Mary Bujold and Sam Newberg of Maxfield Research have completed their study and will present their findings to the city council on June 23, 2003 at the city council /manager workshop session. I have enclosed a copy of the Maxfield report for the council's review. BACKGROUND Staff has been working with the planning commission and community design review board to develop new mixed -use zoning regulations for the Hillcrest Village area. Our goal is to : wra up this study and present a recommendation to the city council by October 27, 2003. Anderson, DATE: June 18, 2003 for the 4uoe MEMORANDUM r P s ar1c�(ecreation 2 i Council Meeting ,lion by Council Da te �aar�red Mo dffiW 1 -. 00 n SUBJECT: Outdoor Basketball Introduction The Maplewood Parks and Recreation Department has 36 parks of which 18 have outdoor basketball facilities. The basketball facilities range from half -court facilities to full -court fiberglass boards, three -point line color -coded facilities. Outdoor basketball is a very popular activity and we receive a great deal of usage at our parks. Background During the past three years, we have received increased phone calls, e- mails, and letters from our residents regarding inappropriate conduct relating to outdoor basketball. The complaints have primarily centered around four basketball facilities. The four parks are Western Hills, Edgerton, Maplecrest, and Maplewood Heights Parks. The city council at staff's request removed the basketball standards at Edgerton Park/School on May 27. The Parks and Recreation Commission met with neighbors (approximately 40) along with Councilmember Juenemann on Monday, June 16. The concern from the Maplecrest Park neighbors was similar to the Edgerton issue indicating increased traffic, inappropriate behavior, loud noise, increased trash, and if you will, monopolizing the basketball court so neighborhood children could not play. The Parks and Recreation Commission met to discuss this issue following the tour on Monday night at their regularly scheduled meeting and requested staff to pursue the concept of developing a basketball center utilizing the five standards from Edgerton, Maplecrest, Maplewood Heights, and Western Hills Parks. The Commission further discussed location and thought that the south end of the Community Center parking lot might be an ideal location. Staff has since met with representatives from Ramsey County and I am pursuing the concept of developing an outdoor basketball center in the northeast corner of Aldrich Arena parking lot. There has been a great deal of discussion at staff level and the opinions are as varied as there are individuals discussing the topic. One of the ironies is that everyone seems to agree that it is a very unique and novel idea and would clearly be successful. The general concept is that individuals who like to play basketball tend to get involved in pickup games and by clustering three to five courts in one location, we would in effect create a basketball mecca. Along with this concept , it may create increased problems from a policing perspective due to noise, litter, need for supervision, etc. Recommendation Staff would like to spend five to ten minutes discussing this concept with the city council to see what your general thoughts are regarding relocating some of the neighborhood basketball facilities to a centralized location. kdlbasketball.mem 2 rte' MEMORANDUM TO: Maplewood Parks and Recre FROM: DATE: Bruce K. Anderson, Director June 9, 2003 for the June 16 SUBJECT: Outdoor Basketball Introduction Sion Meeting The city of Maplewood has 17 park sites that have outdoor basketball standards. The sites vary in condition and vary in whether they are one hoop or a full court setting. The use of the basketball court varies from site to site, as does the general acceptance from the neighborhood. City staff requested and the city council complied with removal of the basketball rims at Edgerton Park on Tuesday, May 27. Background Hard court surfaces and specifically basketball play, has been a part of the Maplewood park system since the beginning of time. The individuals who most frequently utilize basketball tend to be male and 17 -23 years old. During the past two years, inappropriate behavior related to basketball has become more significant. The primary concerns are related to inappropriate language, loud music, and increased car traffic in the neighborhood. Being a first tier suburb, Maplewood receives a great deal of play from the core cities as well as outlying rural areas. Obviously society is much more mobile which allows greater distances to be traveled. Also our courts are in relatively good condition, three point lines, glass backboards, adjustable heights, and other amenities that hoop players enjoy. I have included a variety of correspondence relating to Edgerton and Maplecrest Parks. Both park neighborhoods have formally requested that the basketball hoops be removed. Based on a community meeting on May 27 attended by over 40 residents at the Parkside fire station, I recommended and the city council concurred to remove the rims at Edgerton Park. This decision was difficult as I do not believe that basketball per se is a problem, but rather the inappropriate behavior of those utilizing the courts. I have scheduled a meeting with a number of residents at 6:15 p.m. on June 16 at Maplecrest Park to allow the commission to hear firsthand some of the concerns residents have. I have also included a copy of the city park map, which highlights the sites where we currently have basketball facilities. One of the ironies of this issue is that the two sites that probably have the greatest inappropriate behavior are Western Hills Park at Larpenteur and Adolphus and Maplewood Heights Park at Beam and White Bear Avenue. We have not received any requests to remove hoops at either of these sites. This issue becomes fairly complex and will ultimately involve a policy decision by the city council either on a citywide basis or a site basis. I encourage the commission to listen to the comments at Maplecrest Park and work with staff and city council to find a reasonable resolution. One of the concerns that I have is that we have not heard from the participants, but rather from those that are affected by the basketball play. I specifically have not invited or placed a sign at Maplecrest Park to invite the participants to joint in on the discussion, but hope the commission would deem that to be a factor in the community discussion as well. Recommendation Staff recommends that commissioners attend the meeting with the neighbors at Maplecrest Park and begin dialoging with the community and ultimately the city council as to the role of outdoor basketball play in our neighborhood and community parks. kftutdoorbasketball . parks. mem
