Chairperson Ledina advised the board and audience that the board would focus their review on
design issues, not the proposed driveway connection to DeSoto Street which the planning
commission addressed.
The following people spoke regarding the building addition for the Sl. Paul Hmong Alliance
Church, 1770 McMenemy Street:
1. Architect, Puneet Vedi, Vedi Associates, Inc. addressed the board.
2. President ofVedi Associates, Inc. P.S. Vedi, addressed the board.
3. Bob Zick, North Sl. Paul, addressed the board.
4. Kao Lee, Sl. Paul Hmong Alliance Church, Maplewood, addressed the board.
Chairperson Ledvina moved to approve the plans date-stamped October 26. 2011. for the parkinq
lot expansion. new drivewav and buildinq additions at the Sl. Paul Hmonq Alliance Church. 1770
McMenemv Streel. The properly owner shall meet the followinq conditions: (chanqes to the
conditions are in bold and underlined.l
1. Repeat this review in two years if the city has not issued a permit for this expansion.
2. Before getting a grading and building permit, thelilpplicant shall provide staff with:
a. A revised site and landscape plan that shows the following:
(1) The applicant shall submit a revised laqgscape plan that lists the plantings proposed
in the basins. The plan shouldiiipe(\jfy thepumber, species, and size of plantings.
(2) The applicant must submit a revised landscape plan showing the size of the
replacement trees. This plan must comply with the requirements of the tree ordinance.
(3) Location of the underground irrigation system as required by code.
(4) A plan for the insla!!fltioqbf a six-foot-tall, solid wood screening fence on the south,
west and east sidesqfthe site where the parking lot abuts residential properties. Staff
will consider a reduction in the number of trees in lieu of the screening fence. The
applicant shall consider chanqes to topoqraphv to desiqn screeninq usinq
fencinq. veqetation and berminq.
(5) Verification that all setback requirements would be met, specifically, providing a 100-
foot building setback from the north property line.
(6) Addinq landscape islands in the parkinq lot to break UP the parkinq lot
expansion.
b. Provide a grading, drainage, utility and erosion control plan to the city engineer for
approval. The erosion control plan shall meet ordinance requirements and all the plans
shall meet the requirements of the city engineer.
c. A trash container enclosure plan. The trash enclosure must be compatible with the
building and include a 100 percent opaque gate.
3. Resod the lawn that is disturbed by construction activities.

4. Construct the required trash container enclosure.
5. Install a stop sign and speed bumps on the new driveway to DeSoto Street.
6. Before obtaining permits for grading and construction, the applicant shall provide staff with a
check or an irrevocable letter of credit in the amount of 125 percent of completing landscaping
and site improvements.
7. All work shall follow the approved plans. The director of community development may
approve minor changes.
8. Comply with all requirements of the city's engineering report dated November 11, 2011, by
Steve Kummer, staff engineer.
9. Comply with all requirements of the assistant fire chief and building official.
10. Requirinq the applicant to submit detailed buildinq elevation plans for review and
approval bv the CDRB. The applicant shall indicate color schemes. buildinq materials
and other architectural details.

b. Bartelmy Street/Meyer Street Living Streets Proposal
i. Senior Planner, Tom Ekstrand introduced the item.
ii. Engineer, Steve Love gave the report on the Bartelmy Street/Meyer Street Living Streets
Proposal and answered questions of the board.
iii. Ramsey County, Cliff Aichinger gave a report and answered questions of the board.
Chairperson Ledvina asked if anyone wanted to address the board to come forward.
1. Bob Zick, North St. Paul, addressed the board.
No action is needed for this item.
c. Maplewood Town Center Sign Plan Revision, for 1845 County Road D
i. Senior Planner, Tom Ekstrand gave the report and answered questions of the board.
Boardmember Shankar moved to approve the plans date-stamped November 7. 2011. for the
proposed Pizza Ranch siQns at Maplewood Town Center for the Pannekoeken Huis buildinQ,
1845 County Road D East. This approval is subiect to the followinq conditions:
1. This approval is only valid if the Pizza Ranch moves into this building. If they do not, the
previously approved sign criteria for Maplewood Town Center will continue to apply.

2. This action does not imply the approval of any building exterior renovations since architectural
design was not intended to be part of this review. The city shall consider any proposed
architectural renovations subject to the usual review process.
3. This approval does not include any pylon sign changes.

