educational talk by Pete Boulay on the Life at the Ramsey County Poor Farm at the Maplewood Library, 3025 Southlawn Drive,
Maplewood on March 20, 2012, from 7:00 p.m. to 9:00 p.m.
Pancake/Sausage Brunch at the Bruentrup Heritage Farm April 1, 2012, at 9:00 a.m. to 1:00 p.m. The Maplewood Area
Historical Society event will be held at the Bruentrup Heritage Farm, 2170 County Road D, Maplewood
There may be a quorum of the Historical Preservation Commissioners at the Historical Preservation Commissioners in
attendance at the Maplewood Area Historical Society meeting on April 11, 2012 at 7:00 p.m. The Maplewood Area Historical
Society meetings are held at the Bruentrup Heritage Farm, 2170 County Road D, Maplewood.

1. CALL TO ORDER
A meeting of the Commission was held in the City Hall Council Chambers and was called to order
at 7:00 p.m. by Chairperson Boulay.

3. APPROVAL OF AGENDA
Chairperson Boulay added 6.b. Visitor Presentations - Robert Overby, Maplewood Area Historical
Society.
Commissioner Currie added 7.b. Frost Avenue bridge. 8. d. List of Historical Sites. 7.c. the
Highway 36 overpass.
Commissioner Anderson moved to approve the agenda as amended.
Seconded by Commissioner Currie. Ayes – All

4. APPROVAL OF MINUTES
Commissioner Currie moved to approve the corrected November 10, 2011, HPC minutes as
amended per Commissioner Currie’s request to staff which were resubmitted at the January 12,
2012, HPC meeting.

6. VISITOR PRESENTATIONS
a. Jeff Williams, Minnesota Civil War Commemoration Task Force
i. Commissioner, Caleb Anderson introduced and gave the background of Jeff Williams.
Mr. Williams, a Maplewood resident gave the presentation on the Civil War. Mr. Williams stated
he hopes to give a presentation on the Civil War in September 2012 at the Bruentrup Farm. More
information will be available regarding his presentation in the near future.
b. Robert Overby, Maplewood Area Historical Society
Mr. Overby addressed the commission as president of the Maplewood Area Historical Society.
The society is a non-profit organization that operates separate from the city even though the
society works with the city and the Heritage Preservation Commission on local historical issues
and events. People can go to the website Maplewoodhistoricalsociety.org to view the events and
dates for 2012.
7. OLD BUSINESS
a. Local Government Certification Status – Discussion Only
i. Building Official, David Fisher gave an update on the local government certification status.
b. Frost Avenue bridge
i. Commissioner Currie discussed the Frost Avenue bridge. Staff said he would contact
Deputy Public Works Director, Michael Thompson to find out the status of the construction
of the Frost Avenue bridge.
c. Highway 36 overpass
i. Commissioner Currie discussed the Highway 36 overpass and the historical value.
ii. Building Official, David Fisher said he discussed this with Bob Jensen, Chair with the
Maplewood Area Historical Society. Mr. Fisher said he has been communicating with
Craig Johnson with the State of Minnesota regarding the historical status of the bridge. It’s
planned that a plaque would be installed on each side of the bridge to show the historical
significance. The HPC commission was concerned about the bridge alignment. Staff will
bring this back to the commission.
8. NEW BUSINESS
a. HPC Heritage Award Nominations for 2011
i. Building Official, David Fisher handed out nomination forms for the 2011 HPC Heritage
Award. The commission gave their votes to staff.
The commission took a 5-minute break.
b. HPC Demolitions Report 2011
i. Building Official, David Fisher gave a brief report on the 2011 HPC Demolitions Report.

c. 2011 Historical Preservation Commission Annual Report
i. Building Official, David Fisher reported on the 2011 Historical Preservation Commission
Annual Report.
Commissioner Currie moved to approve the 2011 Historical Preservation Commission Annual
Report removing 9. 3. from the report.
Seconded by Commissioner Galbraith. Ayes – All
The motion passed.
d. HPC 2012 Goal Setting
i. Building Official, David Fisher gave a report on the HPC 2012 Goal Setting
The commission wanted to add a few items to the report. 11. Training session from the state, 12.
Minnesota Historical Society Preservation Conference, 13. Other miscellaneous ideas with an
article in the Maplewood Monthly once a month with a historical article published. Publishing
historical articles about Maplewood in the Maplewood Monthly, the newspaper and website to
educate the public, 14. attending the city field trip/bus tour.
e. List of Historical Sites
i. Commissioner Currie mentioned the Frost Avenue bridge on the Gateway Trail, the Priory,
Fish Creek (Highway 61 to Highway 494) identify area - Ramsey County and Maplewood,
Forest Lawn Cemetery, Edgerton School, Gramsy House, 813 County Road B, and the
Savanna.
9. COMMISSION PRESENTATIONS
Commissioner Caleb Anderson discussed a meeting between Commissioner Robert Creager and
Paul Yocum founder of Yocum Oil. He will come and speak as a guest speaker to speak on the
history of Yocum Oil.
Commissioner Currie stated Councilmember Cardinal will be the HPC Liaison and
Councilmember Koppen will be the alternate. And he discussed how many hits the Maplewood
Historical Society has gotten on the website.
10. MAPLEWOOD AREA HISTORICAL SOCIETY UPDATE
This item was heard as part of Visitor Presentations 6.b. with Robert Overby speaking.
11. STAFF PRESENTATIONS
a. Heritage Preservation Commission Term – Discussion Only
i. Building Official, David Fisher gave a brief report on the HPC’s terms.
b. Capital Improvement Plan CIP – Discussion Only
i. Building Official, David Fisher briefly talked about the Capital Improvement Plan.
12. ADJOURNMENT
Chairperson Boulay adjourned the meeting at 9:22 p.m.

