UNFINISHED BUSINESS None 6. NEW BUSINESS a. 2010 Code Enforcement Report i. Senior Planner, Tom Ekstrand reviewed the 2010 Code Enforcement Report. Commissioners asked staff if they could have a comparison from previous years 2008-2009 and 2009-2010. Staff said they would get that information and bring it back to the commission. b. 2011 First Quarter Code Enforcement Report i. Senior Planner, Tom Ekstrand gave a 2011 First Quarter Code Enforcement Report. The commission asked if Dave Fisher would be getting any additional assistance as he serves as building official and code~i1forcement officer and is very busy. -,Co." Senior Planner, 10m Ekstrand introduced the item. ii. Finance Manager, Gl'lyle Bauman answered questions of the 2012 - 2016 Capitallmprovemel1t Plan. The commission moved to approve the 2012 - 2016 Capitallmprcivement Plan. d. Election of Chair, Vice Chair and Secretary for 2011 i. Senior Planner, Tom Ekstrand stated the election of the chair and vice chair and secretary is normally done in January but due to the fact that the HRA has not met since November 2010 the commission needs to make a decision now. Commissioner Tkachuck recommended keeping Gary Pearson as Chairperson and Beth Ulrich as Vice Chair and Secretary. Both commissioners were willing to continue to serve. MEMORANDUM DATE: James Antonen, City,Manager Tom Ekstrand, Senior Planner Home Foreclosures and the Neighborhood Stabilization Program (NSP) August 3, 2011 TO: FROM: SUBJECT: INTRODUCTION At ,he last HRA meeting, the commission requested updated home foreclosure and Neighborhood Stabilization Program (NSP) information, Staff requested an update from Denise Beigbeder of the Ramsey County Housing & Redevelopment Authority/Community and Economic Development Department. Ms. Beigbeder provided the enclosed graph of Ramsey County Foreclosures from 2006 through March 2011 and the map of the NSP Foreclosed Property Remediation Target Areas. Staff also enclosed the Ramsey County Foreclosure Sales map from 2010, The following is a comparison of the foreclosures located in Maplewood from 2007 through 2010: Maplewood Foreclosures 2007 there were 99 foreclosures 2008 there were 147 foreclosures 2009 there were 197 foreclosures 2010 there were 181 foreclosures NSP Funded Home Purchases Presently the county is buying three foreclosed properties in Maplewood for resale. The addresses of these properties are: 2010 Clarence Street, 1959 McKnight Road and 1769 English Street. The first two are funded through NSP1 Program funds and the English house is through NSP3 funds. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program Is being realized, NSP1, a term that references the NSP funds authorized under Division B, Title III of the Housina and Economic Recoverv Act (HERA) of 2008, provides grants to all states and selected local governments on a formula basis. The Recovery Act also authorized HUD to establish NSP-TA,"a $50 million allocation made available to national and local technical assistance providers to support NSP grantees, NSP3, a term that references the NSP funds authorized under the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) of 2010, provides a third round of neighborhood stabilization grants to all states and select governments on a formula basis. NSP Resource Exchange NSP Resource Exchanae Is a one-stop shop for the Information and resources needed by NSP grantees, subreclplents and developers to purchase, rehabilitate, and resell foreclosed properties, There are three primary components to the Resource Exchange site InclUding: . Find a Resource - a database of policy guidance, practitioner support tools and training materials developed by HUD and technical assistance providers who specialize In NSP-related activities, It can be browsed by topic, audience, or type of Information. . Ask a Question a feature that can be used to direct users to previously asked questions based on the user's questions, It also provides users with a question form that can be submitted electronically for those questions and answers that are not listed on the website, . Request TA a mechanism by which users can communicate with technical assistance providers and request support In Implementing NSP activities The NSP Resource Exchange can also be used to learn about upcoming events related to NSP and coming soon the site will feature tool kits for designing programs and Implementing activIties. Nature of Program NSP Is a component of the Community Development Block Grant (CDBG), The CDBG regulatory structure Is the platform used to Implement NSP and the HOME program provides a safe harbor for NSP affordabillty requirements, NSP grantees develop their own programs and funding priorities. Activities may not qualify under NSP using the Ilprevent or eliminate slums and blight" or "address urgent community development needs" obJectives, Eligible Uses NSP funds may be used for activities which Include, but are not limited to: . Establish financing mechanisms for purchase and redevelopment of foreclosed homes and residential properties; . Purchase and rehabilitate homes and residential properties abandoned or foreclosed; . Redevelop demolished or vacant properties Homebuyer Assistance Homebwers cannot receive assistance directly from HUD, NSP funds can be used to help homebuyers purchase homes, but they must contact an NSP grantee for application details, NSP operates on a national scale, but participation requirements may differ from one state or city to another, for Information on how you may purchase a home with NSP assistance please contact an NSP grantee In your area.
