Call to Order Commissioner Chair Kim Schmidt indicated there was a quorum and called the meeting to order. 2. Approval of Minutes Approval of the July 20, 2011 Agenda Minutes Commissioner Schmidt requested to correct Schmidt's vote to Nay and Erhardt's vote to Aye on failed motion of recommended sale of Roselawn Property on page two. Joy Park Phase 2 Improvements Ginny Gaynor, Natural Resources Coordinator updated the Commission on Joy Park Phase 2 Improvements. Commission discussed and questioned staff on improvements in Joy Park. 7. New Business a. Master Plan for Gladstone Savanna and Gloster Park Ginny Gaynor, Natural Resources Coordinator updated the Commission on the Master Plan for Gladstone Savanna and Gloster Park. Staff asked for Commission's input for the designer. Commission discussed and questioned staff on Master Plan. b. Reciprocal Easement Agreement with Airlake Properties Jim Taylor, Recreation Program Supervisor updated Commission on proposed Easement Agreement with Airlake Properties. Staff proposed that the city enters into a reciprocal easement agreement with Airlake Properties at Maplewood Heights Park for the use of 7,500 square feet of park land for shared parking lot. For allowing this easement the city will receive a full PAC contribution for the development, improvements around the parking lot, four exclusive use spots for park patrons, and improvements made by the developer to the tennis and basketball courts not to exceed 20,000 dollars. In addition, the developer has agreed to provide year round maintenance of the proposed parking lot and allow the city access to all the additional stalls. Dan Regan, Airlake Development spoke on behalf of proposed development to Commission. Commission discussed and questioned staff on Proposed Easement Agreement. Commissioner Fischer moved to approve staff recommendation Seconded by Commissioner Mass Ayes: All Commissioner Roman commented on the possibility of handicap parking stalls being included. 8. Staff Presentations a. Fish Creek Acquisition DuWayne Konewko, Park and Recreation Director updated Commission on Fish Creek Acquisition. Commission discussed and questioned staff on Fish Creek Acquisition. 9. Commissioner Comments Commissioner Brannon suggested Commission packets remained printed double sided. Commissioner Brannon questioned if costs from Lions Park are being funneled back to Commission. Jim will report back to Commission. Commissioner Adams commented that in the August 17 Star Tribune there was a great article about Edgerton Community Gardens. 10. NSP Joint Powers Agreement Recreation Manager Audra Robbins gave an update on The Maplewood/North Saint Paul joint powers agreement. b. Gladstone Savannah Concept Plans Commissioner Roman and Parks Manager Jim Taylor gave an update on the Gladstone Concept plans. After the update Commissioners gave their input on the plans. The preferred concept will be presented to the Commission at the November meeting. 7. New Business a. Renaming a Maplewood Park Veterans Memorial Park Parks Manager Jim Taylor gave a presentation on the idea of renaming Goodrich Park to Veterans memorial Park. Commissioner Comments Commissioner Sonnek thought it would be a cool idea to use a sales tax increase to help fund Parks if Ramsey County pursues a stadium deal. Commissioner Roman thanked MCC staff for the grand reopening of the MCC and the new improved aquatics center. 10. At the November 16, 2011 Park Commission meeting, commissioners will review the proposed master plan for the site. DISCUSSION Gladstone Savanna Neighborhood Preserve is a 24 -acre natural area with no trails or amenities. Gloster Park is a 2.7 -acre Neighborhood Park with play equipment and open play area. Three commissions are participating in the master planning process and the process has included four public meetings. Residents and commissioners reviewed two concepts for the site at the October 18 public meeting and October 19 Parks Commission meeting. The design team used those comments to develop the revised plan (Attachment 1), which was presented at the November 9 th public meeting. The master plan for Gladstone Savanna and Gloster Park must integrate the site's industrial history, natural resources, trails and recreation, stormwater management; and soil remediation. Maplewood's Environmental and Natural Resources (ENR) Commission reviewed the soil contamination plan and stormwater strategies for the site on October 17, 2011. They approved both. Attachment 2 shows a map of the soil remediation plan. The site is not hazardous but some soil remediation is necessary. In one area, soil will be excavated, removed from the site, and disposed of properly. In two large areas, a soil cap of 2' or 3' will be placed on the site to provide adequate distance between the contamination and the surface. At the November 16 Park Commission meeting, staff will present the proposed master plan for commissioners' review and recommendation. The design team is excited about the way the design celebrates the history of the site, while working within the context of the Neighborhood Preserve classification and providing for soil remediation. RECOMMENDATION Staff requests that the Parks Commission reviews and makes a recommendation to Council on the Gladstone Savanna /Gloster Park master plan. The streets associated with this project are generally located southeast of Stillwater Road, west of Sterling Street, and north of Minnehaha Avenue (see Project Location Map). These streets are listed in the approved 2012 — 2016 Maplewood Capital Improvement Plan (CIP) as a proposed project for the 2012 construction season. The feasibility study is currently being prepared by the city's project consultant Kimley -Horn and Associates. Gethsemane Park is adjacent to Bartelmy Lane and 7th Street which are proposed to be reconstructed as part of the neighborhood reconstruction project (see Park Location Map). Staff is proposing several design features as part of the neighborhood improvement that will enhance Gethsemane Park. Staff is seeking input from the Parks and Recreation Commission. Background The City of Maplewood currently owns 2 acres of land