1. CALL TO ORDER
A meeting of the Commission was held in the City Hall Council Chambers and was called to order
at 7:00 p.m. by Chairperson Boulay.

Approval of the June 16. 2011. Heritaqe Preservation Commission Minutes.
Commissioner Boulay asked that the wording on page 4, sixth line, be changed from E:everal
years to manv years.
Commissioner Currie moved to approve the June 16. 2011. HPC minutes as amended.

5. CHAIR OPENING STATEMENTS/PRESENTATIONS
Lois Behm will no longer be typing the Heritage Preservation Commission minutes. The HPC
thanked Ms. Behm her for her service and good work serving the HPC. A staff member, Lisa
Kroll, will now be typing the HPC minutes.

6. VISITOR PRESENTATIONS
a. Fran Juker, Guest Speaker
Ms. Juker introduced herself to the commission. Her and her husband Dick found a lot in
the Gladstone area and built a house in 1963 where they have lived for 48 years. In 1965
her husband joined the Fire Department and she joined the Auxiliary Club. She used to
work on the newsletter for the Fire Department. She wrote about the Gladstone fire truck
called Old Bessie, a 1923 fire truck. There were dances held in the fall at Aldrich Arena.
In 1975 she and four other people were appointed to serve on the HRA and she was
appointed to be the secretary. She was also on the wage committee. Then she ran for
the city council. She won a seat in 1980 and served four years. She ran for city council
again and lost and then ran two more times and won two four year terms. Ms. Juker
served three terms on the council. She was instrumental in the truth in housing program,
the 100 foot setback and the rental housing code. The council dealt with many
controversial items such as organized trash collection just as the current city council is
dealing with in 2011. Ms. Juker spoke for 45 minutes. This is a brief rendition of what was

a. Commission members give a two minute background about themselves
i. Each HPC commission member gave a brief background about themselves for the
sake of the public as well as the commission and staff.
b. Historic tree to be cut down in trailer park
i. Commissioner Currie received a phone call from Janice Quick did a historical tree
report and told Commissioner Currie about a tree to be marked to be cut down at
the old St. Paul Tourist cabin site. Mr. Fisher gave an update on the area in
question and stated he received an email regarding this tree and found out the
historical tree is no longer marked for removal.
c. Walking Tours
i. Commissioner Boulay will be giving two historic walking tours of historic sites in
Maplewood on August 6, 2011 and August 13, 2011.

The walking tour on August 6th will be downtown Gladstone. August 13th will be
the poor farm and cemetery. Maplewood Historical Society members can do the
walk for free and otherwise the fee is $5 a person. For further information contact
the Maplewood Historical Society.
11. STAFF PRESENTATIONS
a. Future HPC Meetings
i. Dave Fisher discussed alternate meeting days to begin in September from the
current HPC meeting which is the second Thursday evening. Staff asked the
commission to check their calendars and bring this back to the commission at the
next meeting. The next HPC meeting will be Thursday, August 11,2011.
12. ADJOURNMENT
Chairperson Boulay adjourned the meeting at 8:38 p.m.

Demolition of the Frost Avenue Bridge
August 5, 2011, for the August 11, 2011 HPC Meeting

INTRODUCTION
The Heritage Preservation Commission (HPC) has requested photos of demolished
buildings or sites in 2011. The commission made this request to have a record of the
buildings or sites that were demolished and provide comments of their historical
significance in the city.
DISCUSSION
The Frost Avenue bridge project has started and the demolition is almost completed.
Photos of the bridge demolition are provided for your review and discussion.

Resolution of Appreciation for Lois Behm

INTRODUCTION
Lois Behm has given her time freely over the last sixteen years to the Historical -
Heritage Preservation Commission (HPC). Lois is stepping down after her dedicated
service to the HPC due to a reorganization of personnel in the Community Development.
Lois has served as the liaison of the HPC from 1995 to 2007 and she has taken the
minutes from 1997 to June of 2011. We appreciate Lois's sixteen years and one month
of service to the city and wish to forward the attached resolution of appreciation to the
city council for their adoption.
RECOMMENDATION
Approve the attached resolution of appreciation for Lois Behm.

RESOLUTION OF APPRECIATION
WHEREAS, Lois Behm has been taking minutesfor the Maplewood Heritage
Preservation Commission for sixteen years and one month since she volunteered as the
Liaison to the HPC on June 7, 1995 and has servedfaithfully in that capacity; and
WHEREAS, the Heritage Preservation Commission has appreciated her
experience, insights and good judgment; and
WHEREAS, Lois Behm hasfreely given of her time kn01dedge and energy,for
the betterment of the City of Maplewood; and
WHEREAS, Lois Behm has shown dedication to her duties and has consistently
contributed his leadership and effortfor the benejit of the City.
NOW, 1HEREFORE, IT IS HEREBY RESOL VED for and on behalf of the
City of Maplewood, Minnesota, and its citizens that Lois Behm is hereby extended our
gratitude and appreciation for her dedicated service.
