MINUTES CITY OF MAPLEWOOD HUMAN RIGHTS COMMISSION 7:00 p.m., Tuesday, May 10, 2011 Council Chambers, Maplewood City Hall 1830 County Road B East 1. CALL TO ORDER A meeting of the Commission was held in the City Hall Council Chambers and was called to order at 7:00 p.m. by Chairperson Kringle. 2. ROLL CALL Commissioners Jon Brandt, Commissioner Present William Joanis, Commissioner Present Jeffrey Kringle, Chairperson Present Arianne Maxwell, Commissioner Present Marie Ridgeway, Commissioner Present Laurie Rose Simon, Commissioner Present Charlotte Winnen, Commissioner Present Staff Chuck Bethel, Labor Relations Attorney 3. APPROVAL OF AGENDA Commissioner Simon moved to approve the agenda as submitted. Seconded by Commissioner Ridgeway. Ayes – All The motion passed. 4. APPROVAL OF MINUTES Approval of the April 12, 2011, Human Rights Commission Meeting Minutes. Commissioner Simon had a correction on page 2, item 6. a. striking African American in the second line. Commissioner Ridgeway moved to approve the April 12, 2011, Human Rights Commission Minutes as amended. Seconded by Commissioner Joanis. Ayes – Chairperson Kringle, Commissioner’s Brandt, Joanis, Maxwell, Ridgeway, & Simon Abstention – Commissioner Winnen The motion passed. Packet Page Number 1 of 10 5. NEW BUSINESS None. 6. UNFINISHED BUSINESS a. Discussion of Art and Essay Contest Procedures The commission discussed the contest and their communications with staff regarding the art and essay contest notifications to area schools and posting the contest on the city website. The commission decided Charlotte Winnen, Laurie Simon, and Arianne Maxwell along with two city councilmembers would vote on the art and essay contest. b. Response to Citizen Complaint – No Report Labor Relations Attorney, Chuck Bethel introduced the item and requested to play a DVD from the Mayor. Commissioner Joanis requested giving a presentation on how to deal with matters such as this and have that added to the next HRC agenda. Commissioner Brandt moved to play the DVD with Mayor Rossbach’s statement. Seconded by Commissioner Simon. Ayes – Chairperson Kringle, Commissioner’s Brandt, Maxwell, Ridgeway, Simon, & Winnen Nay – Commissioner Joanis Mr. Bethel played the DVD presentation from Mayor Rossbach regarding visitor presentations during the city council meeting. Bob Zick, North St. Paul addressed the commission regarding this item. Councilmember John Nephew addressed the commission. Tim Kinley, Maplewood resident addressed the commission. After further discussion amongst the commission HRC members decided this matter is closed. c. Review of the HRC Mission Statement and Handout Commissioners suggested changes to the HRC Mission Statement and Handout. Commissioner Brandt asked Mr. Bethel if it would be appropriate to form an ad hoc committee to work on this statement and handout and bring something back to the commission. Mr. Bethel said yes that would be appropriate. The commission decided to have Jon Brandt, Marie Ridgeway and Charlotte Winnen work on the ad hoc committee and bring something back to staff and the commission. Packet Page Number 2 of 10 7. VISITOR PRESENTATIONS None. 8. COMMISSION PRESENTATIONS Commissioner Simon stated she has a sign-up sheet for members to volunteer to help at the Taste of Maplewood. Commissioner Winnen said she was not present for the meeting in April and she would like to postpone her focus group discussion until there is more data available from the 2010 census. 9. STAFF PRESENTATIONS None. 10. ADJOURNMENT Chairperson Kringle adjourned the meeting at 8:00 p.m. Packet Page Number 3 of 10 THIS PAGE IS INTENTIONALLY LEFT BLANK Packet Page Number 4 of 10 Agenda Item 5 A MEMORANDUM TO: Human Rights Commission FROM: Karen Guilfoile, Director Citizen Services SUBJECT: Change of Date of the August and November Meetings Due to the Primary and General Election DATE: June 9, 2011 BACKGROUND The Municipal Primary Election is to be held on August 9, 2011 and the General Election is to be held on November 8, 2011. State Statute 204C.03 prohibits public meetings from being held on an election day between the hours of 6:00 p.m. and 8:00 p.m. Human Rights Commission meetings are scheduled to be held on both the Primary and General Election days. Aside from State law prohibiting public meetings being held during the scheduled time of the meetings, the council chambers also serve as a polling place and will be unavailable for use. RECOMMENDATION It is recommended that the August meeting be rescheduled to Thursday, August 11th and the November meeting be held on Thursday, November 10th. Packet Page Number 5 of 10 Agenda Item 6 A MEMORANDUM TO: Human Rights Commission FROM: Karen Guilfoile, Director Citizen Services SUBJECT: Discussion of Art and Essay Contest Procedures and Review of Criteria for Judging DATE: June 9, 2011 BACKGROUND At the April 12, 2011 Human Rights Commission meeting the Commission voted to conduct an art and essay contest for area students to through art or essay depict the World Without Discrimination or Why Human Rights Is Important To Me. Elementary, middle school, and high school students in Maplewood, Oakdale, and North St. Paul were invited to participate. The deadline for the essay contest was May 27, 2011. The city received 18 essays from the seventh grade class at Hill-Murray. There were no art submissions. Winners are to be announced and notified in mid-July. There has yet to be criteria set by which a judging panel would judge submissions. Commissioner Ridgeway has submitted the attached form for review by the commission to be used to judge the submissions. The pamphlet was used for informational purposes at seminars, conferences and Human Rights sponsored events. Staff is requesting that the Human Rights Commission review the pamphlet and make changes so that it can be reprinted and available for use. Roosevelt Packet Page Number 9 of 10 Since 1968, the Maplewood Human Relations commission, a seven-member group chartered by the Maplewood City Council, has worked to secure equal opportunity for all Maplewood citizens. We also work with other agencies, organizations, businesses and individuals to improve the human relations climate in our community. Our Purpose The Commission is charged to: ♦ Address human rights problems on a local and informal level. ♦ Advise the City of Maplewood on human rights matters. ♦ Assist with the City Council in achieving an environment free of illegal discrimination in Maplewood ♦ Help all citizens, groups and businesses of Maplewood by providing education and answering questions concerning the Minnesota Human Rights Act. ♦ Assist the Minnesota Department of Human Rights in enforcing the Minnesota Human Rights Act. Get Involved! Meeting ~ Commission meetings are held the first Tuesday of the month, September through June, at 7:00 p.m. at Maplewood City Hall. The public is invited to attend. Events ~ The Human Rights commission sponsors an annual diversity contest for city youth. It offers a variety of in-service and workshop events throughout the year. Past topics have included age sensitivity, the Americans with Disabilities Act, gang issues and more. The Commission also participates in Maplewood Night Out each August. Other Assistance ~ The Commission is interested in your suggestions, questions or concern. The Commission is here to help if you have faced discrimination in Maplewood.
