CITY OF MAPLEWOOD
HUMAN RIGHTS COMMISSION
7:00 p.m., Tuesday, May 10, 2011
Council Chambers, Maplewood City Hall

1. CALL TO ORDER
A meeting of the Commission was held in the City Hall Council Chambers and was called to order
at 7:00 p.m. by Chairperson Kringle.
2. ROLL CALL

3. APPROVAL OF AGENDA
Commissioner Simon moved to approve the agenda as submitted.
Seconded by Commissioner Ridgeway. Ayes – All
The motion passed.
4. APP ROVAL OF MINUTES
Approval of the April 12, 2011, Human Rights Commission Meeting Minutes.
Commissioner Simon had a correction on page 2, item 6. a. striking African American in the
second line.
Commissioner Ridgeway moved to approve the April 12, 2011, Human Rights Commission
Minutes as amended.
Seconded by Commissioner Joanis. Ayes – Chairperson Kringle,
Commissioner’s Brandt,
Joanis, Maxwell, Ridgeway,
& Simon
Abstention – Commissioner Winnen
The motion passed.
5. NEW BUSINESS

6. UNFINISHED BUSINESS
a. Discussion of Art and Essay Contest Procedures
The commission discussed the contest and their communications with staff regarding the art and
essay contest notifications to area schools and posting the contest on the city website. The
commission decided Charlotte Winnen, Laurie Simon, and Arianne Maxwell along with two city
councilmembers would vote on the art and essay contest.
b. Response to Citizen Complaint – No Report
Labor Relations Attorney, Chuck Bethel introduced the item and requested to play a DVD from
the Mayor.
Commissioner Joanis requested giving a presentation on how to deal with matters such as this
and have that added to the next HRC agenda.
Commissioner Brandt moved to play the DVD with Mayor Rossbach’s statement.
Seconded by Commissioner Simon. Ayes – Chairperson Kringle,
Commissioner’s Brandt,
Maxwell, Ridgeway, Simon,
& Winnen
Nay – Commissioner Joanis
Mr. Bethel played the DVD presentation from Mayor Rossbach regarding visitor presentations
during the city council meeting.
Bob Zick, North St. Paul addressed the commission regarding this item.
Councilmember John Nephew addressed the commission.
Tim Kinley, Maplewood resident addressed the commission.
After further discussion amongst the commission HRC members decided this matter is closed.
c. Review of the HRC Mission Statement and Handout
Commissioners suggested changes to the HRC Mission Statement and Handout.
Commissioner Brandt asked Mr. Bethel if it would be appropriate to form an ad hoc committee to
work on this statement and handout and bring something back to the commission.
Mr. Bethel said yes that would be appropriate.
The commission decided to have Jon Brandt, Marie Ridgeway and Charlotte Winnen work on the
ad hoc committee and bring something back to staff and the commission.

8. COMMISSION PRESENTATIONS
Commissioner Simon stated she has a sign-up sheet for members to volunteer to help at the
Taste of Maplewood.
Commissioner Winnen said she was not present for the meeting in April and she would like to
postpone her focus group discussion until there is more data available from the 2010 census.
9. STAFF PRESENTATIONS
None.
10. ADJOURNMENT
Chairperson Kringle adjourned the meeting at 8:00 p.m.
