RE: Police Civil Service Commission Vacancy

On May 8, 2001, the Police Civil Service Commission met and interviewed three
candidates for the Police Civil Service Commission vacancy. As you are aware, the
vacancy was created by the resignation of Joe Zappa. The Commission felt all three
candidates interviewed well and would be valuable additions to the Commission.
As Mr. Zappa was not present for the interviews, the two remaining Commissioners
conducted the interviews. The results are as follows:

Interviews with the City Council are scheduled for 6 p.m. on May 14, 2001 at the
Council - Manager Workshop. All three candidates have been notified and plan to be
present. Police Civil Service Commission members serve three year staggered terms.
The term for this vacancy expires December 31, 2003.
The Commission recommends the following questions be asked of the candidates by
the City Council:
1. For this Commission which has three members who are appointed for three -

2. Based on your work and personal experiences, and your knowledge of the
duties of this commission*, what strengths would you bring to this commission
if appointed?
RECOMMENDATION
Please ask the City Council to interview and select a finalist. The finalist can then be
formally appointed at the City Council meeting following this workshop.

SUBJECT: Council- Manager Workshop: Report by. Ramsey County on Lydia/White
Bear Avenue Improvements
Introduction
The residents of Concordia Arms have been expressing their concerns about problems
with traffic movement at the Lydia Avenue and White Bear Avenue intersection. This
intersection is under the jurisdiction of the Ramsey County Highway Department. The
county's traffic engineer, Dan Soler, has conducted a study of the intersection. He has
developed some solutions that he believes will address the concerns without sacrificing
the ability of White Bear Avenue to carry large volumes of traffic. Mr. Soler will attend
the workshop meeting to present his findings.
Background
The White Bear Avenue and Lydia Avenue intersection includes a driveway access into
the Maplewood Mall. The intersection has dedicated — protected turn lanes for
northbound and southbound traffic on White Bear Avenue who desire to turn left either
onto Lydia or access Maplewood Mail. The Lydia Avenue and Mall approaches to the
intersection are two lanes that allow right turn and through movements from the right
lane, and through and left turn movements from the left lane. There are no provisions
for a turn arrow for the Lydia or Mall approaches. Some residents at Concordia Arms
are convinced that the addition of the turn arrow is the only solution for this intersection.
Mr. Soler presented his findings and recommended improvements to the residents at
Concordia Arms on April 3, 2001. The improvements included:
1. The Lydia and Mall approaches will be expanded /to three lanes, with a lane
dedicated for left turns, through movements and right hand turns.
2. Five seconds will be added to the GREEN cross walk signal, which will increase
the time fora pedestrian cross in a protected mode from 33 to 38 seconds.
3. The push button for pedestrian crossing will be improved for easier access.
4. Ramsey County will continue to monitor the intersection for accidents and delays.
In addition, they will investigate pedestrian crossing signals that count down the
time remaining to cross.

Recommendation
The Ramsey County proposal does not require action by the city council. Mr. Soler has
agreed to present his report as information, and Ramsey County is requesting the
support .from the city council. There will be no cost to the city for the proposed
improvements. Mr. Soler's findings and recommendations are consistent with sound
engineering solutions.
I personally have implemented similar projects with good .success in the past three
years. The 3 -lane approach would be necessary if a protected left turn signal would be
installed on the Lydia and Mall approaches under either scenario. Ramsey County is not
proposing to install the turn arrow for these approaches due to the delay on White Bear
Avenue. The justification I is reasonable and our recommendation is to support Ramsey
County in their proposal.