INTRODUCTION
Request/Project Description
MSP Commercial, is requesting approval of site and architectural plans for the proposed
Kennard East Professional Building to be located east of the applicant's existing
Kennard Professional Building, 3100 Kennard Street. The primary tenant in this building
would be the VA (Veteran's Affairs) Community Based Outpatient Clinic. Refer to the
applicant's narrative.
The city recently approved a VA clinic proposed on the north side of Beam Avenue next
to Maplewood Heights Park, Though it was thought Airlake Development, Inc, would be
awarded the project for this clinic on Beam Avenue, it was instead awarded to MSP
Commercial.
PUD Compliance
The proposed building meets with the intended use for this site as a professional office
building or clinic as part of the Legacy Village PUD (planned unit development),
BACKGROUND
July 14, 2003: The city council approved the Legacy Village of Maplewood PUD.
September 12, 2005: Staff approved a lot split creating this site. Prior to this lot split,
the original property included the abutting lot to the west.
September 27, 2005: The community design review board approved the plans for the
Kennard Professional Building
DISCUSSION
Architectural Design
The proposed building would be a one-storystruclure to be constructed as two parts.
The westerly portion would have 14,000 square feet of building area and would house
the VA Outpatient Clinic, The easterly 7,210 square feet would be used by a future
tenant.
The proposed building would be designed to match the adjacent Kennard Professional
Bvildingin materials and colors. The propoSed materials are brick, rock-face concrete
block and EIFS (exterior insulation finish system) on the upper portion. Refer to the
building elevations and photos of the Kennard Professional Building, Staff feels the
design and materials are attractive and, by its matching appearance to the Kennard
Professional Building, it would create a uniform CampUS design.
Mobile MRI Trailer
The applicant is proposing a mobile MRI facility to be located in a trailer west of the
proposed building, Mobile facililies like this have been used several times in Maplewocd
at various locations. Staff has no objection to this facility as long as il is screened from
the street. The applicant has proposed trees and other landscaping to the south of the
mobile MRI facility, Staff would recommend addilionallandscaping west of the trailer as
well for aesthetic reasons. Refer to the attached MRI trailer details.
Parking and Access
City code requires 107 parking spaces, The applicant is proposing to install 147 spaces,
The parking spaces would be 9 'h feet by 18 feet in size and drive aisles would be 24
feet wide as stipulated by code.
Driveway access would be shared with the existing Kennard Professional Building to the
west as well as a proposed driveway connection to Legacy Parkway.
Trash Storage
Trash storage would be inside the building accessible from the east side, If trash would
be stored outdoors, the applicant would need to provide an architecturally-compatible
enclosure to store trash containers.
Site Lighting
The proposed light intensity should be revised so it does not exceed .4 footcandles at
property lines.
Landscaping
The landscaping is attractive and would complement that installed at the adjacent
Kennard Professional Building, The tree-replacement reqvirements would be met.
These were established with the approval of the Legacy Village PUD in 2003, The

applicant would surpass the planting requirements of the ordinance that was in place
when the PUD was approved.
Landscaped areas like the seeded strip along the parking lot and the pond planting
areas area to be left natural once the plants take hold, In-ground lawn irrigation does
not seem necessary for these areas, but the applicant shovld make sure to water all
areas by hoses and sprinklers until they growth has been established,
Roof-Equipment Screening
Any roof-top mechanical eqvipment must be screened if it is visible to neighboring
residents,
Signs
The PUD conditions require that a sign plan be submitted to the CDRB for approval.
The applicant will submit the sign plan for review at a later time.
City Department Comments
Enqineerinq Comments
Refer to the attached Engineering Plan Review by Steve Kummer, staff engineer with
the city, dated December 2, 2011.
BuildinQ Official's Comments
Dave Fisher, Maplewood's Building Official, gave the following comments:
. The bvilding shall have a fire sprinkler system installed.
. Comply with all building code requirements.
Police Comments
Lieutenant Richard Doblar reviewed this proposal and had the following comments:
Construction site thefts and burglaries are a large business affecting many large
construction projects throughout the Twin Cities metro area. The contractor/developer
should be encouraged to plan and provide for site security during the construction
process, On-site security, alarm systems, and any other appropriate security meaSureS,
would be highly encouraged to deter and report theft and suspicious activity incidents in
a timely manner.
Fire Marshal
Butch Gervais, assistant fire chief/fire marshal, reviewed the proposal and requires the
following be provided:
. Install a fire protection system according to state and local codes
. Install a fire alarm system according to state and local codes

. Provide a 20-foct-wide fire department access road
. Install a fire department key box
RECOMMENDATION
Approve the plans date-stamped November 22, 2011, for the proposed Kennard East
Professional Building, Approval is based on the findings for approval required by
ordinance and subject to the developer doing the following:
1, Repeat this review in two years if the applicant has not obtained a building permit by
that time, After two years this review must be repeated.
2, Comply with the requirements in the Engineering Plan Review by Steve Kummer and
those of the Assistant Fire Chief, Building Official and the recommendation by
Lieutenant Doblar,
3. Submit a plan for staff approval for the screening of roof-top mechanical equipment if
they would be visible from the vpper windows of the homes to the north. Screening,
if needed, shall be installed by occupancy.
4, Before obtaining a building permit, the applicant shall provide an irrevocable letter of
credit in the amount of 150 percent of the cost of completing landscaping and other
site improvements, This irrevocable letter of credit shall include the following
provisions:
. The letter of credit must clearly indicate that it is an irrevocable letter of credit in
the name of the City of Maplewood, payable on demand, to assure compliance
with the terms of the developer's agreement.
. The letter of credit must allow for partial withdrawals as needed to guarantee
partial project payments covered under the terms of the letter of credit.
. The letter of credit shall be for a one-year duration and must have a condition
indicating automatic renewal, with notification to the city a minimum of 60 days
prior to its expiration.
5, All landscaped areas shall have a lawn-irrigation system installed, except for those
areas proposed to be left natural. The applicant must, however, make sure to use
hoses and sprinklers until turf, plant and tree growth is established,
6, If ovtdoor trash storage is used in the future, the applicant shall provide a screening
enclosure that is compatible in design with the building,
7, A comprehensive sign plan shall be submitted for approval by the community design
review board,
8, All work shall follow the approved plans, Staff may apprOVe minor changes,

