1. CALL TO ORDER
A meeting of the Commission was held in the City Hall Council Chambers and was called to order
at 7:00 p.m, by Chairperson Boulay.

6. VISITOR PRESENTATIONS
a. Jeff Schadt, Guest Speaker
Jeff Schadt is a 58 year resident of Maplewood. He served 32 years on Ihe
Maplewood Fire Department before retiring in 2008. Jeff then shared the history of
his life in Maplewood. You can watch the meeting online or purchase a DVD by
putting in a data request in the city clerk's office for further information.

b. Carolyn Peterson, Maplewood Historical Society
Carolyn stated a year ago she asked the HPC that the Fish Creek Land in south
Maplewood be added to the list of historical places to preserve. The city council voted
ayes all August 23, 2011, to purchase the Fish Creek Greenway which is 70 acres of
land and is part of a national park. Carolyn presented a kite to Char Wasiluk to fly
kites together at Fish Creek. Char Wasiluk spoke briefly as well.

d. Gladstone Shops/Savanna
Pete discussed the Gladstone area where the shops were. There will be a meeting on
Tuesday August 30, 2011, at the Maplewood Community Center at 6:30 p.m. to give
the background about the project and get input. Then another meeting on
Wednesday, August 31, 2011, at 6 p.m. on the history of the site and at 7 p.m, there
will be a site walk through.
9. MAPLEWOOD AREA HISTORICAL SOCIETY (heard out of order)
a. August 13, 2011,10:00-11:00 a.m. Pete Boulay will lead a walking tour of the
Historic Ramsey County Poor Farm and Cemetery.
Pete said about 15 people showed up for the Gladstone tour. He also mentioned the
upcoming Historic Ramsey County Poor Farm and Cemetery walking tour. Parking
will be in the Ramsey County District Court parking.

a.m, to 4 p.m. at the Bruentrup Farm.

INTRODUCTION
The city is developing a Master Plan for Gladstone Savanna Neighborhood Preserve and
Gloster Park. The site has a rich industrial history as the location of the Gladstone Shops of the
St. Paul and Duluth Railroad. The City requests input from the Heritage Preservation
Commission and the Maplewood Historical Society to ensure the history of the site is respected
and celebrated in the park plan.
DISCUSSION
Gladstone Savanna Neighborhood Preserve is a 24-acre natural area, which currently has no
trails or amenities. Gloster Park is a 2.7 aCre Neighborhood Park with play equipment and open
play area. The site was Once the location of the Gladstone Shops of the St. Paul and Duluth
Railroad. Attachment 1 shows a map of the site with an overlay of the location of historic
structures.
In August 2011, the city held two public meetings for the site master plan. The first meeting
covered background information and gathered input from participants. Handouts of the
presentation are attached (Attachment 2). At the second publiC meeting, Pete Boulay did a
presentation on the history of the site. Participants then met at the site for a walk-through to
discuss history and natural resources at the site. A project webpage will be available soon at
www.ci.maplewood.mn.us (click on the Projects link along the top bar).
The Master Plan for Gladstone Savanna and Gloster Park will integrate history, natural
resources, trails and recreation, stormwater management, and soil remediation. The
commission's role is to focus on the history of the site, but you need to be cognizant of the how
history will interact with the above issues. In particular:
1. There will be soil remediation on the site. This may include removing soil from some
areas and capping other areas with 2' to 3' of soil. Thus, in some areas, excavation
and showcasing of foundations will not be a possibility.
2. The site is one of Maplewood's 14 Neighborhood Preserves. As such we have a
requirement to preserve, enhance, or restore natural resources and provide people
with a good experience of nature.
Staff and consultants are excited about the opportunities to integrate the cultural history and
natural history of the site and think this can be done very effectively.
At the October 8, 2011 Commission Meeting, staff requests that the commission and the
historical society brainstorm ideas for how we might integrate history into the master plan. We
are not asking you to come up with a consensus or an official recommendation We'd like as
many ideas as you can generate. Park Department staff members are not able to attend this
meeting but will review the taped meeting to listen to your discussion.
Here are some questions we encourage you to consider:
1. What are different ways to interpret history? (signage, interpretive trail with posts and
trail brochure, excavation of structure foundations, replication of structures, opportunities
with new technologies, etc)
2. How might each of the above play out at the savanna site?
3. How might we use materials in the site landscape design to reflect the site history (metal
rails, brick, etc)
4. Are there ways we could use architectural features from the former structures on the site
in the landscape design?
5. Are there certain historical aspects of the site that may hold greater relevance than
others to telling the story of the Gladstone Shops site?
RECOMMENDA nON
Staff requests that the Heritage Preservation Commission and the Maptewood Historical Society
provide ideas on how we might respect and celebrate the history of the Gladstone Savanna
Neighborhood Preserve site.
