FUTURE TOPICS I�e1111A111NkiIM1:1 III I Council - Manager Work Session TO: Richard Fursman, City Manager FROM: Charles Ahl, Director of Public Works /City Engineer SUBJECT: Council — Manager Work Session Gladstone Area Redevelopment Improvements - City Project 04 -21 — Review Draft of Master Development Plan; Preliminary Review of Comments on AUAR; and Discussion on Schedule and Implementation Plan DATE: November 3, 2005 INTRODUCTION On August 8, 2005, the city council authorized the preparation of an Alternative Urban Areawide Review (AUAR) for the Gladstone Area Improvements. Included with that authorization was a discussion on the Master Development Plan. The Master Development Plan will be presented to the Council at the Work Session and the consultant team of Hoisington Koegler Group, Inc. (HKGI) and Kimley -Horn and Associates, Inc. (KHA) will discuss the various issues within the draft plan. This document identifies the proposed development process and policies for implementation of the redevelopment initiative. The Master Development Plan was reviewed in a preliminary draft form by the Task Force on October 27` The Alternative Urban Areawide Review (AUAR) is in a review stage. Written comments are due on November 9, 2005. To date, no comments have been received; however, this is typical in these proceedings, as most comments are received on the final days. The consultants will present a summary of some of the comments and the proposed approach to answering each comment. The third stage of the Work Session will be a discussion and presentation of the schedule for overall project consideration and a proposed implementation plan for the Public Improvements. The overall presentation and discussion time is expected to take the entire 60 minutes of the Work Session. There are no materials available prior to the Work Session. All documents will be handed out to the Council Members at the Work Session and will be discussed and reviewed at that time. Background A full work plan from Hoisington Koegler Group, Inc.; Kimley -Horn and Assoc., Inc., and SEH, Inc. was approved by the City Council in December 2004. The plan called for an extensive meeting and review process over a nine -month period. A Task Force was established in January 2005 to help guide the process. From the December 2004 staff report: "The intent of the Task Force is not to limit participation, but to make sure that all interest groups are represented." The Task Force is continuing to develop a position on the overall concept for the area. Further public meetings are scheduled, with the next Public Meeting on December 1" at the Community Center. The next Task Force meeting is scheduled for December 8` A final recommendation from the Task Force on the concept will be developed at that meeting.
