INFORMATION
Representatives from Metro Transit have asked to come address the City Council about
their plans for a transit center at the Maplewood Mall (the old United Artist theatre
building north of the mall). I have met with these individuals and have indicated that our
primary concern with taking the theatre site is the loss of tax revenue. They seem open to
the idea of trying to incorporate some commercial element to their plans.
I don't believe that the Metro Transit is looking for formal approval although as the
condemnation process proceeds, we are free to comment on any concerns we may have
with'this project.

INFORMATION
Ramsey County is holding a meeting on July 10, 2002 to discuss the possibility of
instituting a countywide levy for redevelopment activities. Please see attached letter
from the County Manager and Community and Economic Development Director.
I am planning on attending this meeting and am looking for comments from the city
manager and City Council about this concept. At first glance, this seems like a program
that could benefit Maplewood. The letter indicates four subject areas for cities to
respond to. Please review the letter and let me know where you stand on this so I can
take the collective comments to the meeting on July 10, 2002. Thank you.

POTENTIAL HRA LEVY FOR CALENDAR YEAR 2003
In response to inquiries made by suburban communities for additional resources for redevelopment, housing, and economic
development activities, the Ramsey County HRA Board has asked the County staff to hold meetings with suburban officials
to determine what interest there .might be in the County instituting an. HRA levy for calendar year 2003. No decisions have
been made on a levy; we are only fact - finding.
Specifically, there are four things we would like to know:
1. Is this a resource that could benefit your community?
2. Would your community be supportive of a suburban -wide County HRA levy?
3. If a levy were to be instituted, what specific uses does your community think should be targeted?
4. Are you considering establishing, or activating an already existing, HRA with a local levy?

INTRODUCTION
There is presently one vacancy on the Human Relations Commission due to the resignation
of Donna Brown in 2001. Two applications were received for this vacancy.

At the Human Relations Commission meetin on June 4 002 '

candidate who applied for the p vacancy, i Barbara Damchik -D kes. She was resent for the

monthly meeting and then was interviewed by the Commission. The second applicant had
been pp
contacted to attend both the May and June meetings but failed to ap pear at either
meeting.
The Co * sion was very impressed by Ms. Damchik -D kes background, experience and

interest in the Commission. The Commissioners' questions dealt with the applicant's

availability, commitment, knowledge and qualifications. Ms. Damchik -D kes' resume and

application are attached. Based on Ms. Damchik- Dykes' interview, the Commission
recommends her appointment to the Maplewood Human Relations Commission.