located at the intersection of Bartelmy Lane and 7th Street. The 2 acres of land currently contain a tot -lot and a portion of a baseball field. The existing tot -lot consists of a sand play area, 2 benches, a metal climbing structure, and an old metal slide (see attached existing park photos). The city also currently leases adjacent property totaling approximately 7.4 acres. The leased land contains the majority of the 3 baseball fields, ice rink, warming house, and parking lot. The west side of Bartelmy Lane is currently signed as no parking adjacent to Gethsemane Park. The general nature of the proposed project improvements associated with the City Project 11 -14 include the reconstruction of the streets with new concrete curb and gutter, replacement of the road section, installing a new storm water management system (i.e. storm drains, piping, and rain gardens), sanitary sewer upgrades, replacement of existing water main, and proposed sidewalk construction. The following is a list of issues that have been discussed either by city staff, the city's consultant, or by residents at the neighborhood meeting held on September 29, 2011 that impact the project and potentially Gethsemane Park: • The current condition of the existing tot -lot o Residents discussed the current condition of the Gethsemane Park tot -lot • Residents would like a park to be a safe, fun place for their children /grandchildren to play and for the community to gather • Drainage issues within the neighborhood o Residents discussed the drainage issues in the neighborhood and at the intersection of Bartelmy Lane and 7 Street both in the road and on the adjacent property • Sidewalk location o Residents discussed which streets would best be served by sidewalks in order to provide a safe area for residents Traffic speed o Residents commented on the speed of traffic traveling down Bartelmy Lane and Mary Street to and from Stillwater Road and Minnehaha Avenue It was noted that this route was highly used by pedestrians Storm water volume reduction requirements • City is required to reduce volume of runoff by 1" over the impervious areas • Federal requirement to reduce pollutants before reaching lakes and wetlands • Requirement is generally met through the creation of rain water gardens, reduction of impervious areas, and underground treatment systems Proposed Improvements Following the neighborhood meeting, city staff has been working closely with the local watershed district and consultant staff to revise the proposed design to address these concerns. Since this meeting, the City of Maplewood has also been presented with a unique opportunity to partner with the Ramsey- Washington Metro Watershed District on this project. This partnership allows the City of Maplewood to be the recipient of a one -time grant (comprised of matching funds from the Clean Water Fund Grant and Ramsey - Washington Metro Watershed District) to fund improvements that will promote the benefits of the living streets concept. The benefits from the living streets concept include the following: • Improved pedestrian and bicycle safety • Slow existing traffic speeds • Improved storm water quality / reduction of storm water quantity • Enhancement of the urban forest These types of improvements will also address many of the concerns heard from the residents at the September 29, 2011 neighborhood meeting. The revised design (see Street Layout — Concept) includes an increase in rain gardens and boulevard trees, addition of sidewalk on all streets, and narrower street widths. The attached image represents a concept of the revised design. In addition, city engineering staff has been coordinating with the city Parks Department to include the replacement of the playground equipment at Gethsemane Park. Typically as part of a neighborhood street improvement project neighboring parks are often included in the project having their parking lots reconstructed, basketball courts repaved, along with the construction of rain water gardens. The city owned portion of Gethsemane Park does not contain features such as parking lots or basketball courts. The residents indicated very clearly that an upgrade of the tot -lot was needed and would be a welcome addition to the neighborhood. The Public Works and Parks staff has reviewed the city owned parcel and believe that including the Gethsemane Park tot -lot as part of the proposed neighborhood improvement would meet the needs of the neighborhood, accelerate the time frame for which these improvements would be able to take place. The proposed tot -lot improvement would include the full replacement of the play area, the equipment, installation of new benches, and provide a trail from the proposed walk located along the west side of Bartelmy Lane. A rain garden would be installed in the low area at the intersection of Bartelmy Lane and 7'" Street to help reduce the drainage issues and help meet the storm water volume reduction requirements. Sidewalks are proposed to be constructed along the east and south sides of Gethsemane Park as part of the proposed reconstruction project. Bartelmy Lane is proposed to be reconstructed with parking bays along the west side adjacent to the proposed walk to provide additional parking adjacent to the park (see Park Improvement Map). Schedule The following is an outline schedule for the proposed project: • December 12, 2011 — Accept Feasibility Report • January 2012 — Public Hearing / Authorize Preparation of Plans and Specifications • March 2012 — Assessment Hearing / Award of Contract • May —September 2011 -Construction Budget It is currently estimated that the costs for the tot -lot improvements will be in the range of $80,000 to $100,000. It is proposed to use a combination of public improvement funding and park funding to finance the costs for the proposed tot -lot improvements. The feasibility study is currently being prepared and therefore the estimated funding amounts have not been determined at this time. RECOMMENDATION Staff is requesting the Parks and Recreation Commission provide input on the proposed Gethsemene Park upgrades and public improvements. Attachments: 1. Project Location Map 2.
