Background
The proposed assessments for the English Street project total $371,673. The assessments are consistent
with the proposal included at the public hearing on January 28, 2002. The assessments are based upon

RESOLUTION
ADOPTING ASSESSMENT ROLL
WHEREAS, pursuant to a resolution adopted by the City Council on April 8, 2002, calling for a
Public Hearing, the assessment roll for the English Street Improvements, City Project 01 -14, was presented
in a Public Hearing format, pursuant to Minnesota Statutes, Chapter 429, and
WHEREAS, two property owners filed objections to their assessments according to the
requirements of Minnesota Statutes, Chapter 429, summarized as follows:
1. Duane Gudknecht, 2002 English St: requests future development property deferment
along with interest free until development.
2. Andrew and Cornelia Williams, 1290 Belmont Lane E: request senior citizen deferment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD,
MINNESOTA:
1. That the City Engineer and City Clerk are hereby instructed to review the objections received and
report to the City Council at the regular meeting on June 10, 2002, as to their recommendations for
adjustments.
2. The assessment roll for the English Street Improvements as amended, without those property
owners' assessments who have filed objections, a copy of which is attached hereto and made a part
hereof, is hereby adopted. Said assessment roll shall constitute the special assessment against the
lands named therein, and each tract of land therein included is hereby found to be benefited by the
proposed improvement in the amount of the assessment levied against it.
3. Such assessments shall be payable in equal annual installments extending over a period of 15
years, the first installments to be payable on or before the first Monday in January 2003 and shall
bear interest at the rate of 6.0 percent per annum for the date of the adoption of this assessment
resolution. To the first installment shall be added interest on the entire assessment from the date of
this resolution until December 31, 2002. To each subsequent installment when due shall be added
interest for one year on all unpaid installments.
4. The owner of any property so assessed may, at any time prior to certification of the assessment to
the county auditor, but no later than July 31, 2002, pay the whole of the assessment on such
property, with interest accrued to the date of the payment, to the city clerk, except that no interest
shall be charged if the entire assessment is paid within 30 days from the adoption of this
resolution; and they may, at any time after July 31, 2002, pay to the county auditor the entire
amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in
which such payment is made. Such payment must be made before November 15 or interest will be
charged through December 31 of the next succeeding year.
5. The city engineer and city clerk shall forthwith after July 31, 2002, but no later than August 31,
2002, transmit a certified duplicate of this assessment to the county auditor to be extended on the
property tax lists of the county. Such assessments shall be collected and paid over the same
manner as other municipal taxes.

Introduction

• Single family pavement replacement assessment = $2100 per unit (Price Street only)
• Single family storm sewer assessment = $630 per unit (if not previously assessed)
• Commercial storm sewer assessment = $16.80 per front foot
• Sewer/Water Repair = $ NO COST TO PROPERTY OWNER
Objections Filed

Introduction
Final plans and specifications for English Street were approved by the city council on April 8, 2002, and
authorization was given to advertise for bids. Those bids were received and opened on Friday, May 10,
2002. A letter from the city's consultant is attached and a recommendation for award is available.
Background
The bids were received and publicly read aloud at 10:00 a.m., Friday, May 10, 2002. The following six
bids were received:
1. T.A. Schifsky and Sons, Inc.. $1
2. F.M. Frattalone Excavating and Grading, Inc. $1
3. Arnt Construction $1,323,263.02
4. Tower Asphalt $1,499,999.00
5. Forest Lake Contracting, Inc. $1
6. Palda & Sons, Inc. $1,682,817.18
All bids have been checked and tabulated. The engineer's estimate for this project was $1,516,507. The
low bid from T.A: Schifsky and Sons, Inc. of $1,196,5 83.41 is 21 % less than the .engineer's estimate.
Discussion
T.A Schifsky and Sons, Inc. is again the low bidder on the city project. - They were low bidder on the
County Road D project as well. On this project, they are over $107,000. below the next bidder. Schifsky
and Sons, Inc. has begun work on the problems from last year's Gladstone project. We anticipate that we
will eventually resolve all the issues, although at this point, we do not have a final agreement on cost
issues. A number of employees from the Gladstone project are no longer employed by Schifsky's and a
new crew from another contractor have been hired. Schifsky has provided a schedule showing that they
can meet the project schedule for both County Road D and English Street. They acknowledge the need to
complete both projects in a quality manner within the approved schedule and appear to be working toward
correcting the problems from last year's project in an acceptable manner. Our specifications are much
more stringent than last year. In addition, T.A. Schifsky and Sons, Inc. has submitted a letter detailing their
construction schedule and documenting their commitment to completing the project within the time
allotted.
While delaying or denying an award until the Gladstone project is resolved is an option, it is likely that
legal action will be required for resolution if that approach is taken. We believe that the company has
recognized their problems and is working to resolve the issues on Gladstone. With these considerations,
we are comfortable with T.A. Schifsky and Sons, Inc.'s ability to complete English Street project according
to the plans and specifications and within the contract schedule.
Recommendation
It is recommended that the city council approve the attached resolution accepting the bids and
awarding a construction contract to T.A. Schifsky and Sons, Inc. in the amount of $1,196,583.41.

