HomeMy WebLinkAbout2011 10-05 Special City Council/Manager Workshop PacketWork Session Agenda Item D1 AGENDA REPORT TO: James Antonen, City Manager FROM: Shann Finwall, Environmental Manager Alan Kantrud, City Attorney Charles Ahl, Assistant City Manager DATE: September 30, 2011 SUBJECT: Trash Collection System Analysis – Review of Trash Collection System Proposals INTRODUCTION On September 13, 2011, the Trash Hauling Working Group ranked the six responses received by the City in response to the Comprehensive, Residential Trash Collection System Request for Proposal (RFP). As a result of the Working Group’s careful proposal evaluations, Allied Waste Services (“Allied”) was ranked as the number one proposer. On September 26, 2011, the Trash Hauling Working Group recommended that the City Council authorize staff to negotiate with Allied for city-wide residential trash collection services. The City Council tabled the item until October 10, 2011, and requested a City Council Workshop to be held on October 5. The purpose of the workshop is to allow all City Council Members an opportunity to review the proposals, not just the City Council Members who were part of the Trash Hauling Working Group. As part of an RFP procurement process, the Council has been provided a staff report and all attachments. These documents are considered confidential and will be reviewed by the Mayor and City Council only. Alan Kantrud, City Attorney, has given his legal opinion on the release of these documents to the City Council. It is anticipated that the Council will review and discuss each of the proposals, as well as the standards of the original Request for Proposals [RFP] and will refer to each proposal by reference letter or number and not discuss the individual responses. RECOMMENDATION It is recommended that the City Council review the proposals received for a Residential Trash Collection System . No action will be taken as part of this Work Session. Attachments: 1.
