CALL TO ORDER The meeting was called to order by Vice Chair Richard Currie at 7:00 p.m. 2. ROLL CALL Present: Vice Chair Richard Currie; Commissioners Caleb Anderson, Lucille Aurelius, Pete Boulay, Bob Creager, and AI Galbraith; Council Liaison Marv Koppen, Staff Liaison Dave Fisher, Recorder Lois Behm and Guest Nam Vang, 3. APPROVAL OF AGENDA Dave added 7d, Certified Local Government Status. Bob requested the addition of Nam Vang for Visitor Presentation. Richard moved approval of the Aqenda as amended. Pete seconded the motion - Ayes - all 4. APPROVAL OF MINUTES a. January 20, 2011 Lu moved approval of the minutes as presented. AI seconded the motion - Ayes - all. 5. CHAIR OPENING STATEMENTS I PRESENTATIONS - NONE 6. VISITOR PRESENTATIONS - Delayed 7. OLD BUSINESS a. Heritaqe Preservation Commission 2010 Annual Report to City Council. Dave reported that he put together the report as instructed by the Commissioners at the January meeting and asked the Commissioners to approve the report before he sends it to Council. He also stated that at least one of the Commissioners should be at the Council meeting on February 28 for this item as well as for the presentations. There were no changes or additions suggested. b. Heritaqe Preservation Commission 2011 Goals Dave reported that he had taken the liberty of assembling the items suggested by the Commissioners at the February meeting, including the 2010 goals which were not completed last year. He asked the Commissioners to review them and approve them for presentation. He added that goals could be added during the year as needs arise, and said that he would need help from the Commissioners in identifying speakers. Lu moved approval of the qoals for 2011 as presented in the report. Caleb seconded the motion - Ayes - all. c. Heritaqe Award - City Council Date Dave said the award is ready and he is working on the Resolution of Appreciation for Ron Cockriel. The presentation of the Heritage Award will include the announcement of the location for the Time Capsule which will ensure that its location is identified in the Council meeting minutes for future reference. d. Certified Local Government Status Dave reported he had received a call from Mike Koop informing him that the new Ordinance needs have some additional changes made before he can grant CLG status to Maplewood. It involves some new standards which are being applied and which he (Mike Koop) forgot to tell Dave about. None of the changes are major and although it will probasbly require another public hearing, Dave does not expect any problems with it and will get it to the Council as soon as possible. 6. VISITOR PRESENTATION Bob introduced and welcomed Nam Dang, owner's son of White Bear Liquor and Wine at White Bear and Prosperity. Bob had several conversations with Nam Dang and his mother, Khue Dang who owns the land, during the course of researching past ownership of that piece of property because of a rumor that it had once been owned by Abraham Lincoln. The real necessity in the research was looking at the abstract for the property, which traces all the changes of ownership since it was first recorded with the State and describes the property in detail. Bob detailed the process of the search, and thanked Nam and his mother again for all their cooperation and for entrusting him with the abstract while he conducted the research. The result of the research was that Abraham Lincoln never owned the property, but that Franklin Pierce (14th President) had signed off the patented property when it was purchased from the Federal Government. Nam also thanked Bob for his interest, and stated he had learned a great deal from Bob during that time. 8. NEW BUSINESS a. Resolution of Appreciation for Ron Cockriel Dave pointed out the copy in the packet of the Resolution of Appreciation for serving on this Commission since August of 2006. It will go to Council on February 28 for presentation. Caleb moved approval of the Resolution of Appreciation. AI seconded the motion - Ayes - All. 9. MAPLEWOOD AREA HISTORICAL SOCIETY REPORT Richard announced the Society will be holding a card party at the Bruentrup Heritage Farm on Friday night, February 18th at 6:00 p.m.. There are a few spaces remaining, for anyone who would like to go and play cards. Richard also announced that the Society had sent their Interpretive Plan to the City and asked Dave if the Commission will be reviewing that. Dave said that if he understood correctly, it was going directly to Council and apologized if he should have brought it to the Commission first. He said he will bring it to the next meeting as an informational item. 10. COMMISSION PRESENTATIONS Pete reported that he is involved in preparations for events and displays highlighting the Gladstone neighborhood this summer. Information is being gathered for portable historical displays to be shown in the Gladstone area and possibly at the Ramsey County Fair as well as at the Farm. He will be giving a talk about the Lost City of Gladstone on May 3rd at 7:00 p.m. at the Maplewood Library, using his old slide projector (possibly for the last time because of its age). There will also be 2 walking tours, one in the 'downtown' part of Gladstone and another one at the Ramsey County Poor Farm, including the Poor Farm Cemetery. The dates of the walking tours are yet to be determined. 11. STAFF PRESENTATION - None 12. ADJOURNMENT Lu moved adjournment of the meeting at 7:36 p.m.
