CALL TO ORDER A meeting of the Environmental and Natural Resources Commission was called to order at 7:00 p.m. by Chair Schreiner. B. ROLL CALL Bill Schreiner, Chair Randee Edmundson, Vice Chair Judith Johannessen, Commissioner Carole Lynne, Commissioner Carol Mason Sherrill, Commissioner Dale Trippler, Commissioner Ginny Yingling, Commissioner Present Present Present Absent (Leave of Absence) Present Present Present Staff Present Shann Finwall, Environmental Planner Ginny Gaynor, Natural Resources Coordinator Andrew Hovland, City Consulting Forester C. APPROVAL OF AGENDA Staff requested moving Collection System Analysis Update ahead to New Business. Visitor Presentations should be moved right after Collection System Analysis Update. Staff requested tabling the Annual Report and 2011 Goals. Commissioner Mason Sherrill requested adding Earth Hour 2011 under Commission Presentations. Commissioner Trippler moved to approve the aqenda as amended. Seconded by Commissioner Yingling. Ayes - All The motion passed. D. APPROVAL OF MINUTES Chair Schreiner had a correction to page 2, item 1. Election of Chair and Vice Chair. Under the 4th paragraph it should say three votes for Commissioner Trippler and three votes for Commissioner Schreiner. Commissioner Trippler had a wording change to item H. 1. the wording is vague and he recommended changing it to read Commissioner Johannessen recommended that a representative of the city Council come to an ENR meeting to give us direction on what type of advisory role we should play and why the commission's recycling contractor recommendation was not taken. Also on page 4, I. 1. the date should say 2011 not 2012. And I. 3. the date should say 2011 as well. Environmental and Natural Resources Commission Meetinq Minutes as amended. Seconded by Commissioner Trippler. Ayes - All The motion passed. E. NEW BUSINESS 1. Collection System Analysis Update a. Environmental Planner, Shann finwall gave the report and answered questions of the council. b. Commissioner Schreiner asked if there were any visitor comments on this matter. VISITOR PRESENTATIONS (moved to follow Collection System Analysis) a. Councilmember John Nephew, 628 East County Road B, Maplewood. Councilmember Nephew discussed at length the trash hauling process and the Collection System. The law in Maplewood is that you must have a trash hauler visit your house once a week. The government mandates who you as a resident can use as the trash hauler service. As a councilmember he feels the council should put effort into the best interest of the residents. The commission asked various questions of Councilmember Nephew regarding this topic. b. Dave Schilling, 1955 Greenbrier Street, Maplewood. Mr. Schilling discussed the city's efforts to review the open trash hauling system. He felt it had to do with ensuring all of the trash goes to the Newport Station. He is not supportive of this city's efforts to organize trash hauling. . 2. Maplewood ShorelandlWetland Regulations - Capstone Project Review a. Environmental Planner, Shann finwall gave the report Jana Haedtke, Graduate Student, Environmental Management Student with University of Maryland gave a brief update regarding the Maplewood ShorelandlWetland Regulations - Capstone Project Review and answered questions of the ENR commission. 3. GreenStep Cities Program -Sustainability Intern Project Review a. Environmental Planner, Shann finwall gave the report Hlee Moua, University of Minnesota Architectural and Sustainability Studies Undergraduate student gave a brief update regarding the GreenStep Cities Program. 4. Eureka Recycling Year End Report a. Environmental Planner, Shann finwall gave the introduction. b. Recycling Coordinator, Bill Preiffer gave a brief report. Christopher Goodwin, Eureka Recycling, gave the Year End Report and answered questions of the commission. Mr. Goodwin reported that the city's multi-family program is very successful, with an approximate 98 percent participation rate from multi-tenant properties. Additionally, Mr. Goodwin discussed Eureka's public space recycling pilot project in Sl. Paul. Eureka has completed the report and will share the results with Maplewood and other communities. Mr. Goodwin went into Eureka Recycling's zero-waste mission and their availability to assist the city in this effort in the future. The commission thanked Eureka Recycling for a job well done for the City of Maplewood and thanked Christopher for the good year end report. March 21, 2011 Environmental and Natural Resources Commission Meeting Minutes 2 5 Emerald Ash Borer Plan a. Environmental Planner, Shann finwall gave the introduction. b. Ginny Gaynor, Natural Resources Coordinator gave the Emerald Ash Borer Plan report and answered questions of the commission. c. Andy Hovland, City Consulting forester gave the Emerald Ash Borer Plan report and answered questions of the commission. Staff went through the Emerald Ash Borer Plan report with the commission and the commission recommended changes for staff to make in the report. Commissioner Trippler moved to request staff chanqe the paraqraph to indicate the Environmental and Natural Resources Commission is unanimouslv opposed to usinq chemicals on Emerald Ash Borer. Seconded by Commissioner Yingling. Ayes - All The motion passed. Commissioner Mason Sherrill will be the ENR representative at the April 25, 2011, city council meeting. 6. Western Hills Area Street Improvement Project - Wetland Impacts - Tabled 7. Annual Report - Tabled f. UNfiNISHED BUSINESS 1. 2011 Goals - Implementation Strategies - Tabled G. VISITOR PRESENTATIONS (Moved ahead) H. COMMISSION PRESENTATIONS 1. Earth Hour 2011 - Commissioner Mason Sherrill Commissioner Mason Sherrill said Earth hour started in Sydney, Australia in 2007 as a means of saving energy. Earth Hour is Saturday, March 26, 2011, from 8:30 - 9:30 and the request is that people shut their lights off for one hour to reduce energy costs. I. STAff PRESENTATIONS 1. Renewable Energy Ordinance Update - Ms. finwall gave an update on the Renewable Energy Ordinance. Hoping by the end of the year or sooner the ordinance will be completed. 2. Chicken Ordinance Update - Ms. finwall gave the Chicken Ordinance Update. The Planning Commission recommended denial of the ordinance 4-3. The City Council directed staff to continue with the Chicken Ordinance. 3. Recycling in the Parks Update - Ms. finwall said Ramsey County has given a grant to the city to install 130 recycling bins in Maplewood parks. 4. Mow-Hi Pledge - Ms. finwall gave information on the Mow-Hi Pledge Event & Lawn Care Seminar Thursday, April 7, 2011, 6:30 to 8:30 p.m. at the Ramsey County Library for more information contact the Maplewood Nature Center.