The low bid from F.M. Frattalone Excavating & Grading of $2,151,570.43 is 14% less than the engineer's
estimate.
Discussion
F.M. Frattalone completed similar projects for Maplewood in the past and in surrounding cities. They have
done recent street and utility developments in Maplewood.
Recommendation
It is recommended that the city council approve the attached resolution accepting the bids and

Consider Sidewalk Location between County Road B and Cope Ave
DATE: May 15, 2002
Introduction
On May 13, 2002, a resident from 1308 Cope Avenue addressed the city council about the location of the
sidewalk along English Street between County Road B and Cope Avenue. The city council directed that
further information be provided as part of the May 20 meeting to see if the sidewalk should be relocated.
Background
On January 28, 2002, the city council conducted the English Street public hearing. The engineering staff
recommended a sidewalk on English Street along the entire eastern side of the roadway. A number of
residents expressed concern with the sidewalk location. A survey was sent to the neighborhood asking for
their input into the sidewalk location. The survey results were reported. to the council on February 25, with
71 % supporting the west side. The council directed the sidewalk to be constructed on the west side. On
April 8, plan approval was presented to the city council, when it was noted that the sidewalk was located
on the west side, except on the two -block segment between County Road B and Cope Avenue. It was
noted that the western sidewalk in this location created construction design difficulties with landscaping,
utility lines and the need for a large retaining wall. A detailed cost estimate was not prepared; however,
the engineers estimated the cost at $55,000. The plans were approved with the sidewalk on the east
between County Road B and Cope Avenue.
Discussion
The location of the sidewalk has been noted as a value discussion. Obviously, cost of improvements is

important, although in this case the options are clear: either the east side or the west side. The west side is
consistent with the survey results, although it was assumed at the time of the survey that there was
relatively little cost difference between the east and west side options. The cost issue was discovered after
the survey decision was made. The benefit of a western sidewalk is that more people who may use the
sidewalk live west of English Street. A majority of the people east of English have the Vento trail for their
pedestrian needs. All property owners on the west side of English actually front on other streets and would
access any English sidewalk from the residential street. The western sidewalk provides a good north to
south location route based specifically on population location; however, if people ' are going toward a
destination, such as Weaver Elementary, the need to cross English diminishes this benefit. The benefit of
an eastern sidewalk location is the ease and cost of construction. A crossing of the street is required at
County Road B, but this is a four -way stop and exists in numerous locations in our community. In
addition, a number of homes front on English and would use the sidewalk for their north to south access
point. There certainly are funds available for sidewalk construction based upon the good bids received;
however, the value of a sidewalk from one side of the street to the other does not appear to be gained from
spending an additional $55,000 for a two -block segment. There are reasonable issues that have been
presented to locate the sidewalk on either side of the roadway. The staff believes that the best decision for
the city money is to locate the sidewalk on the east side on this two -block segment.
Recommendation
It is recommended that the city council affirm the decision to locate the sidewalk on the east side of
English Street between County Road B and Cope Avenue, even though the remainder of the
sidewalk on the project is on the west side.

SUBJECT: John Glenn Ball Field
I met with a backstop/chain link manufacturer on Tuesda Ma 14, to determine what t of solution
mi resolve the conflict at the John Glenn #1 ball field. It was determined that an extensive nettin
s would need to be constructed to alleviate foul balls onto C Road B and the adjacent
propert owners. Estimates to modif the backstop would involve reinforced posts and a net s
that would create a canop over the existin backstop.
The estimated cost for backstop, modifications is $13,000 to $16,000. There is currentl $15,000
a "lable in charitable g amblin g in the 2002 bud Staff recommends that the charitable g amblin g
av ailable
mone from 2002 be allocated to resolve the backstop problem for John Glenn #1 field. Should the
cit c ouncil determine it appropriate to utilize cit monies for school district propert the project would
be read for completion b Jul 1. In the interim I would re that the Maplewood Athletic
Association not use this field until the modifications were completed.

Subject: Gladstone south road project
Dear Mayor and council members
My name is Lori Colliander, I live at 1839 Barclay Street in Maplewood. My
family and I live in the Gladstone south neighborgood. Our neighborhood is a
proposed street project, and the public hearing is this evening. We have
been able to attend all the meetings for this road project up until this
evening we will not be able to be there, so we are writing a letter in
strong support of this project. Our roads are in very poor condition, they
are unsafe for residents walking because of large holes, we also have a very
bad drainage problem,which we have been told this project will help with.
Please Im urging you to support this project, it will be a improvement to
our neighborhood and also add value to our community. Thank you Lori