SUBJECT: Draft Heritage Preservation Commission 2012 Goals
DATE:
March 1, 2012 for the March 8, 2012, HPC Meeting
INTRODUCTION
The Heritage Preservation Commission (HPC) needs to establish their goals for 2012. To guide them in
setting these goals, the HPC referred to the Historical Resources Chapter in the 2030 Comprehensive
Plan and to the Heritage Preservation Commission Ordinance statement of public policy and purpose.
The following are suggested goals:
Goals
1. Continue all necessary measures for the Certified Local Government (CLG) status by
maintaining a historical site survey and providing all the documentation required to the
Minnesota State Historic Preservation Office.
2. Review at least one project and submit it to the City Council and the Minnesota State Historic
Preservation Office for the National Historical Register.
3. Submit a nomination to the city council for the Maplewood Heritage Award for 2011 and 2012.
“The Maplewood Heritage Award is an annual award recognizing an individual who has
positively influenced our city’s past or strengthened the preservation of Maplewood history.”
4. Continue to identify and recognize historic families.
5. Continue to identify and recognize the history of geographic features such as lakes, etc.
6. Continue to provide and add links to the city website from the Maplewood Area Historical
Society, Minnesota State Historical Society and other public websites.
7. Have a guest speaker from a historical site give historical presentation to the commission.
8. Identify books, articles and media about Maplewood. Work with the Maplewood Library to
provide the books, articles and media to the public.
9. Review photos of demolished buildings throughout the year and make it part of the HPC’s
annual report.
10. Continue to promote, collaborate and work with the Maplewood Area Historical Society.
11. Provide a training session at a HPC meeting from the Minnesota Historical Society State
Historic Preservation Office for the HPC members.
12. Have at least one HPC member attend the Minnesota Historical Society Preservation
Conference.
13. Have an HPC member publish an historical article about Maplewood in the Maplewood Monthly,
newspaper and / or website to educate the public.
14. Have HPC members attend the Maplewood bus tour if it is provided by the City.
RECOMMENDATION
Approve the Heritage Preservation Commission 2012 goals and submit to the City Council and The
Minnesota Historical Society – State Historic Preservation Office.

SUBJECT: Highway 36 Overpass & Memorandum of Agreement
DATE:
March 1, 2012, for the March 8, 2012 HPC Meeting
INTRODUCTION
The Heritage Preservation Commission (HPC) has requested staff to bring information
back to the commission about the Highway 36 Overpass. The request was made to
ensure comments have been made for the historical significance of the Highway 36
Overpass. The Highway 36 Overpass is located near English & Highway 36.
DISCUSSION
Provided for your review is a Memorandum of Agreement (MOA) between the Federal
Highway Administration, the Minnesota State Historical Preservation Office, Ramsey
County and the City of Maplewood. The stipulations in the MOA will ensure the city
participate with the development of historic interpretive signage and document the
historical significance of the Northern Pacific Railroad at the overpass location.
RECOMMENDATION
Staff recommendations the HPC review and accept the Memorandum of Agreement.

HPC List of Historical Sites
SUBJECT:

INTRODUCTION
At the January 12, 2012, the Historical Preservation Commission (HPC) meeting the HPC
discussed historical properties, buildings and sites in the City of Maplewood. The HPC
identified the following list of historical sites:
- Frost Avenue Bridge on the Gateway Trail (Close to Frost & Highway 61)
- The Old Priory building now the Tubman Center at 1725 Monastery Way
- Fish Creek (Highway 61 to Highway 494) area through Ramsey County & Maplewood
- Forest Lawn Cemetery
- Edgerton School
- Gramsy House at 813 County Rd B
- The Savanna at Frost & English
DISCUSSION
The list of historic sites needs to be prioritized by the owner’s willingness to be submitted to the
Minnesota Historical Society State Historical Preservation Offices and have their property
become a registered historical site. This is part of requirement of a Certified Local Government
City.
RECOMMENDATION
Review the list, prioritize and give staff direction.
