SUBJECT: Battle Creek Aquatic facility
In 1981 a master plan for the development of Battle Creek regional park was approved
by the Ramsey County Commissioners and the St. Paul City Council. The master plan
also received the approval of the Maplewood City Council and the Metropolitan Council.
Since 1981 Ramsey County has received regional park grants from Metropolitan
Council for acquisition and development of the regional park in accordance with this
master plan.
The northern part of Ramsey County has several lakes suitable for swimming; however
the south eastern part of the County, including Battle Creek Regional Park, has none.
,Since swimming is a primary recreation activity at regional parks a swimming facility
was included in the 1981 master plan. Several options for swimming ( including various
types of pools) were initially considered by Ramsey County. However, in order to
maintain the natural characteristics of the park, a man made pond design was adopted.
Ramsey County has proposed the development of a one acre outdoor natural
swimming area at the intersection of McKnight and Upper Afton roads. The park is
scheduled for development in the fall of 1997 with the opening to the general public in
the summer of 1998.
Ramsey County Commissioner Victoria Reinhardt will be in attendance at 6:30 p.m. on
Monday, August 11 to respond to questions and inquiries from the City Council
regarding the Battle Creek aquatic facility. Attached is a copy of the proposed concept
plan for the Ramsey County swimming facility. In addition I have included a copy of the
proposed budget for the project.
It is my understanding the City of Maplewood's review of this project will only be
through the Design and Review board. The City Council will not formally have to review
this project.
The total acreage of Battle Creek is 1,400 acres. The property located between Upper
and Lower Afton road and Century and McKnight in Maplewood is 258 acres. The
proposed aquatic facility is 8 acres which would be approximately 3% of the Battle
Creek Park open space section )orated within Maplewood.
Ramsey County Board of Commissioners has received and approved a Metropolitan
Council grant for this project in the amount of 2 million dollars and has already
approved a $190,000 preliminary design contract.
RECOMMENDATION
Staff would recommend that the City Council review the enclosed information and
identify any areas of concern and or questions that Commissioner Reinhardt might be
able to address.
Battle Creek Aquatic Facility
History

Several other man -made ponds have been built throughout the state. A good example of this type of facility is the
swimming facility at Washington County's Lake Elmo Regional Park Reserve.
Location
The facility will be located southeast of the intersection of McKnight and Upper Afton Roads, a relatively open area
with low - quality vegetation. This area was previously used as farm fields.
This site was selected with the following criteria:
1 To locate the site in an interior area of the park to minimize impact on and from nearby residential and
commercial areas;
2. To compliment other existing recreational interests of the park and minimize disruption of current recre-
ational use; and,
3. To minimize impact on park natural resources.
The Facility
Metropolitan Council's 1996 Regional Park Capital Improvement Program (C1P) included $2 million for the devel-
opment of an aquatic facility at Battle Creek Regional Park. Ramsey County has retained Water Technology, Inc.,
Beaver Dam, WI to provide design services for this project. Water Technology is a leader in the field of aquatic
facility design.
Initial design concepts include the following:
• Man -trade swimming pond with geo- textile liner, sand bottom, and swimming peninsula
• Interactive water play structure
• Picnic areas
• Building with restrooms and changing rooms, concession stand, and lifeguard room
• Building to house water filtration and chemical treatment
• Road improvements and parking
• Trail improvements
