Commissioner Chair Kim Schmidt indicated there was a quorum and called the meeting.

4.. Approval of Minutes
Approval of the July 20, 201 l Agenda Minutes
Commissioner Schmidt requested to correct Schmidt's vote to Nay and Erhardt's vote to
Aye on failed motion of recommended sale of Roselawn Property on page two.
Commissioner Brannon moved to approve the minutes as amended
Seconded by Commissioner Christenson Ayes: All
Abstain: Fischer
The motion passed.

a.. Joy Park Phase 2 Improvements
Ginny Gaynor, Natural Resources Coordinator updated the Commission on Joy .Park
Phase 2 Improvements. Commission discussed and questioned staff on improvements in
Joy Park.
7. New Business
a. Master Plan for Gladstone Savanna and Gloster Park
Ginny Gaynor, Natural Resources Coordinator updated the Commission on the Master
Plan for Gladstone Savanna and Gloster Park.
Staff asked for Commission's input for the designer. Commission discussed and
questioned staff on Master Plan.
b. Reciprocal Easement Agreement with Airlake Properties
Jim Taylor, Recreation Program Supervisor updated Commission on proposed Easement.
Agreement with Airlake Properties.
Staff proposed that the city enters into a reciprocal easement agreement with Airlake
Properties at Maplewood Heights Park for the use of 7,500 square feet of park land for
shared parking lot. For allowing this easement the city will receive a full PAC
contribution for the development, improvements around the parking lot, four exclusive
use spots for park patrons, and improvements made by the developer to the tennis . and
basketball .courts not to exceed 20,000 dollars. In addition, the developer has agreed to
provide year round maintenance of the proposed parking lot and allow the city access to
all the additional stalls.
Dan Regan, Airlake Development spoke on behalf of proposed development to
Commission. Commission discussed and questioned staff on Proposed Easement
Agreement.

Commissioner Fischer moved to approve staff recommendation
Seconded by Commissioner Mass Ayes: All
Commissioner Roman commented on the possibility of handicap parking stalls being
included.
8. Staff Presentations
a. Fish Creek Acquisition
DuWayne Konewko, Park and Recreation Director updated Commission on Fish Creek
Acquisition. Commission discussed and questioned staff on Fish Creek Acquisition.
9. Commissioner Comments
Commissioner Brannon suggested Commission packets remained printed double sided.
Commissioner Brannon questioned if costs from Lions Park are being funneled back to
Commission. Jim will report back to Commission.
Commissioner Adams commented that in the August 17t Star Tribune there .was was a reat

article about Edgerton Community Gardens.

SUBJECT: Gladstone Savannah Concept Plans
DATE: October 11, 2011
INTRODUCTION
Public Meeting #3 for the Gladstone Savannah Master Plan will be held on Wednesday,
October 18 .at 6:30pm at the Maplewood Community Center. All Commissioners are
encouraged to attend. At the Public Meeting the, two concept plans will be presented.
RECOMMENDATION
Staff recommends the .Commission leads a discussion on the two concept plans and gives their
input to City staff. Commissioners not attending the meeting on October 18 will receive copies
at the.Parks and Recreation Commission Meeting.

SUBJECT: Renaming .a Maplewood park to Veterans Memorial Park
DATE: October 11, 2011
INTRODUCTION
Council has given staff direction to work with the Parks and Recreation Commission to rename
an existing Maplewood Park "Veterans Memorial Park" in honor of our veteran's. The mission .of
the park would be to honor Minnesota Veterans that have fought for our freedom, our State, and
our great Nation.
DISCUSSION
Upon review .of our parks system to find a park that would be not only .highly visible but highly
used,. staff feels that Goodrich Park would fit the mold to accomplish these goals. Goodrich
Park houses our entire adult softball program as well as many tournaments yearly for youth
fastpitch. softball. In addition to the athletic offerings Goodrich will be redeveloped over the next
couple of years and we will be able to incorporate the memorial aspect into the redevelopment.
RECOMMENDATION
Staff recommends the Commission .discusses there interest in changing the name of Goodrich
Park to Veterans Memorial Park.