We are most pleased to submit herewith our project paCkage for a V A
Community Based Outpatient Clinic ("VA") for appropriate approvals~ MSP
Metro Development Company, LLC requests the City of Maplewood to consider
approval of our site and building plans,
MSP Metro Development Company, LLC ("MSP") has developed many
medical/professional office buildings in and around the Twin Cities, including
Maplewood. We developed the Kennard West Professional Building, located at
3100 Kennard street, in 2005 which is leased in full to HealthEast for various
medical clinics. The Kennard East Professional Building will be our second first
class medical/professional building in Maplewood.
We purchased this site from the Hartford Group in 2006 with the intention of
building a phase II or "sister building" to the Kennard West project. At the time
we were in the process of leasing the balance of Kennard West and it wasn't
until recently that HealthEast leasEld the entire building. Once leased, we were
able to shift our efforts to the Kennard East site and Submitted a lease proposal
to the V A late in the spring of 2011. We were awarded the project in October of
2011.
The site is large enough to accommodate a 30.000 square foot building but
considering the state of today's commercial real estate market, we decidEld
that a 22,000 square foot building was the right fit. The V A will occupy 14,000
square feet and the balance of fhe building, 8,000 square feet, will be marketed
for lease~

It was always intended that these two buildings would form a mini medical
campus totaling approximately 70,000 square feet and that the buildings would
share access points. design features and site amenities. Our plans implement all
of these ideas.

MSP Comrnerical is proposing a new medical/office use bvilding and parking lot located east of
the existing Kennard Professional Building at 3100 Kennard Street. A 14,000 square foot VA
outpatient clinic and 7,500 square feet of additional building space is proposed along with a new
147 -stall parking lot.
The site was platted as part of the Legacy Village master plan development. Hence, utility
services such as sanitary, water and storm drainage have been sized for the proposed future
use of this site An existing 6-inch sanitary sewer line and 8-inch water line have been stubbed
to the site and are adequate for the proposed use.
A pond to the east of the site has been sized control to handle the future runoff potential from
this site up to 76% impervious surface, The applicant is proposing 61 % imperviovs surface,
which is well within the design capacity of the pond, The applicant is also proposing infiltration
best management practices (BMP's) on the site Which meet the city's engineering requirements,
Site aCcess is accomplished from two directions: Connections to the Kennard Professional
Building parking lot and a new access point from Legacy Parkway west of the pond. Both the
Kennard and Kennard East sites have mutual access easements recorded against the
properties to permit free movement between both sites and use of both accesses.
Request
The applicant is requesting Community Design Review Board review, This does not constitute
a final review of the plans, as the applicant will need to submit construction documents for final
review prior to issuing building and grading permits,
The scope of this review includes aspects of site design including, but not limited to, geometrics,
paving, grading, utilities, temporary sediment and erosion control and permanent storm water
management.
The following are Engineering review comments on the design review, and act as conditionS
prior to issuing demolition, grading, sewer, and building permits:
SWPPP/Erosion and Sediment Control
13) Add the following verbage to the erosion control plan "Effective erosion and sediment
controls shall be in place prior to any storm events, Failure to do So will result in
deduction of grading and erosion control escrow funds deducted at the authOrization of
the city inspector upon notice to the developer or contractor."
14) Stipvlate procedure for grading and preparation of the infiltration basins and trenches,
Protect all infiltration practices from compaction.
15) Provide biolog along the west side ofthe site
16) Provide biolog reinforcement of silt fence along east side of site.
17) Provide orange safety fencing along all sides of the site.
18) Provide inlet protection for southern inlets along Legacy Parkway and existing parking lot
inlet west of the site
Geometrics and Site
19) Overlay easement lines on site plan.
20) Provide analysis on the stopping sight distance and sight-lines from the proposed
driveway on Legacy Parkway in relation to the embankment and vegetation proposed
along the sovthern line of the site. There are concerns regarding vegetation growth
around the proposed driveway access from Legacy Parkway permitting adequate sight
lines from the driveway entranCe looking west on Legacy Parkway
21) Applicant may want to reconsider placement of STMH #5 in the sidewalk.
Utilities
22) Coordinate connection of water service with St. Paul Regional Water Services,
