,
The city council will be interviewing the three commissioners interested in serving another term on the
commission and also for the current vacancy on the commission. The interviews are scheduled prior
to the city council meeting on Monday, February 27 between 6-7 p.m.. I have scheduled your
approximate 15-minute interview time at 6 p.m. The interviews will be held in the Maplewood
Room.

PARK REDEVELOPMENT PLANNING PROCESS
The park redevelopment planning process is an aid to planning and redevelopment of
Maplewood parks. Each project is looked upon individually and, therefore, cannot always be
put into a specific methodology.
A. Initiation
1. Recommendation of project to the Park and Recreation Commission by staff,
commissioners, and/or community.
2. Park and Recreation Commission approves staff recommendation to include the
project in the five-year Capital Improvement Plan (CIP).
3. CIP approved by City Manager and City Council.
4. Conduct a community meeting for initial input and involvement. Notify city council and
neighborhood residents.
B. Survey
1. Park and Recreation Commission recommends surveying the neighborhood area
and suggests several items to be included in the survey.
2. Survey prepared by staff and distributed either by mail or hand delivery (dependent
on cost.)
3. Data compiled by either staff or Park and Recreation Commissioners and reviewed
by Commission.
4. Results of survey to the City Council.
C. Architect Hiring
1. Evaluate the need for hiring an architect.
2. Park and Recreation Commission recommends to City Council hiring of an architect.
3. Staff interviews architects and makes recommendation to Park and Recreation
Commission, who also may interview the finalist.
4. Council approves contract with architect.
5. Staff gives architect survey information and maps, topos, and any other information
that may be available from the city.
6. Architect prepares concepts based on information (usually three concepts.)
7. Concepts shared with Park and Recreation Commission.

1 . Staff arranges for use of facilities for informational hearing for the community, either
in a school or city-owned facility.
2. Invitation is sent out to community and City Council inviting them to the meeting.
3. Architect, Park and Recreation Commission, and staff meet with community to
present concepts and receive input and reactions from the community.
4. Minutes are prepared from the public hearing for future reference. Copies of minutes
are to be sent to the City Council.
5. Architect reviews public meeting with Park and Recreation Commission. If there are
changes, he makes them and returns to Park and Recreation Commission for further
discussion.
E. Final Plans
1. Park and Recreation Commission views final plans with architect.
2. Commission notifies public of presentation of final park plan.
3. Architect proceeds to prepare bids and specifications.
1. City publishes bids and opens bids with architect and contractors.
2. If time permits, bids are reviewed by Park and Recreation Commission or go directly
to the City Council for approval.
3. Contracts signed and letter to proceed given by architect to successful bidder.
G. Final Stage
1. Preconstruction meeting with successful bidder, architect and staff.
2. Plans are available for public review in the Parks and Recreation office.
3. The project proceeds and is supervised by the architect and city staff.

ADVISORY BOARD/COM MISSION APPOINTMENT POLICY
The City Council will hold interviews for the commission vacancies and will make
appointments. The City Council will accept prepared questions from the advisory boards
to use during the interview process if provided by the appropriate board.
The chair or designee of each commission will attend the interview session and should
provide input b] the City Council. The chair Vr designee will not have 8 vote inthe
The City Council will not impose term limits. However, they will make appointments or
re-appointments through 8n open or community wide process. When 8 term ends every
commissioner seeking re-appointment will re-apply and possibly interview again with the
City Council and any other candidates (if there are others). The Council will then have 3
options: re-appoint the existing commissioner, appoint a new person to a new term or
|98v8 the position open to fill at later date.
The City Council will establish a contact with each advisory board or commission. The
Council will make the appointments among themselves at a city council meeting
(g8n8n8||y, the first or second meeting [f the ye8h. The term of the contact appointment
will bS for one year 0[ another mutually agreed upon tiQn8fr8[n9.
The City Council may remove any commissioner from their board for Un-ethiCG|behavior
or other misconduct. Excessive absences from meetings during a year will result inan
automatic resignation.
Each commission will have the chair or other member attend city council meetings to
present reports 0n topics/actions taken at commission meetings. This iS currently done
by CDRB and PC and will now be extended to other commissions.
